Corruption is a perennial obstacle to the Philippines’ pursuit of development. The Department of Education (DepEd) is considered to be one of the most corrupt agencies in the Philippines. However, there are two DepEd programmes with different levels of effectiveness in controlling corruption. The Textbook Delivery Programme has been ineffective while the Programme on Basic Education has been successful. The article explains the different levels of implementing these programmes by using local perspectives via the ‘narratives of implementation actors’. The comparison of qualitative data across a large number of cases has great potential for research into civic education worldwide. The IEA study made important strides in collecting appropriate data and in developing techniques to analyze that data. The Octagon Model used in the study captures the complexity of political socialization, but systematic research into all of its dimensions is virtually impossible. Ethnography has different emphases, but has great flexibility to adapt to many contexts, while research designed for comparability often excludes important differences. What explains the popularity of law and economics (L&E) in some academic communities and the scarcity of such scholarship in others? Many explanations have been given for the centrality of economic analysis in American legal thought and its marginality in Europe. This article examines what drives scholars to select L&E as a topic for research. It does so by implementing the methodology of many papers in the field – by assuming that regulation and incentives matter. Education in our times is promoting nihilism. The reason for this conclusion is that modern education is largely knowledge based and asks the learner to learn ideas that have nothing in common with the reality of the learner. The Academic And Occupational Outcomes Of Private Residential High School Student Instruction, Linda Serra Hagedorn, Hye Sun Moon, Shawn M. Kanaiaupuni, Katherine A. Tibbetts

Using a population of graduates from a large high school with both residential and commuter students serving specifically students with Native Hawaiian ancestry, the study compares outcomes such as high school graduation, college attendance, college graduation, occupational status, and overall life happiness to determine the effects of residential status. Results indicated that the strongest variable that separated the college completers from the non-completers was receipt of college financial aid. Other important variables included Hawaiian culture, locus of control, family predominance of standard English, and beginning college at a community college

This paper applies the principles of critical literacy and critical discourse analysis to interrogate the relationship between student achievement and hegemonic discourses within the field of education. This paper offers a set of practical recommendations on how educators can apply critical discourse analysis to arrive at more adequate solutions to the vexing problem of the achievement gap.

From Noncompliance To Columbine: Capturing Student Perspectives To Understand Noncompliance And Violence In Public Schools, Doyle Stevick, Bradley Levinson

The paper reviews a number of ethnographic studies of students in U.S. secondary schools to help understand the causes of a range of student behaviors from minor non- compliance to lethal violence. Based on these studies, as well personal experience, the authors suggest that educators and educational researchers approach and understand student perspectives on school life. Such perspectives often reveal the logic of non- compliance, and show that aspects of school structure and practice can exacerbate or contribute to violence. Student non-compliance and alienation can escalate into violence if the student view is not regularly consulted in schools.

The nature and extent of institutional autonomy at the Universidad Nacional Autónoma de México (UNAM) has been a matter of contention between academics, policy makers and university members for many years. Opinions about governmental influence over the university in Mexico range from absolute autonomy to absolute control. Few of them, however, are founded on research on university-government relations. Most studies of univer- sity autonomy in Mexico are based on classical definitions and pluralist political perspectives that limit a thorough understanding of this relation between the University and the government in the context of an authoritarian State. Controlling for such factors as precollege cognitive ability and academic motivation, ethnicity, gender, exposure to college, work responsibilities, and the pattern of courses taken, students reporting that the first-year instruction they received was well organized and prepared tended to demonstrate greater general cognitive development than their peers who reported receiving less organized and prepared instruction. Implications for student affairs are discussed.

The two-year community college has become one of the major institutional configurations in the American postsecondary system. It has undoubtedly increased both the access to higher education and the social mobility of numerous individuals whose education world otherwise have ended with high school (Cohen & Brawer, 1989; Nunley & Breneman, 1988). This article reports on an innovative staff and client exchange program involving groups from Montreal, Quebec and Washington, D.C.
