In higher education, women’s trajectory into leadership positions is not equitable to men’s. The concerns with the scarcity of women in leadership positions, specifically deans, provosts, presidents, and board members, involve varying levels of gender biases, norms, and stereotypes, as well as expectations of representation. Gender biases and stereotypes remain ingrained in American societal structures and result in immoral consequences, injustice for colleges and universities, and diminished happiness of the participants within them. In 2015 the Ontario provincial government implemented an amendment to Regulation 347/02: Accreditation of Teacher Education Programs. This amendment resulted in the move from a two-semester program to a four-semester program with a commensurate reduction in funding from 2.0 to 1.5 for BEd students, effectively moving them from 1.0 FTE funding to 0.75. The introduction of the amendment coincided with the move to a Responsibility Centred Management approach to funding across South Central University. Higher education environments tend to sustain interpretations of student success that place the responsibility on students alone. This perspective, often described as deficit thinking, shapes educational responses into remedial ones. In this view, students who struggle do so because of poor study skills or habits. Academic support, then, fills the students with what they lack. This approach assumes that all students access learning in the same way, and that all students are equally able to make good academic choices.
