This project seeks to address gaps in emergency preparedness education related to tornado response. Through an examination of current research about best practices for tornado emergency management response and an examination of the needs of FEMA Regions 7 and 8, the author has identified key strategies and stakeholders to increase positive outcome through building community engagement and resiliency. Three presentations were created for delivery to key community stakeholders—local government officials; non-governmental organizations, social networks, and associations; and individual private citizens. This chapter examines the drivers of academisation in order to better understand the emergence, growth, and impact of academy schools in England. It traces the expansion of academy schools as part of ongoing educational reforms that were reinforced by a neoliberal narrative and facilitated by the state through subsidies and the underfunding and disinvestment of state-run schools. This was driven by the private for-profit and non-profit sectors as key agents in the implementation, and sometimes formulation, of government education policy, along with the state which was an active participant and beneficiary through the revolving door involving politicians, senior civil servants, …

Workforce development has been a keystone in the discussion of economic diversification of Las Vegas for decades. The leisure and hospitality industry is the lifeline for the Southern Nevada economy due to the reliance on tourism as the city’s main economic driver. The leisure and hospitality industry requires physical labor and more face-to-face customer interaction than other employment sectors. Thus, these jobs often do not require high educational attainment, but rather sharp soft skills like effective listening, nonverbal communication, and negotiation strategies. Many previous researchers have looked at the effects of education on certain economic factors. However, this paper investigates the topic of education from a different perspective: using data of several economic factors for all 50 states in America from the year of 2017 and an education ranking system from U.S. News & World Report, this paper analyzes the effects of a state’s economic conditions on its quality of public education system through a cross-sectional model. Broadband access is an important part of enhancing rural community development, improving the general quality of life. Recent telecommunications stimulus projects in the U.S. and Canada were intended to increase availability of broadband through funding infrastructure investments, largely in rural and remote regions. However, there are various small, remote, and rural communities, who remain unconnected. Connectivity is especially important for indigenous and tribal communities to access opportunities for various public services as they are generally located in remote areas. In 2016, the FCC reported that 41% of U.S. citizens living on tribal lands, and 68% of those in the rural …

(First paragraph) The growing interest in the use of behavioral insights in the study of public administration and policy is contributing to the emergence of behavioral public administration (James et al., 2017). This subfield focuses on the “analysis of public administration from the micro-level perspective of individual behavior” (Grimmelikhuijsen et al., 2017, p. 45). Assessing the credibility of research claims is a central, continuous, and laborious part of the scientific process. Credibility assessment strategies range from expert judgment to aggregating existing evidence to systematic replication efforts. Such assessments can require substantial time and effort. Research progress could be accelerated if there were rapid, scalable, accurate credibility indicators to guide attention and resource allocation for further assessment. The SCORE program is creating and validating algorithms to provide confidence scores for research claims at scale. This article describes the collaborative efforts of various state and national agencies working together to recruit and retain agriculture teachers in the states of Kentucky, South Carolina, and Ohio. We contrast multiple measures of recruitment and retention in these states with those from the comparator states of Arkansas, West Virginia, and Alabama. The strategies outlined market to new agriculture teachers and maintain current teachers in the profession targeting work-life balance, emotional, physical and social health. In 1970, James Buchanan and Nicos Devletoglou published Academia in Anarchy: An Economic Diagnosis. Even though the book focuses on the industry Buchanan worked in for nearly 70 years, it is the only one of his non-autobiographical, non-textbook, books not included in his collected works. I evaluate the arguments of Buchanan and Devletoglou in light of the past 50 years of scholarship on the economics of higher education.

