Reading problems are one of the most frequent reasons students are referred for special education services and the disparity between students with reading difficulties and those who read successfully appears to be increasing. As a result, there is now an emphasis on early intervention programs such as RTI. In many cases, early intervention in reading instruction focuses primarily on foundational reading skills, such as decoding. However, with much of the focus on fluency, reading comprehension may be overlooked. In the current study, the effect of using graphic organizers as a teaching method in a special education classroom was compared to the effectiveness of lecture style teaching in a regular education classroom. It was hypothesized that the use of graphic organizers in a special education classroom would result in a greater difference between the pre-and post-test measures than the group that was taught using lecture style instruction. Each classroom was given the same pre-test, followed by four weeks of instruction, then the same post-test. This descriptive study employed a survey to examine the perspectives of developmental education faculty members at public community colleges regarding instructional practices that have been identified in the literature as effective for developmental education. The study focused on two major areas related to the instructional practices surveyed: the degree to which faculty members perceive the practices to be effective and the degree to which they report they employ the practices. The entire population of West Virginia full-time faculty members teaching developmental education regularly in public community and technical colleges was surveyed with an 89.6% response rate. This paper reviews the latest research on the struggles learning disabled (LD) students have in the foreign language (FL) classroom. Over the last ten years, there have been significant advancements in recognizing the fact that LD students do in fact face greater obstacles when acquiring a FL than their peers do. After years of uncertainty, there is now widespread interest in the emotionally disturbed child in the schools. This change suggests that educators now see the disturbed child as an exceptional child, a handicapped child in need of special attention and assistance.

While the delineation of responsibility between school, home, and mental health agency is not yet well defined, it is as if the schools are now saying, "We are not quite clear about what other agencies intend to do, but we intend to do whatever seems appropriate and feasible in the school setting."
