This chapter discusses telework as a desirable option for workers and a valuable tool for employers to attract and retain employees. Telework's many benefits are appealing to technologically competent and confident workers. Managers may be concerned with employee accessibility, productivity and possible loss of management roles (Arnold, 2006). When Yahoo CEO Marissa Meyer banned working from home, it was described as a step backward that countered studies of increased productivity, retention and job satisfaction that could demoralize the workers (Cohan, 2013; Gaudreau, 2013). An overview of benefits, incentives, organizational examples as well as possible deterrents and management resistance are identified.

Public Sector Personnel Economics: Wages, Promotions, And The Competence-Control Trade-Off, Charles M. Cameron, John De Figueiredo, David E. Lewis

We model personnel policies in public agencies, examining how wages and promotion standards can partially offset a fundamental contracting problem: the inability of public sector workers to contract on performance, and the inability of political masters to contract on forbearance from meddling. Despite the dual contracting problem, properly constructed personnel policies can encourage intrinsically motivated public sector employees to invest in expertise, seek promotion, remain in the public sector, and develop policy projects. However, doing so requires internal personnel policies that sort "slackers" from "zealots." Personnel policies that accomplish this task are quite different in agencies where acquired expertise has …

Gaming The System: The Exemption Of Professional Sports Teams From The Fair Labor Standards Act, Charlotte S. Alexander, Nathaniel Grow

This article examines a little known exemption to the Fair Labor Standards Act relieving seasonal recreational or amusement employers from their obligation to pay the minimum wage and overtime. After evaluating the existing, confused case law surrounding the exemption, we propose a new, simplified framework for applying the provision. We then apply this framework to a recent wave of FLSA lawsuits brought by cheerleaders, minor league baseball players, and stadium workers against professional sports teams. The article concludes by considering the policy implications of exempting this class of employers from the FLSA's wage and hour requirements.

This study focuses on panel data of 256 MLB free agent hitters under the 2006-2011 Collective Bargaining Agreement (CBA) to demonstrate that hitters, on average, increase their offensive production, measured by OPS100, during the last year of their contract and subsequently underperform the first year of the newly signed long term contract. The contract year phenomenon arises from the incentive to land a lucrative guaranteed contract for players not intending to retire. Signing a long term guaranteed contract creates an incentive to shirk (underperform) the first year of the new contract because performance and pay become unlinked and the need …

This study compares attitudes towards employment and service-connected disabilities among substance using and non-using veterans. In practice, veterans place a high value on being employed, regardless of whether they use substances; however, veterans who used substances were more likely to express fear of losing disability benefits if they became employed. In policy, state-level agencies and programs might work with counseling centers to determine the most productive ways to address the specific employment needs of veterans with disabilities and/or substance use issues. This study focuses on 256 MLB free agent hitters playing under the 2006-2011 CBA to determine whether they boost their offensive performance in their contract year. Prior studies’ results are mixed, depending on the econometric technique used and the choice of the offensive performance measure.

Having multiple year observations per player, one can incorporate the unobserved traits of the players (ability, risk aversion, work ethic, etc.) by using Fixed Effects (FE) estimation. This paper contributes to the corporate governance literature by focusing on how Chief Executive Officer (“CEO”) duality and compensation committee quality are related to CEO compensation in the period since passage of the Sarbanes Oxley Act (“SOX”). Unlike research prior to SOX that focused chiefly on committee members’ independence, we measure compensation committee quality in two ways. We consider the average number of board directorships held by compensation committee members as well as the proportion of committee members with prior or current CEO duality experience. Evaluation of a professional athlete's performance for the purposes of compensation determination is difficult, especially when decision making may not follow the expected "instrumental rationality." This paper will look to examine the factors, both productive and non-productive, impacting an Offensive Lineman's salary in the NFL. The purpose of this study is to determine whether an offensive lineman's salary is based on productive characteristics adhering to instrumental rationality, or whether the influence of non-productive characteristics influence salary as ultimately determined by team management. Results indicate that players within the tackle position with earning salaries in the seventy-fifth percentile gain additional benefits …

This study found that veterans’ benefits which subsidize education make up the largest federal program for student aid, and that veterans’ benefits are estimated to increase future schooling by 1.4 years, meaning annual earnings for these veterans will be 6% higher than they would have been otherwise. In practice, that implies annual earnings approximately 6% higher than would have been expected in the absence of the benefits. In policy, policymakers should note that this study found smaller effects on earnings and education than previous studies have found. Suggestions for future study include comparing the annual earnings premium for veterans’ benefit …

State public pension plans, mostly defined benefit plans, cover pension benefits for 12.8 million active public employees and 5.9 million retirees and other annuitants. However, by the end of 2009, public pension plans had accumulated a total funding deficit of $697 billion (measured by the difference between actuarial pension assets and liabilities). On average, public pension funds cover 75 percent of their liabilities, but individual state results vary greatly.

The 2008 stock market crash strongly affected pension asset value in that equity allocation on average accounted for 56 percent of invested assets. The average 2009 pension asset beta of 0.63 …

Public pension funds that cover retirement benefits for almost 20 million active or retired employees have been significantly underfunded. An important, though largely overlooked, issue related to pension underfunding is the excessive investment risk levels assumed by public plans. Our analysis suggests government accounting standards strongly affect public fund investment risk, as higher return assumptions (used to discount pension liabilities) are associated with higher investment risk.

Public funds undertake more risk if they are underfunded and have lower investment returns in previous years, consistent with the risk transfer hypothesis. Furthermore, pension funds in states facing fiscal constraints allocate more assets …

In recent years, researchers in the fields of economics, sociology, and anaplasty have used symmetry analysis in an attempt to make beauty an objective issue. Although authorities advocate breastfeeding for at least six months as the ideal form of infant nutrition, employed mothers may experience barriers to breastfeeding. Using data from the National Longitudinal Survey of Youth, this study examined the relationship between maternal employment, workplace support, and breastfeeding duration. In general, it was predicted that paid employment following childbirth would have a negative impact on breastfeeding duration. In addition, existence of workplace support such as flexibility, childcare, and/or healthcare benefits was predicted to positively impact breastfeeding durations as well as job satisfaction upon returning to work.
