This report presents the findings from the National Assessment Program –ICT literacy assessment conducted in 2008 under the auspices of the national council of education ministers, the Ministerial Council for Education, Early Childhood Development and Youth Affairs (MCEECDYA). National samples of Year 6 and Year 10 students were assessed to determine their levels of confidence, creativity and skill development in the use of information and communication technologies. Investment in teacher education is a major strategy to enhance the quality of teaching and learning in our schools. Agencies, such as the Victorian Institute of Teaching (VIT), with responsibility for the accreditation of teacher education, can use feedback about the effectiveness of different modes of teacher preparation to support providers. This evaluation report is presented in two volumes. Volume 1, Evaluation of the GiR-LNS is focused mainly on the survey component of the evaluation. The complete data set from the surveys undertaken in 2003 and 2004 is analysed, and conclusions drawn from these analyses. The concluding sections draw on the survey data, some research literature and the illustrative case studies to report on the effectiveness of the GiR-LNS as a strategy for professional development, and as a strategy for change. The VIT’s Program for Supporting Provisionally Registered Teachers and its registration procedures are increasingly seen as valid and fair. The Program is generally perceived as leading to improvements in teaching practice. Principals and mentors were very positive about the program, and consistently reported high levels of satisfaction with its implementation. Research has repeatedly found that significant reforms are often accompanied by a degree of unease and resistance, and this has been the case with the introduction of the VIT standards and registration requirements. This report produces a comprehensive national picture of the nature and effectiveness of teacher education and re-training opportunities for languages teachers. The report investigates course entry requirements, course content and structure for primary and secondary languages teachers; identifies structural impediments relating to the development of languages teachers' linguistic and pedagogical competency; and explores the potential application of the Professional Standards for Accomplished Teaching of Languages and Cultures, developed by the Australian Federation of Modern Language Teachers (AFMLTA), in teacher education for languages teachers.

The VIT Standards and Professional Learning Project was seen to be leading to improvements in teaching practice across schools and playing a major role in reinforcing and/or establishing a culture of professional collaboration and professional learning in schools. That is likely to lead to improved student outcomes. The role of the school leadership is clearly very important in this as in any other major innovation. Principals and mentors were very positive about the program, and consistently reported higher levels of satisfaction with its implementation than did the Provisionally Registered Teachers. This paper focuses upon occupation-based conceptualisations of socioeconomic status (SES). Using occupational data to measure the SES of individuals is a two-step process, whereby it is necessary to first collect and code occupational data, usually in accordance with an official occupational classification, and second, to recode these data into a measure of SES. There are three broad types of measures available – class, occupational prestige, and socioeconomic indices – and within these broad types, a large array of conceptualisation and measures are available. This paper outlines some of the findings from Australian research which listened to and analysed the views and expectations of students within Australian education and training institutions about learning with technologies. Students in primary and secondary schools, vocational education and training (VET) institutions, international students studying education in universities, pre-service teacher education students and teachers in their first five years of teaching contributed to a national 'student voice' research project based upon their current experiences and views. This article examines the role modes of participation play in pre-service teachers' learning - what it means to teach and to learn, and what it means to be a teacher and a student. In particular, it examines how a teacher educator's taking up some social positions and refusing to take up others serves to cultivate active engagement and inquiry about teaching, learning, and schooling among the pre-service teachers by providing them with opportunities to reinterpret the figured world of school.

The ACER Longitudinal Literacy and Numeracy Study (LLANS) was designed to follow the growth in literacy and numeracy of a single cohort of students across the years of primary school. The key research question in this seven-year longitudinal study is: 'What is the nature of literacy and numeracy development amongst Australian school children?' One way of responding to this question is to develop scales describing growth in literacy and numeracy. This project investigated the link between children’s growth in English literacy in the early years of schooling and their teachers’ classroom teaching practices. Using the LLANS literacy assessment tasks, 2000 children from every state and territory were assessed at the beginning and end of their first or second year at school. The teaching practices used by teachers whose students made most progress were explored. The effective teachers used a wide repertoire and demonstrated key teaching practices with greater consistency, skill and subtlety.
