In 2002, the Financial Accounting Standards Board (FASB) and the International Accounting Standards Board (IASB) formally began a process to converge Generally Accepted Accounting Principles (GAAP) and International Financial Reporting Standards (IFRS). The SEC has repeatedly delayed its decision on whether to adopt International Financial Reporting Standards as the financial reporting system for U.S. public companies, continue with the convergence project, or reject IFRS altogether. The Institute for Policy and Economic Development (IPED) at the University of Texas at El Paso (UTEP) has undertaken an economic impact study on behalf of the Greater El Paso Chamber of Commerce. The purpose of this study is to quantify the economic impacts of Fort Bliss and the William Beaumont Army Medical Center (WBAMC) in the County of El Paso, Texas. In "U.S. Labor Market Challenges Over the Longer Term," labor economist David Autor shows that the fraction of young adults who are currently married plummeted, dropping by 30% to 70% depending on gender, education and race/ethnicity (paper prepared for the Federal Reserve Board of Governors, 2010). At the same time, women's labor earnings have steadily increased. In an effort to assess the latest thinking in the Roman Catholic Church on economic matters, we examine the newest encyclical by Pope Benedict XVI, Caritas in Veritate (Charity in Truth) for guidance concerning marketing and business strategy. Core ethical values, consistent with historical Catholic Social Teachings (CST), are retained. This paper describes a training methodology to scale social innovation through dissemination undertaken in 2012 by Portland State University’s (PSU) Impact Entrepreneurs for the award-winning social enterprise Digital Divide Data (DDD). It begins with descriptions of some commonly used terms in the field — social innovation, social entrepreneurship, replication, and impact sourcing — and illustrates how each of these concepts was integrated into the development and delivery of a training program for replication of Digital Divide Data’s impact sourcing model. Program outcomes are reviewed, including findings that dissemination training is a viable, cost-effective method for replicating successful social innovations.

We study the impact of the Sarbanes-Oxley Act on the relationship between corporate governance and company performance. We consider 5 measures of corporate governance during the period 1998–2007. We find a significant negative relationship between board independence and operating performance during the pre-2002 period, but a positive and significant relationship during the post-2002 period. Our most important contribution is a proposal of a governance measure, namely, dollar ownership of the board members, that is simple, intuitive, less prone to measurement error, and not subject to the problem of weighting a multitude of governance provisions in constructing a governance index.

Bringing Darkness To Light: The Influence Of Auditor Quality And Audit Committee Expertise On The Timeliness Of Financial Statement Restatement Disclosures, Jaime Schmidt, Michael S. Wilkins

This study investigates whether auditor quality and audit committee expertise are associated with improved financial reporting timeliness as measured by the duration of a financial statement restatement’s ‘‘dark period.’’ The restatement dark period represents the length of time between a company’s discovery that it will need to restate financial data and the subsequent disclosure of the restatement’s effect on earnings. For a sample of dark restatements disclosed between 2004 and 2009, we find that companies that engage Big 4 auditors have shorter dark periods than companies that do not engage Big 4 auditors. On 15 June 1955, Paul Anderson, the 340-pound American heavyweight, lay on a couch waiting for his first attempt at a weightlifting competition in Moscow between the Soviet Union and the United States.¹ The event, held at the large, outdoor Zelyony Theater in Gorky Park, was the first of two contests being held as part of a goodwill trip authorized by the U.S. State Department.² During the contest, lifter after lifter warmed up backstage, pacing nervously between sets as they awaited their tum on the enormous stage festooned with Soviet and American flags. The Beartooth Highway is a 68-mile travel corridor that reaches nearly 11,000 feet in elevation with sweeping vistas of snow-covered ridges, high plateau views, lakes and trails. A 54-mile segment of the road is designated as the Beartooth All-American Road, one of only 31 All-American Roads highlighted as the most scenic byways in the United States. This paper is concerned with the market rental rate for space offered by commercial property and how that rental rate evolves over time. Rental rates reflect the value of the services provided by the property and can have a significant impact on the ability of its owners to make monthly debt obligations. We investigate commercial property rent dynamics for 34 large metropolitan areas in the U.S. The dynamics are studied from the second quarter of 1990 through the second quarter of 2009 and the results are compared across four property types or uses (office, industrial, flex, and retail). We show that stock prices are more accurate when short sellers are more active. First, in a large panel of NYSE-listed stocks, intraday informational efficiency of prices improves with greater shorting flow. Second, at monthly and annual horizons, more shorting flow accelerates the incorporation of public information into prices. Third, greater shorting flow reduces post-earnings-announcement drift for negative earnings surprises. Fourth, short sellers change their trading around extreme return events in a way that aids price discovery and reduces divergence from fundamental values. These results are robust to various econometric specifications, and their magnitude is economically meaningful.

Business groups play a critical role in the internationalization of Chinese firms, but empirical efforts on this topic are limited. This study aims to fill this gap by examining the impacts of group-specific attributes on the pursuit of different internationalization strategies. Our findings from 219 Chinese business group affiliates show that horizontal linkages among group affiliates are more positively related to asset-seeking internationalization, whereas vertical linkages are more positively related to market-seeking internationalization. We contribute to the literature by moving a step forward to examine if business group attributes are leveraged differentially in market-seeking and asset-seeking internationalization strategies.

This paper estimates the effect of increasing shareholder “voice” in corporations through a new governance rule that provides shareholders with a regular vote on pay: Say on Pay. We apply a regression discontinuity design to Say on Pay shareholder proposals to deal with prior expectations and the endogeneity of internal governance rules. Adopting Say on Pay leads to large increases in market value (5.4 percent), firm profitability, and long-term performance. In contrast, we find small effects on the level and structure of pay. This suggests that Say on Pay operates as a regular confidence vote, increasing efficiency, and market value.

COSOs Internal Control Framework discusses the components of internal control and how the control environment is the most important component. This paper analyzes how a non-existent control environment led to a massive expense account fraud at a regional airport. This fraud eventually led to the resignation and prosecution of the airports top four executives. The paper discusses the findings of the State Auditors investigation and outlines the red flags that should have been obvious to the external auditors. The paper concludes by discussing the changes made to the airports internal controls in the aftermath of the fraud.

A variety of metaheuristics have been developed to solve the permutation flow shop problem minimizing total flow time. Iterated local search (ILS) is a simple but powerful metaheuristic used to solve this problem. Fundamentally, ILS is a procedure that needs to be restarted from another solution when it is trapped in a local optimum. A new solution is often generated by only slightly perturbing the best known solution, narrowing the search space and leading to a stagnant state. Investing In The ‘New Economy’: Mutual Fund Performance And The Nature Of The Firm, Swasti Gupta-Mukherjee

Although stock returns of intangibles-intensive firms tend to exceed physical assets-intensive firms, risk-adjusted returns of actively managed mutual funds significantly decrease (increase) with their portfolios’ exposure to intangibles-intensive (physical assets-intensive) firms. Fund managers tend to exhibit skill when they focus on difficult-to-value (e.g. small) firms, except when the firms are intangibles-intensive. In sum, the worst-performing funds are in areas of the market which seem to offer ample opportunities for professional investors due to exacerbated mispricing. The negative impact of investments in intangibles-intensive firms on fund performance appears to be driven by extrapolation bias and decreases with learning from experience.
