In July 2001, Lieutenant General Donald L. Peterson, Deputy Chief of Staff, Personnel, United States Air Force, testified before Congress that adverse retention rates were senior leadership’s number one concern. Military compensation sustains "defense manpower policies that in turn support the nation's defense strategy." Defense spending must be allocated efficiently to maintain the optimal mix of forces and weapon systems to respond to national security objectives. The President requested $149.9 billion for military pay and healthcare for Fiscal Year 2009, or 29 percent of the total proposed defense budget. The purpose of this research was to evaluate the 60 year old military medical retirement system. Specifically, this thesis answered three research questions regarding a comparison of pay between the current system and the societal standard for injury and illness, identification of current segments of the military population disproportionately affected by the current system, and establishment of a minimal standard for medical retirement compensation. Previous research established the societal standard for compensation as the Value of Statistical Life. This thesis compared the current military medical retirement system with the Value of Statistical Life and identified several segments of the military …

In response to the Expeditionary Logistics for the 21st Century (eLog21) campaign initiatives published in 2003, the United States Air Force (USAF) pursued the acquisition of technology to help transform its logistics processes. With process mapping complete and a proposed roll-out schedule, forward progress towards full implementation of the Expeditionary Combat Support System (ECSS) continues. As a key enabler to achieving eLog21 initiatives, implementing ECSS will help transform current USAF logistics business processes. Green witnessed first-hand many of the twentieth century’s historic events, including the Great Depression, World War II, and the country’s explosive post-war growth. He reminisces about his experiences working on the ground floor of the nascent airline industry, as well as El Paso’s early auto sales and banking businesses. Born in 1916 in Chicago, Illinois, Green had a rosy childhood, but the Great Depression forced him in 1936 to leave Northwestern University before graduating after his father lost his job. Performance-Based Logistics (PBL) is DoD' s preferred product support approach in order to satisfy vitally-important war fighter needs. The elasticity of these needs makes it impossible to build a one-fits-all template PBL contract with the contractors. Thus, both economic metrics such as Cost per Unit Usage and non-economic metrics such as Availability, Reliability, Logistics Foot Print and Logistics Response Time can be defined and tailored according to each individual program. This research uncovers areas of best practices that support achieving alignment between an organization’s Information Technology (IT) and its business processes. One principal finding of this effort revealed that the means used to achieve alignment exists within the effective application of Enterprise Architecture (EA), a common practice found throughout the Federal Government, Department of Defense, and the Air Force. EA is the tool used to achieve alignment; likewise, the reason for developing IT architecture is to achieve alignment of IT investments and mission objectives. Barriers to adoption of schedule management processes are a matter of serious concern to the acquisition community. Schedule management has been widely accepted to contribute to the successful execution of complicated system development processes since the 1950s. However, studies of recent acquisition failures illustrate that over the last 15 years, there has been significant internal resistance to the adoption of schedule management processes. One current venture of the United States Air Force (USAF) is the implementation of the largest ever single-instance of an enterprise resource planning (ERP) system. This project, dubbed Enterprise Combat Support System (ECSS), has the potential to integrate the USAF worldwide supply chain and make transparent the currently cloudy connections between parts, people and processes. Unfortunately, ERP implementations are rife with potential problems and there is no guarantee of successfully implementing ECSS unless the USAF properly manages these problems. Cost Forecasting Models For The Air Force Flying Hour Program, Tyler J. Hess

The fiscally constrained environment in which the Air Force executes its mission places great emphasis on accurate cost estimates for planning and budgeting purposes. Inaccurate estimates result in budget risks and undermine the ability of Air Force leadership to allocate resources efficiently. This thesis evaluates the current method used by the Air Force and introduces new methods to forecast future Flying Hour Program costs. The findings suggest the current forecasting method’s assumption of a proportional relationship between cost and flying hours is inappropriate and the relationship is actually inelastic. At the 2009 NCAA Convention in January the president of the organization, Dr. Myles Brand, gave his State of the Association Address. The subject was the dangers of commercialism in intercollegiate athletics. Reading Dr. Brand's address on the brink of the annual epidemic of March Madness is, to the say the least, a mind-blowing exercise. It is either the product of unfettered chutzpah or incredible naïveté. The tone and content of the address offer considerable evidence of each.

In order to enhance engine efficiency and decrease pollution emission, the relative experiments with mixed fuels were involved in this paper. For example, the synthetic fuel derived from waste bilge oil was mixed with heavy oil or bio-diesel separately, in addition, the accelerant so as to increase the viscosity of mixed fuel and decrease pollutant emission was added to mixed fuel to promote engine combustion efficiency. Previous studies have linked human capital with performance. The studies have shown performance, measured as output, of a firm can be increased by adding more personnel and/or increasing education levels. This research uses the Cobb-Douglas Production function to build upon that relationship of inputs to outputs. The output in this study is the average cost overrun of Aeronautical Systems Center research, development, test, and evaluation contracts managed from 1994 to 2008. The inputs are the numbers of military/government employee financial managers, program managers, engineers, rated personnel, and military/government employees in those career fields possessing a graduate degree or higher. The successful implementation of knowledge management (KM) initiatives requires a level of commitment and preparedness by the organization that is commensurate with the expected results. An organization must be willing to allocate the necessary resources to ensure their readiness to undertake new KM projects. The purpose of this study is to review AFWA’s organizational culture and measure its propensity for accepting KM initiatives. The study uses empirically validated constructs to evaluate and assess the organization’s people, culture, climate, processes and attitudes as they relate to KM. The computer software industry is an extreme example of rapid new product introduction. However, many consumers are sophisticated enough to anticipate the availability of upgrades in the future. This creates the possibility that consumers might either postpone purchase or buy early on and never upgrade. In response, many software producers offer special upgrade pricing to old customers in order to mitigate the effects of strategic consumer behavior.
