Incentives For Learning: Why American High School Students Compare So Poorly To Their Counterparts Overseas, John H. Bishop
John H Bishop
[Excerpt] The scientific and mathematical competence of American high school students is generally recognized to be very low. The National Assessment of Educational Progress (NAEP) reports that only 7.5 percent of 17 year old students can "integrate specialized scientific information" (NAEP 1988a p.51) and 6.4 percent "demonstrated the capacity to apply mathematical operations in a variety of problem settings." (NAEP 1988b p. 42) There is a large gap between the science and math competence of young Americans and their counterparts overseas. In the 1960s, the low ranking of American high school students in such comparisons was attributed to the fact …

Global Learning Through Partnered Inquiry, Rebecca Hovey
Rebecca Hovey
The emergence of Global Learning associated with the internationalization of U.S. higher education signals a convergence of international/global studies and international education with the potential to dramatically innovate and transform the academy. Over the past decade the original aim of international education to foster intercultural understanding has become linked with the aims of international studies to enhance our knowledge of the world, and in particular, the ways in which new knowledge is created through non-western epistemologies and cultural perspectives. This paper seeks to situate the emerging discourse and initiatives around global learning in an understanding of the transformation potential of …

Archetypal Energies, The Emergence Of Obama As A Practical Idealist, And Global Transformation, Carroy U. Ferguson
Carroy U "Cuf" Ferguson, Ph.D.
During this time of change, AHP and kindred spirits on the edge have important roles to play. We are the keepers and nurturers of a transformative and evolutionary Vision for Consciousness and a more humane world. At issue is what I will call the “psychic politics” for global transformation, nurtured by practical idealism and the Archetypal Energies. In other writings, I have described Archetypal Energies as Higher Vibrational Energies, operating deep within our individual and collective psyches, which have their own transcendent value, purpose, quality, and “voice”, unique to the individual. We experience them as “creative urges” to move us …

The Philippine Department Of Education: Challenges Of Policy Implementation Amidst Corruption, Vicente Reyes

This inquiry interrogates the experiences of local implementation actors of the Philippine Department of Education as they navigate through reform efforts within systemic corruption. Departing from dominant analytical paradigms centred on patron– client frameworks, the article introduces the typology of complex linkages where local actors play their roles as they find themselves trapped in between the powerful discourse of reform on the one hand and corruption on the other. Attempts At Reforming Haiti's Education System: The Challenges Of Mending The Tapestry, 1979-2004, Marc Prou
Marc E. Prou
For well over a quarter of a century, Haiti's education system has been at a critical juncture. In 1982, Haiti embarked on a major educational reform, known as La Reforme Bernard. To date, there has been no comprehensive, longitudinal study of the nationwide impact of the Bernard Reform on the social, economic, and political institutions. Why was such a dramatic education reform proposed? What went wrong during the implementation of the reform? Was Bernard education Reform a success or a failure? These are some of the questions addressed in the article. the school system had become a perennial challenge for …
