Louisiana’s job redesign includes the creation of permanency teams (formerly known as the foster care program). Permanency teams consist of pairs of caseworkers who work together on a shared caseload, with one worker assisting parents and the other focusing on the care and needs of the children. Permanency teams are supported by a child welfare team specialist (CWTS) who assumes more of essential administrative tasks such as gathering documentation and transporting children, so the child welfare worker can focus on more clinical tasks. Sometimes researchers, administrators and practitioners miss studies that cut across social service fields but that include child welfare workers in their samples. For example, a Canadian study by Graham, Shier, & Nicholas (2016), Workplace Congruence and Occupational Outcomes Among Social Services Workers, has relevant implications for the child welfare field. This study found that when a job setting matches an employee’s expectations regarding workload, autonomy, the working environment, and the values of the organization, there is likely to be a lower intention to leave the job and greater life satisfaction. With the advent of the COVID-19 pandemic, many child welfare supervisors suddenly were managing a virtual team with little or no preparation. Maintaining accountability when staff telework (i.e., work from home) poses challenges in defining and measuring productivity. These challenges can feel different from managing performance in an office environment. Supervisors needed to navigate between emphasizing process (how the work is done) and the achievement of specific outcomes (what gets done). Louisiana’s redesign includes the creation of prevention teams. The prevention teams include one supervisor, three child protective services (CPS) workers, two family services (FS) workers, and one child welfare team specialist. Over the course of the past year each team was established, trained, and worked together to build a cohesive unit. Team members expressed a mix of excitement and concern about their new roles. The redesign meant the supervisor was managing new team members, workers were delegating tasks they were previously responsible for, and team specialists were new to the team and had to establish trust with their coworkers. In December 2017, 53% of Nebraska child welfare workforce respondents had recently experienced elevated levels of secondary traumatic stress (STS) symptoms, according to a survey of 40% of the workforce conducted by the QIC-WD. STS can mimic the symptoms of Post-Traumatic Stress Disorder (PTSD) (Bride, 2007) such as nightmares, avoidance, sleep disruption, and irritability. A recent study, conducted in another jurisdiction, found that 37% of CPS workers reported at least moderate symptoms of STS (Baugerud, Vangbaek and Melinder, 2018), indicating Nebraska’s rate of STS was high relative to other child welfare workers. They are a small agency with about 35-40 child welfare employees at any given time, including front-line caseworkers, case aides, supervisors, and a manager. The Quality Improvement Center for Workforce Development (QIC-WD) partnered with the Virginia Department of Social Services (VDSS) in 2017 to conduct research examining the efficacy of technology interventions aimed at reducing child welfare staff turnover and improving child welfare outcomes. Virginia is a state-supervised, countyadministered child welfare system. The state elected to study the implementation of and outcomes from job modernization technology interventions in 18 localities. The Virginia Department of Social Services (VDSS) and the 18 local departments of social services (LDSS) identified the lack of technological supports to help child welfare workers complete the administrative tasks of their job as a cause of turnover. The Virginia site rolled out the first part of their intervention (transcription services) in 2018 and is now preparing to roll out a mobile application in late fall 2019. Public child welfare agencies continually struggle with how to address issues of staff recruitment and retention. Furthermore, very little evidence exists regarding what works to attract, select, and retain talented staff. Much of what agencies do to address workforce issues is never formally evaluated and successes are not published widely.
