There has been a paradigmatic shift in manufacturing as computing has transitioned from the programmable to the cognitive computing era. In this paper we present a theoretical framework for understanding this paradigmatic shift in manufacturing and the fast evolving role of artificial intelligence. Policy, Strategic and Operational implications are discussed. Implications for the future of strategy and operations in manufacturing are also discussed. Future research directions are presented.

The Housing Choice Voucher Program (HCVP) is a public-private partnership between a landlord, voucher holder, and a Public Housing Authority (PHA). However, this public-private partnership appears to be a two-sided partnership instead of a three-way partnership as the HCVP was designed. Over 110,000 landlords have withdrawn from the HCVP since 2009, which has negatively affected housing choices for voucher holders. This phenomenon of landlords leaving the HCVP is a catastrophe problem for the rental housing crisis that is a part of the larger affordable housing crisis. The Patient Protection and Affordable Care Act of 2010 enacted one of the most significant reforms seen in the United States healthcare landscape. The Center for Medicare and Medicaid (CMS) led transformation efforts in regulatory reform and coverage expansion across the U.S. population. Since 2010, care delivery systems have been shifting from episodic, decentralized and fee-for-service models to value-based population health models, like accountable care organizations (ACO). ACOs have been specifically primed for local response to improve the health of their communities. Problem definition: In 1992, FDA instituted the accelerated approval pathway (AP) to allow promising drugs to enter the market based on limited evidence of efficacy, thereby permitting manufacturers to verify true clinical benefits through post-market studies. However, most postmarket studies have not been completed as promised. We address this non-compliance problem.
Academic/Practical Relevance: The prevalence of this non-compliance problem poses considerable public health risk, thus compromising the original purpose of a well-intentioned AP initiative. We provide an internally consistent and implementable solution to the problem through a comprehensive analysis of the myriad complicating factors and tradeoffs facing FDA.

The current slot allocation mechanism in Brazil, based on the International Air Transport Association (IATA) rules, and its supplementary local regulation The National Civil Aviation Agency (ANAC), displays a few issues and limitations (e.g. slot misuse, allocation inefficiencies). Such issues are particularly present in the case of busy airports that works near their maximum capacity for major parts of the day. Problem definition: Transshipment/inventory sharing has been used in practice because of its risk-pooling potential. However, human decision makers play a critical role in making inventory decisions in an inventory sharing system, which may affect its benefits. We investigate whether the opportunity to transship inventory influences decision makers’ inventory decisions and whether, as a result, the intended risk-pooling benefits materialize.

Retailers are interacting with customers via an ever-increasing number of touchpoints. The addition of social media and mobile devices to the traditional physical and virtual retail platforms has created an evolving consumer practice of using several such "touchpoints" in the course of a single purchase (the "omni-channel”). The difficulty of providing high levels of customer service has increased with the necessity of managing multiple channels under the retailer’s control and coordinating formally or informally with touchpoints not directly within the retailer’s own operations. This study investigates demand and capacity strategiesfor managing clinic variability. These include (i) same-day scheduling tocontrol random walk-ins, (ii) no-show intervention, where the clinic callsadvance-booked patients a day before to identify and release canceled slots tosame-day patients, and (iii) adjustments to daily number of appointments foradvance-booked patients to match seasonal variations in same-day demand. Thesestrategies are tested over the individual-block/fixed-interval (IBFI) and theDome appointment rules. The resulting appointment systems are tested underscenarios with different levels of same-day demand, demand seasonality,no-shows and cost ratios. Booming e-commerce activities further increase this demand, exerting intense pressure on the cities' well-being. To build a city with congestion and pollution under control, a consolidator can operate an urban consolidation center (UCC) to bundle shipments from multiple carriers before the last-mile delivery. Alternatively, the consolidator can operate a peer-to-peer platform for the carriers to share their delivery capacity. Our objective is to compare the performance of these two business models. Under each business model, we study the interactions between a consolidator and multiple carriers using a two-period game-theoretical model. This dissertation takes a new approach to software development effort estimation from the perspective of design patterns at an organization. A new estimating tool is developed to provide bottom up estimates based on the design patterns of the organization. The research also offers guidelines for extracting the unique design patterns specific to an organization that are used to obtain baseline task level estimates in the Estimating Tool. As the population of cities in the western United States continues to boom, the demand for retail and wholesale food has followed suit. To deal with the accompanying increase in traffic and congestion from population and business growth, the city of Portland planned to increase bikeways and reduce the use of single-occupant vehicles to less than 30% of total commuters by 2026. From a task-technology fit perspective, green SCM and green IS are likely to have synergistic effects on corporate sustainability. Yet, the exact mechanisms through which their perceived alignment by employees may exert influences on organizational performances are unclear. This study captures potential enablement and coverage routes at different development stages of sustainability with fit-as-mediation and fit-as-moderation, respectively. The results based on the observations collected from more than 400 organizations in the USA and China suggest that the perceived fit gradually shifts from a moderator role to a mediator role as the two green endeavors integrate with each other.

The purpose of the study was to build the predictive model of the presence of U.S. low-cost carriers (LCCs) in the domestic network structure. SEMMA (Sample, Explore, Modify, Model, and Assess) schematic in data mining was followed and employed as the primary methodological procedure. Data in the period of 1Q2016-1Q2018 were extracted from the Bureau of Transportation Statistics (DB1B database) and reconstructed to form predictors. Stepwise logistic regression showed a significant predictive performance compared to decision tree technique in terms of fitting measures, which was then used as the concluding model.
