Former Jamaican Prime Minister, Michael Manley and the Peoples National Party were concerned with the future manpower needs of the developing nation. They were also concerned with what education meant for the political process in Jamaica. World financial organizations such as the IMF and World Bank loaned the country millions of dollars to aid in the development of educational programs. However, they also expected a return on investment in the form of an educated labor force to be utilized by foreign investors. This qualitative case study explores teacher learning about English language learners (ELLs) in a small-group, school-based context at an urban elementary school inArizona. Sociocultural perspectives on teacher learning guided the analysis of teachers’ participation in a teacher study group over six months. The teacher study group aimed to support educators of ELLs at a time of new language policy implementation, which required ELLs to enroll in an English language development (ELD) classroom for four hours of skill-based English language instruction.

The goal of this project was to explore bilingual kindergartener's emergent views about writing and their concepts of the functions of writing in a school setting context. This study focuses on the importance of not underestimating literacy knowledge or the intellect of English language learners. In this descriptive study, six bilingual kindergarten students, instructed in their primary language, Spanish, were asked to respond to several guided questions while and after viewing four videotaped sequences.

While schools are experiencing unparalleled racial, linguistic, and ethnic diversity, gifted programs do not reflect these changing demographics. In fact, African-American students are less than half as likely to be in gifted classes and programs than are their European-American counterparts. In addition, little is known about the impact of gifted programs on students.
This qualitative study incorporated oral history interviews to examine the experiences of four gifted African-American students who attended full time programs or schools designed for gifted students. Public school districts across the nation are organizing to eradicate the racial predictability of academic achievement between African American and Hispanic children and their White and Asian peers, (Ferguson, 2001). This phenomenological study was designed to better illuminate the phenomenon of the racial achievement gap in an affluent educational setting. The story of race and academic achievement was told through perceptions held among minority and non-minority parents in an affluent educational setting.

This research was designed to describe, analyze, and interpret what reading strategies experienced kindergarten teachers believe are essential to instruct English-as-a-Second-Language learners how to read. Through in-depth interviews, experienced kindergarten teachers were given a voice to describe what they consider essential reading strategies to instruct English-as-a-Second-Language learners to learn how to read.
The participants were four licensed, non-probationary kindergarten teachers instructing reading in English to a minimum of 51% English-as-a-Second-Language population. Our society is built with ethnic minorities who in many cases do not speak English. This is the case of ELL students who need to learn mathematics. ELLs need to learn math and teachers are a major part of that process. The purpose of the study was to identify mathematics teachers' beliefs and teaching practices with respect to ELLs. This paper examines and discusses the effects of integrating students’ perceived needs and interests in the planning and implementation of lessons plans to their attitudes towards English and their self-evaluations in the four skills and grammaring. The lesson plans were based on the prototypes developed by the Bureau of Secondary Education of the Department of Education in the Philippines. It particularly deals with students’ attitudes towards English and their self-evaluations in the four skills and grammaring and investigates the correlation between attitudes, the four skills, and grammaring.

This paper examines the integration of authentic cultural experience into the foreign language curriculum through the use of guided imagery, line drawings, and a WebQuest designed to facilitate the creation of an imaginary friend living within a country where the target language is spoken. The student uses these techniques to vicariously communicate with and experience a proscribed facet of that imaginary friend’s life. The Hungarians in Romania and Slovakia are not just ethnic minorities but also linguistic minorities whose language has almost no linguistic similarity to their host nations’ language. One aspect of life in which linguistic minority issues arise most frequently is that of education. Should minority linguistic groups be forced to learn the national language in order to attend school or participate in official functions or should the government provide or allow for education in their native language?

