The special education system has come to a plateau. Although there have been significant advances in the quality of services delivered by special education teachers, this process can go forward only so far. It is now restricted from further significant advance by the bureaucratic and hierarchical form of education administration in this country. Until this structure is radically changed, special education teachers will not have the experiential knowledge to implement (on a wide scale) the individuality, empowerment, teamwork and overall spirit of the Individual Education Program process as outlined and intended in PL 94-142.

Throughout the United States, it is almost impossible not to hear the din of criticism of our educational system. It is supposedly a failure. It does not prepare our children for the rigors of international competition. It is too responsive to "minority" interests and not responsive to "our" common culture. It is inefficient and wasteful. And it has been captured by " producer" (teacher) not "consumer" (parents and the business community) interests.

The authors have used The Great Ocean Rescue for several years with students from grades 2 through college. The road to competence in writing is best paved with joyful experiences, especially early experiences with writing in the elementary school. One such experience is writing a story and making a beautiful cloth-bound book. Materials needed, which are easily obtained, are:(1) a commercially produced material called Heat-N-Bond (Ultra);(2) mat board or heavy weight poster board;(3)heavy weight paper in a variety of colors;(4) cloth in bright patterns or any other choice;(5) plain white photocopy paper;(6)long arm stapler; and (7) clothes irons. The primary objective of this study is to examine the possible advantages of incorporating the principles and strategies of whole language to a secondary art education curriculum. Reading, or the process of decoding symbols, is an integral part of the learning process. It is particularly pertinent to the three academically oriented components of Discipline-Based Art Education: art criticism, art history, and the study of aesthetics. The holistic strategies promoted by the whole language movement, may be characterized by an emphasis on written responses and experience-oriented, student-centered curriculum. This approach is expected to enhance the DBAE curriculum.

The number of skilled practitioners of computer security who are able to address the complexities of modern technology and are familiar with successful approaches to system security is very small. People want security but are faced with two difficulties. First, they do not know how to achieve it in the context of their enterprises. They may not even know of a way to translate organizational procedures into policies, much less implement a set of mechanisms to enforce those policies.
