Media outlets, as well as many leaders across the state, have recently been trumpeting the Natural State’s fifth-place ranking in the latest release of Education Week’s Quality Counts, which assigns letter grades to every state on a menu of education measures, to suggest that Arkansas schools “rank fifth in the country.” On the other hand, the state received a D on the Student Achievement category of Quality Counts and many Arkansans are accustomed to seeing Arkansas ranked at or near the bottom among all states on measures related to education and economic well-being. Bargaining Quality In Part-Time Faculty Working Conditions: Beyond Just-In-Time Employment And Just-At-Will Non-Renewal, Gary Rhoades

Two aspects of part-time faculty members’ working conditions that are problematic for educational quality are examined in this article—“just-in-time” employment and “just-at-will” non-renewal. With an eye to enhancing student learning conditions, the article explores feasible strategies that are found in the collective bargaining agreements of units for part-time only bargaining units. Collective bargaining provides a reasonable framework for rethinking, redefining, and renegotiating the working conditions of faculty working in part-time positions to improve student learning outcomes and educational quality.

The 17 h annual report - Quality Counts 2013 - was released in January. The 2013 legislative session is underway, and there are a number of policy changes under consideration. One hotly-debated issue involves whether the state should allow for multiple authorizers for charter schools (currently, only the State Board of Education may authorize charter schools). Moreover, several charter schools will testify before the State Board of Education in spring 2013 seeking charter reauthorization. As the issue of charter schools again takes center stage, we present an extension of our 2012 policy brief focused on charter schools. Inmates face challenges in obtaining employment once they leave prison because many are undereducated and lack work skills. This study examined demographic and criminogenic variables of inmates in Michigan Department of Correction's (MDOC) Community and Employment Readiness Training (CERT) and Michigan State Industries (MSI) programs that were associated with their scores obtained on the WorkKeys® assessment test. MDOC uses the WorkKeys® to assess the gaps between inmates' current job readiness skill level and skills needed for various types of jobs upon release. Malaysians’ journeys to pursue graduate education in the U.S. generate more than just degree attainment. This dissertation looks at how experiences in the U.S., both in graduate school and in the workplace, influenced highly educated Malaysians, especially in their exploration of push and pull factors that influence their decisions to remain in the U.S. or to return to Malaysia. This study focuses on twenty-two participants comprised of those who have returned to Malaysia, those who are working in the U.S. on non-immigrant visas, those who became Permanent Residents and those who are naturalized U.S. citizens.

This study looks at the relationship between charter school presence and neighborhood quality in Los Angeles. Using data from the Los Angeles Department of Education, Zillow Real Estate, and the Los Angeles Sheriff, this paper attempts to find whether changes in charter presence influence the price of surrounding real estate or the occurrence of serious and petty crimes. The results find that charter schools tend to be associated with a decrease in home sale prices. The results on crime imply that crime increases upon the opening of charter schools, however they are statistically insignificant.

The Servicemen's Readjustment Act of 1944 (Public Law 78-346), generally referred to as the GI Bill, provided any veteran, who had served for at least 90 days from the time period of September 1940 to July 1947, paid full-time education. The original Act also called for the creation of a central agency dedicated to the administration of all veterans' benefits, which ultimately became the Veterans' Administration (VA). Historically, gender occupational stereotyping has mainly affected women across numerous social areas. Given that political socialization plays a key role in the classroom, analyzing the gendered language and images in textbooks can help determine social expectations and the efficacy of gendered policies. Previous works suggest that elementary textbooks (through gendered words and images) structure children's perceptions of women's and men's occupations. As global demands for workers in the science, technology, engineering and math (STEM) fields persist, there are increased opportunities for historically underrepresented African-American and Latino youth to fill STEM career pipelines. African-American and Latino youth have long faced disproportionately high unemployment rates. Joblessness has been complicated by lower high school graduation rates for African-American and Latino youth. Significant federal and state funding has been allocated to address this state of affairs. Research findings on STEM career development programs for historically underrepresented youth can inform public policy and resource allocation.

This dissertation undertakes an analysis of 1,044 performance evaluations from New York State School Music Association (NYSSMA) Spring Festival solo adjudication ratings of student performers from a large suburban school district. It relies on results of evaluations of observed performances, and takes these evaluations as assessments of what the student performers know and are able to do in this field. The analyses undertaken in this study seek to uncover patterns in performance ratings by identified conditions of performance (time of day of performance, level of music performed, and performance medium) and characteristics of performers (gender, race/ethnicity, and grade level). This paper complements existing power analysis tools by offering tools to compute minimum detectable effect sizes (MDES) for existing studies and to estimate minimum required sample sizes (MRSS) for studies under design. The tools that accompany this paper support estimates of MDES or MSSR for 21 different study designs that include 14 random assignment designs (6 designs in which individuals are randomly assigned to treatment or control condition and 8 in which clusters of individuals are randomly assigned to condition, with models differing depending on whether the sample was blocked prior to random assignment and by whether the analytic models …
