This study aimed to investigate the degree of practicing of ‘Responsible Leadership’ by deans of faculties as perceived by academic staff at Jordanian universities. The descriptive methodology was employed, and a 4-dimension questionnaire composed of (37) items was administered to a sample of (350) academic staff in the first semester of 2021-2022. The four dimensions are: personal characteristics, relationship with followers, sense of responsibility and decision making. The findings revealed that the degree of practice was “mild”. This study aimed to investigate the impact of the type and percentage of Differential Items Functioning (10%, 20%, and 30%) on estimating individuals’ abilities according to the three-parameter model and Moken’s non-parametric model of item response theory. The research has been applied on a sample of (425) male and female teachers from basic education schools in Damascus in the second semester. The results showed the needs of employing blended learning in basic education schools from the point of view of teachers was high.There were no statistically significant differences according to the gender variable. There were no statistically significant differences according to the qualification variable. There were statistically significant differences according to the school dependency in favor of public schools.
