At the turn of the 20th century, after Dr. Sun Yat Sin had received western medical education in Hong Kong, the development of western technology in Hong Kong was advanced in a rapid rate. Electricity had been applied to lighting, lift and tram; wireless communication though not yet common had been applied to shipping and weather communication; Kowloon telephone had been connected successfully; Structural steel and steam engine were common in ocean going steamer, buildings and railways; Cars using petroleum were on the newly formed asphalt roads. Korea's government-lead vocational education has fostered the industrial manpower necessary for economic development. As part of the process of economic development, Korea has become a highly educated society. However, due to the quantitative and qualitative mismatch between labour supply and demand, there has been a shortage of jobs for college graduates and a shortage of high school graduates in the labour market. In 2008, Korea's Ministry of Education began reforming its vocational high school policy. Vocational schools were upgraded to Meister High Schools and Specialized Vocational High Schools in accordance with the philosophy of 'Work first, College later'. To strengthen …

As the nature of occupations and requirements for work are constantly transforming, student needs and aspirations undergo corresponding changes, making it important to consider and potentially reform Vocational and Professional Education and Training (VPET) curriculum, pedagogy and practices. This includes a reconsideration of the aims of VPET provision, the type, importance and range of experiences being afforded students (i.e., curriculum practices) and how these experiences can be enriched to optimise learning (i.e., pedagogic practices). This presentation will consider various evolving models for vocational education and training (VET) system governance and their relationship to VET system performance. Governance is defined broadly to include how power is exercised, who exercises the power and governance models relevant to VET, including co-governance with industry, governance in federal systems such as Australia and Germany, and devolved governance (such as the various levels of autonomy of training providers and institutions). There is good evidence of a strong positive relationship between skills and economic growth. It is a stronger relationship than that between educational qualifications and growth. Furthermore, skills shortages persist in countries such as the UK, even though there has been a large increase in the number of people with tertiary-level qualifications. This must be addressed at all levels of education policy. It is also important to consider economic changes, such as technological developments, when considering what skills are needed for economic growth.
