This panel of five librarians will discuss their participation in the SPARC Open Education Leadership Program, a two-semester professional development experience aimed at building expertise and capacity to advance open education in academic libraries, and how it helped shape the development of OER initiatives at their institutions. Many state governments are supporting or considering supporting OER though related legislation, funding or other significant action. These actions, if executed well, have the power to substantially increase use and production of OER in the given state. Some examples of state supported initiatives are Open Oregon and BCcampus. The University of Arkansas Libraries along with campus partner, Global Campus, initiated their OER Incentive Program in the 2017 spring semester. The program provides faculty with structured financial awards to create, adapt, or adopt open education textbooks and other learning resources, publish these resources with open licenses, and use them in University of Arkansas courses in lieu of traditional textbooks. This presentation will provide an overview of the inception of the program, its structure, and management, as well as lessons learned by the OER team through reflection processes. Throughout the early months of 2016, news stories of racial unrest frequented the media outlets. In response, the Extension Committee on Organization and Policy (ECOP) established the first Rapid Response Team, giving a charge to explore civil discourse around race relations. This pilot response to an emerging need involved a scan of the Cooperative Extension System's resources and expertise while assembling a competency matrix and developing next step recommendations to help move CES forward in advancing civil discourse.

Chinese students are the largest group among all the international students. Many factors motivate them to study in the U.S. and their decision to stay or leave the U.S. after graduation. However, limited research investigates these aspects by differentiating students into non-traditional students and traditional student groups. As a result, this study conducted individual interviews to examine: 1) factors that influence Chinese students’ (non-traditional students vs. traditional students) choices of the host college or university in the U.S.; and 2) their decisions to stay or leave the U.S. after graduation.
