The GPA measure, we believe, is a better representation of student achievement on statewide standardized exams. In this report, we are presenting a list of the top 25 schools in each area. In some cases, these "top 25 lists" will contain more than 25 schools as some schools' GPA scores will be identical. This is not a new phenomenon, as we also exceeded 25 schools in previous reports when using the percent proficient and advanced metric as an indicator for student achievement; however, there are fewer ties using the more precise GPA measure.

In May 2013, The Lincy Institute1 commissioned, Tripp Umbach2 to prepare an economic impact report to show the value of a new, four-year allopathic medical school (hereinafter referred to as the new four-year medical school) in Las Vegas. To accomplish this task, Tripp Umbach evaluated multiple medical school development models in order to recommend the optimal model that would provide the greatest economic impact to the state of Nevada and the Las Vegas Metropolitan area.

On January 10, 2013 the elected leadership of Southern Nevada met to discuss the region’s governance, K--‐12, higher education, infrastructure, economic development, and health care needs. From that bipartisan discussion emerged policy priorities for the 77th Session of the Nevada Legislature. This report examines the degree to which the region’s elected senators and assembly members advanced these priorities and represented the interests of Southern Nevada in state government.

We describe a rural/micropolitan example of the intertwining of school consolidation and demographic change with exacerbated segregation and inequality. To do this we consider Dawson County, Nebraska, which hosts the state's most Latino/a school district (Lexington) and which saw its number of schools decline from 37 to 19 during this century's first decade, and the number of local school districts lessened from 18 to 5. In particular, we call attention to the irony that consolidation was pursued with an explicit call for more equality in schooling in Dawson County (Swidler 2013) and yet population concentrations and variation in expenditures seemed …

Two types of charter schools exist in Arkansas: open-enrollment charter schools, which operate independently of any district, and district conversion charter schools, which operate within an existing school district. Charter schools have more autonomy on certain rules and regulations than traditional public schools; however, charter schools are held accountable for academic results and fiscal matters, as defined by the charters contract. Charter schools are approved and held accountable by a charter authorizer. Public school choice is an umbrella term for policies that allow students to enroll in a public school other than their residentially-assigned school. Public Historically Black Colleges and Universities (HBCUs) continue to receive inequitable funding at state-levels (Gasman, 2010; Minor, 2008). The Higher Education Act of 1965 designates an HBCU as an “institution whose principal mission was and is the education of black Americans, was accredited and was established before 1964” (UNCF, 2013, para. 1). The current funding situation is problematic because HBCUs have successfully educated African Americans, low-income, and underprepared students (Gasman, 2010). Perhaps with equitable state support, the educational gains of HBCUs may improve. The purpose of this article is to analyze three policy alternatives that would improve resources at HBCUs. …

The purpose of this research project is to examine the ways in which the classroom, teacher, and student dynamics of a South African urban primary school create a site for nation-building, citizenship, and the promotion of social cohesion. Understanding that the school serves as an institution for the production of ideology, socialization, and spreading of knowledge, this research will investigate how curriculum, authority, and policy influence what it means to be a “good” South African citizen, and thus, a contributor to forming both personal and national identity. When it comes to education, Nevada’s reputation as a low‐performing state in no way reflects a shortage of reforms. The politics of high‐stakes accountability characteristic of federal education policy since the 1980s has resulted in much reform, but “small change” in terms of funding and improved outcomes in the Silver State. This brief examines the history of Nevada education reform and why Nevada must reform its approach to improving schools by turning its attention from unfunded mandates to adequate and equitable investments in education. The 89th General Assembly in Arkansas convened on Monday January 14th and would file 2,640 pieces of legislation over the next 100 days. Of this legislation, there were 145 House Bills, 4 House Resolutions, and 97 Senate Bills referred to either the House or Senate Education Committees. That is a grand total of 246 pieces of “education” legislation representing roughly 9 percent of legislation filed in the session. Since the 1980s, the standards and accountability movement in U.S. education has focused heavily on reform at the classroom and school level, with insufficient regard for how social, political, and community contexts impact student learning and achievement (Berliner, 2006; Horsford, 2010; Noguera, 2003; Oakes, 1989; Wells et al., 2004). This emphasis on standardization and high-stakes testing has stigmatized, and in many instances, penalized low-income and historically underserved students and communities through the use of student subgroup and school designations. As a result of the Arkansas Supreme Court’s Lake View v. Huckabee Decision, the Public School Funding Act of 2003 established Arkansas’ current funding system. A part of the current system allocates additional funding for districts based on need (categorical funding). In doing so, the state recognizes that it is necessary to distribute additional funding based on educational need to meet adequacy and equity standards. The system allocates funding for groups of students who face particular challenges: Alternative Learning Environment students (ALE), English-language Learners (ELL), and students in poverty (National School Lunch Act). The purpose of this research study, which was conducted as a qualitative content analysis, was to discover to what extent children's literature from a popular anthology could be used to teach the tenets of character education according to U.S. Department of Education (2005) guidelines in a pre-Kindergarten through second grade setting. A team of participant-coders, which consisted of experienced early childhood educators, evaluated and analyzed each of the 44 complete books contained in the 320 page anthology, The 20th Century Children's Book Treasury: Celebrated Picture Books and Stories to Read Aloud (Schulman, 2005), in order to investigate opportunities to explore …

This investigation aims to analyze the operation and overall results of Servicio País Educación, an intervention-based program of the non-profit organization, Fundación de la Superacíon, offered to primary, low-resource, municipal schools in Chile. Functioning from 2010-2012 as an after-school program, Servicio País Educación provided a non-formal educational environment which provided hands-on learning opportunities for students. Children selected to participate in the program came from especially poor socioeconomic situations and often underperformed academically in the classroom or exhibited behavioral issues. Students participated in small groups led by tutors where they received not only individualized academic help but practical education in the …