Does Starting School Before Labor Day Affect High School Retention And Graduation: Evidence From Virginia's Kings Dominion Law, Timothy M. Komarek, Jay K. Walker

Several states have required K-12 public schools to start after Labor Day in an effort to aid the tourism and hospitality industry. However, little is known about how these policies impact educational outcomes. We examine the impact of Virginia's post-Labor Day school start law on high school retention and graduation rates. We use a difference-in-differences model to exploit exogenous variation in school division start dates. Our results show small differences of up to three weeks have little effect on high school dropout and graduation rates. In this critical rage article, Peter McLaren unleashes his revolutionary critique aimed at capitalist injustice behind postdigital socio-technological developments, historical forms of injustice such as racism and colonialism, and recent political events and developments including but not limited to US interventions in Latin America and the presidency of Donald Trump. Rising from two important prongs of McLaren’s work—revolutionary critical pedagogy and liberation theology—the article connects myth, religion, science, politics, technology, and humanity. We examine national trends in educational funding, test score outcomes, and productivity as well as variations in funding and test scores over time and across states to assess how changes in educational spending are (or are not) related to changes in educational test score outcomes for states. National trends show small increases in test scores, large increases in educational funding (until the last recession), and a continued fall in educational productivity. The cross-state, over time analysis indicates a statistically significant but very small association of state funding to test scores; so small that large changes in funding have little effect …

Literature on the subject of school resources and student outcomes tends to find that there is a positive relationship between both variables. Most literature uses per-pupil spending (PPS) or teacher salaries as a measure of school resources. While I have modeled both in my paper, my focus in this paper is on per-pupil spending. Using data from the Illinois State Board of Education from 2006-2016 and measuring student outcomes through average ACT scores, operational PPS is found to be insignificant, whereas instructional PPS is found to be positive and significant at the 5% level. Tuition Increases Geaux Away? Evidence From Voting On Louisiana's Amendment 2, Joshua C. Hall, Serkan Karadas

In many states, public institutions of higher education have the autonomy to raise tuition. This has not been the case in Louisiana since a 1995 constitutional amend-ment required a two-thirds majority of the state legislature for any tuition increase. In November of 2016, voters in Louisiana rejected Amendment 2, a constitutional amendment that would have given state institutions of higher education autonomy in setting tuition. We examine parish-level voting on Amendment 2 using an empirical political economy model and find that parishes with a greater percentage of African-Americans and university employees were more likely to vote yes. University ranking has high public visibility, the ranking business has flourished, and institutions of higher education have not been able to ignore it. This study of university ranking presents general considerations of ranking and institutional responses to it, particularly considering reactions to ranking, ranking as a self-fulfilling prophecy, and ranking as a means of transforming qualities into quantities. The authors present a conceptual framework of university ranking based on three propositions and carry out a descriptive statistical analysis of U.S. and international ranking data to evaluate those propositions. This presentation will include the parameters by which an effective, at-cost publishing program may be structured in academic libraries. With advances in technology, electronic storage, and connectivity, and contrary to the claim that such activities may result in a “race to the bottom,” libraries have proven to be natural entities within which to effect a paradigm change in scholarly publishing. This article explores the persistence of working poor families in the United States— families that live on the threshold of poverty despite at least one family member working full-time. The persistence of poverty in the United States has been exacerbated by recent changes in the job market that have altered the composition and availability of jobs due to technological unemployment, the polarization of jobs, declining job quality, and stagnation in job growth. Food insecurity, not having consistent access to adequate food for active, healthy lives for all household members is most common among low income households. However, income alone is not sufficient to explain who experiences food insecurity. This study investigates the relationship between financial literacy and food security. We find that low income households who exhibit financial literacy are less likely to experience food insecurity.

This paper addresses a specific question: why has China grown so rapidly and Brazil not? To answer this question, it (i) establishes the basis for comparison between China and Brazil by contextualizing these countries within the BRICs concept, and (ii) presents a comparative analysis of Brazilian and Chinese reforms focusing only on the issue of macroeconomic policy, especially the monetary and exchange rate regimes, and its effect on growth.

In this Essay we introduce a model of copyright law that calibrates authors’ rights and liabilities to the level of originality in their works. We advocate this model as a substitute for the extant regime that unjustly and inefficiently grants equal protection to all works satisfying the “modicum of creativity” standard. Under our model, highly original works will receive enhanced protection and their authors will also be sheltered from suits by owners of preexisting works. Conversely, authors of less original works will receive diminished protection and incur greater exposure to copyright liability. We operationalize this proposal by designing separate rules …
