This paper addresses a new variant of Pickup and Delivery Problem with Time Windows (PDPTW) for enhancing customer satisfaction. In particular, a huge number of requests is served in the system, where each request includes a pickup node and several delivery nodes instead of a pair of pickup and delivery nodes. It is named Pickup and Multi-Delivery Problem with Time Windows (PMDPTW). A mixed-integer programming model is formulated with the objective of minimizing total travel costs. This paper studies the integration of the crowd workforce into a generic last-mile delivery setting in which a set of known delivery requests should be fulfilled at a minimum cost. In this setting, the crowd drivers are able to choose to perform a parcel delivery among the available and displayed requests. Supply chain disruption, from ‘Black Swan’ events like the COVID-19 pandemic or the Russian invasion of Ukraine, to more ordinary issues such as labour disputes and adverse weather conditions, can result in delays, missed orders, and financial loss for companies that deliver products globally. Developing a risk-tolerant procurement strategy that anticipates the logistical problems incurred by disruption involves both accurate quantification of risk and cost-effective decision-making. This paper concerns the staffing optimization problem in multi-skill call centers. The objective is to find a minimal cost staffing solution while meeting a target level for the quality of service (QoS) to customers. We consider a staffing problem in which joint chance constraints are imposed on the QoS of the day. Our joint chance-constrained formulation is more rational capturing the correlation between different call types, as compared to separate chance-constrained versions considered in previous studies. Shopping malls are densely located in major cities such as Singapore and Hong Kong. Tenants in these shopping malls generate a large number of freight orders to their contracted logistics service providers, who independently plan their own delivery schedules. These uncoordinated deliveries and limited docking capacity jointly cause congestion at the shopping malls. The Covid-19 pandemic caused major disruptions throughout the container shipping supply chain. Professor Dongping Song of Liverpool University wrote a paper discussing the logistical vulnerabilities in the supply chain, including the issue of congestion in ports. This paper examines the Port of Los Angeles from 2018-2021 as it relates to Song’s paper to see how its operations were impacted during the Covid-19 timeframe. It is found that labor shortages, chassis shortages, and change in trade behavior each contributed to the congestion. Unfortunately, the implemented policies were insufficient to bolster the port against sustained challenges and congestion continues to worsen.

In addition to stresses induced by the Covid-19 pandemic, supply chains worldwide have been growing more complex while facing a continuous onslaught of disruptions. This paper presents an analysis and extension of a graph based model for modeling and simulating the effects of such disruptions. The graph based model combines a Bayesian network approach for simulating risks with a network dependency analysis approach for simulating the propagation of disruptions through the network over time. Applying quantum computing to real world applications to assess the potential efficacy is a daunting task for non-quantum specialists. This paper shows an implementation of two quantum optimization algorithms applied to portfolios of trade finance portfolios and compares the selections to those chosen by experienced underwriters and a classical optimizer. The method used is to map the financial risk and returns for a trade finance portfolio to an optimization function of a quantum algorithm developed in a Qiskit tutorial. On August 2-3, 2021, the Thomas J. O’Keefe Institute for Sustainable Supply of Strategic Minerals at Missouri University of Science and Technology (Missouri S&T) hosted the NSF-funded virtual workshop ‘Resilient Supply of Critical Minerals’. The workshop was convened via Zoom and attracted 158 registrants, including 108 registrants from academia (61 students), 30 registrants from government agencies, and 20 registrants from the private sector. As cyber vulnerabilities proliferate with the expansion of connected devices, wherein security is often forsaken for ease of use, Special Operations Forces (SOF) cannot escape the obvious, massive risk that they are assuming by incorporating emerging technologies into their toolkits. This is especially true in the maritime sector where SOF operates nearshore in littoral zones. As SOF—in support to the U.S. Navy— increasingly operate in these contested maritime environments, they will gradually encounter more hostile actors looking to exploit digital vulnerabilities. As such, this monograph comes at a perfect time as the world becomes more interconnected but also more vulnerable.

Tens of millions of Americans became food insecure during the COVID-19 pandemic as independent farmers dumped millions of tons of food due to economic lockdowns. Yet contract growers looped into vertically integrated monopoly supply chains escaped system breakdowns. Food provisioning is often seen as polarized between local scale and continental/ global market scale. Food supply and consumption are functions more of market structure than scale. Relevant corporate decisions concern a broad range of factors and require novel analytical models for critical control. This study conducts mathematical analyses to identify the factors that are vital yet receiving insufficient attention from researchers and practitioners. The defense shipbuilding and repair industry is a labor-intensive sector that can be characterized by low-product volumes and high investments in which a large number of shared resources, technology, suppliers, and processes asynchronously converge into large construction projects. With the deepening of power market reform, distributed power generation is gaining momentum. This paper tests the distributed photovoltaic (DPV) economy under different business models by taking three provinces to stand for typical resource zones. The Internal return rate (IRR) is used to measure the economy, while the improved levelized cost of electricity (LCOE) is used to model the generation cost. Three business modes, namely pure producer (all generation sold to the grid), prosumer (self-use and the rest sold to the grid), and peer-to-peer trade (P2P, all generation traded via the grid) are studied.
