These records of streamflow, ground-water levels, and water quality provide the hydrologic information needed by Federal, State, and local agencies, and the private sector for developing and managing the Nation's land and water resources.

Bulletin 18-F is the eleventh volume in this series of publications. It includes the text of the California Districts Securities Commission Act and the four district acts that have been most used in creating organizations for the development and distribution of water for irrigation.

Following each legislative session since 1919, the Division of Water Resources and its predecessors, the Department of Engineering, and the Division of Engineering and Irrigation, have compiled and issued revised editions of these laws to include the numerous amendments and additions that have been adopted to meet changing requirements found necessary under operating conditions.

Administration-side academic contract administrators have a complex job. It includes, in addition to carrying out negotiations and the implementation of contracts, the sometimes fraught task of serving as the liaison between the union and the university administration. A further set of roles for contract administrators involve their relationships with other members of the university administration, chairs, deans, provosts, presidents, and board members. Academic collective bargaining, like all collective bargaining, presupposes conflicts between goals of the administration and the academic union. The represented parties on both sides, as well as the general public, typically perceive conflicts in collective bargaining in that way. However, both the administration’s and union’s bargaining teams must substantially resolve internal conflicts among the teams‘ own represented parties before the teams can hope to achieve an acceptable collective-bargaining agreement (i.e., a binding contract). Minimum-wage labor is no longer confined to sectors once associated with low-skill occupations. In college classrooms across the United States, we are witness to the rise of a “gig-economy” among faculty positions where highly skilled work is being completed by part-time workers known commonly as adjuncts. Despite performing highly-skilled work, adjuncts are compensated at the levels of low-skilled workers. Lack of access to benefits, capricious contract agreements, and a general sense of feeling dispensable are common themes to the adjunct experience. Salary compression has been an issue in higher education for almost four decades, during which a diverse literature on the topic has accumulated. Perhaps because of the absence of a compilation and review of this literature, administrations and collective bargaining agents commonly develop their own methods for identifying and rectifying salary compression on each campus. Most responses are short-term and do not prevent the problem from recurring. We review the literature concerning salary compression in higher education, then summarize our approach to correcting salary structure and preventing future compression.

Dr. Martin Luther King, Jr. articulated a high moral ground in his 1961 address to the National AFL-CIO. Dr. King’s speech identified the common sense shared by the Civil Rights and Labor movements. In particular, he praised unions’ leadership for advocating the National Labor Relations Act (NLRA). Furthermore, he envisioned the ethical principles bringing Labor and Civil Rights together to realize a high moral ground for promulgating workers’ equity, equality and respectful dialogue across divisions of class, race and national origin. At one time, Title IX of the federal Higher Education Act was read only as requiring equal opportunity for female athletes in universities’ varsity sports programs. In 2011 the U.S. Department of Education announced a radically expanded reading of the law to include sexual misconduct. This has resulted in a proliferation of litigation against the universities. Since 2011, more than 150 lawsuits have been filed against colleges and universities involving claims of due-process violations during the course of Title IX investigations and proceedings related to sexual assault allegations. The purpose of this paper was to summarize the 1987-1992 drought in the context of agriculture and water in California, to examine the types of response that farmers and institutions could and did use, and to draw lessons from that experience. California would be challenged as it grappled with population growth and environmental concerns. In view of the demand on water supplies made by California's agricultural sector (77 to 80 percent of the "developed" water used in the state, it was especially important to review those responses.

The purpose of this report is to review items that the California Department of Water Resources should consider in near-term drought planning, putting California’s conditions today into perspective with experiences gained in the 1987-92 drought. The report begins with an overview of California hydrology and water supply, then describes conditions encountered in the 1987-92 drought. Changed conditions since that drought are summarized, and their implications discussed. The report concludes with a list of actions that the Department could take to respond to future drought conditions.

In this qualitative study we examine the role of caste, class, and Dalit janitorial labor in the aftermath of floods in Chennai, India, in 2015. Drawing from a variety of sources including interviews, social media, and news coverage, we studied how Dalit (formerly known as ‘untouchable’) janitors were treated during the performance of janitorial labor for cleaning the city. Our study focuses on two theoretical premises: (a) caste-based social relations reproduce inequalities by devaluing Dalit labor as ‘dirty work’; and (b) Dalit subjectivities, labor, and sufferings including occupational hazards become invisible and ungrievable forcing Dalits to provide a counter narrative …

The Pajaro Valley Water Management Agency (PVWMA) must deal with issues of both water supply and water quality. Managing water resources for agricultural and municipal users requires maintaining a reliable water supply to meet growing demands while preventing ground-water overdraft and the related degradation of water quality. Important regional water-quality concerns include increased nitrate concentrations and seawater intrusion. To protect the quantity and quality of the ground-water supplies, the PVWMA has implemented a plan to prevent further seawater intrusion. The Interplay Among Tax Specialists, Corporate Tax Behavior, And Tax Accrual Quality, Pradeep Sapkota

Do tax specialists improve the accrual quality of tax accounts while simultaneously lowering effective tax rates (ETR)? Tax specialists are associated with lower ETRs. Since prior research finds that companies with lower ETRs are associated with lower financial reporting quality, companies that employ tax specialists may have lower tax accrual quality (TAQ). However, the potential for knowledge spillover and specialization effects suggests that tax specialists may simultaneously lower ETRs and improve TAQ. Thus, tax specialists can have an interesting influence on the joint effect with low ETRs on TAQ. I find that companies with lower ETRs are associated with lower …