Spanish phonological development was examined in six sequential bilingual children at the point of contact with English and eight months later. We explored effects of the English vowel and consonant inventory on Spanish. Children showed a significant increase in consonant cluster accuracy and in vowel errors. These emerging sequential bilingual children showed effects of English on their first language, Spanish. Cross-linguistic transfer did not affect all properties of the phonology equally. Negative transfer may occur in specific areas where the second language is more complex, requiring reorganization of the existing system, as in the transition from the Spanish five-vowel to …

In this study, the authors explore English as a Second Language (ESL) placement as a measure of how schools label and process immigrant students. Using propensity score matching and data from the Adolescent Health and Academic Achievement Study and the National Longitudinal Study of Adolescent Health, the authors estimate the effect of ESL placement on immigrant achievement. In schools with more immigrant students, the authors find that ESL placement results in higher levels of academic performance; in schools with few immigrant students, the effect reverses. This is not to suggest a one-size-fits-all policy; many immigrant students, regardless of school composition, …

There are many school-age children involved in the transnational movement of peoples between the United States and Mexico. Among those currently in Mexico (typically regarded as a sending country rather than a receiving country), most expect to return to the United States someday, although not necessarily permanently, and they variously identify as Mexican, Mexican American, or American. This suggests that the prospect of enduring geographic mobility affects the complicated work of identity formation and affiliation. Minority students lag Caucasian students in science performance and are underrepresented in the fields of science and technology. It is therefore pivotal for minorities, African American and Hispanic students, to show improved performance in science education. The purpose of this study was to investigate the impact of cooperative learning strategy on physics achievement by high school minority students. Constructivism formed the theoretical framework for the study. This article will define autonomy and its relationship to learning and development in an infant or toddler classroom. It will discuss the differing cultural views concerning autonomy and the challenges this can bring to a culturally diverse classroom. It will give examples of what the development of autonomy looks like in my own classroom, and I will also share the guidelines that I keep in mind when encouraging autonomy with infants and toddlers.

The authors discuss the increasing number of Maine children who are English language learners (ELL) or who are limited-English proficient (LEP), noting that insufficient attention has been paid to the preschool education of this group. The authors describe lessons learned from an Early Reading First Program in Portland, which enhanced the school-readiness of preschool ELL children.

This study primarily focuses on fifth-grade Mexican-American students and the factors that influence their views on gender and identity. Gender perspectives in the classroom have the potential to improve instruction and can positively affect students' motivations to learn. Problem. The purpose of this study was to explore the factors that influence academic success among Haitian-American women.
Methodology. A survey research method was used in this study. A quantitative approach was taken when analyzing the data. For this study, 213 Haitian-American women with college degrees completed the Inventory of College Success for Haitian-American Women. One descriptive analysis was conducted and 10 hypotheses were tested by one-way ANOVA.
Results. This study examined 16 dependent variables and 10 independent variables with 10 hypotheses. The results indicated that Haitian-American women perceived self-motivation, financial assistance, accessibility to resources, self-perception, time management, spiritual …

While in theory, democratic ideals promise the equal participation of all its citizens in the decisions that affect them, in practice some populations, i.e., those who do not possess membership to the dominant cultural group, often miss out on the privileges a democratic society is supposed to ensure. The present article offers the reflections of the principal of the longest-running two-way immersion school in Southern California on some of the key factors positively impacting the program, namely parental involvement, teacher commitment, and principal support. Additionally, it includes some of the critical challenges she must continuously face as part of her job, i.e., scarcity of qualified and minority language proficient teachers, lack of funding and adequate materials in the minority language, as well as the impact of federal and state education laws on the autonomy of the program. This article describes how one American Sign Language (ASL) class employed video podcasting (vodcasting) assignments to improve students’ receptive and expressive skills. Vodcasts are downloadable video files distributed through the Internet on a subscription basis. The procedures used can be applied to other learning, including foreign languages, to achieve similar outcomes.

English Learners, students who are not proficient in English and speak a non-English language at home, make up more than 10 percent of the nation’s K-12 student body. Achieving proficiency in English for these students is a major goal of both state and federal education policy, motivating the provision of bilingual education policies. Using data for nearly 500,000 English Learners from California, I show that students in bilingual education have substantially lower English proficiency than other English Learners in first and second grades. In contrast, there is little difference between bilingual education and other programs for students in grades three …
