The available road space (the scarce resource) is currently allocated by one’s willingness to sit in traffic jams. The costs incurred in sitting in traffic jams benefits no one – it is pure deadweight loss. The solution is to get the motorist to pay the social cost (marginal congestion cost). By pricing the cost of this traffic congestion in euro, this money could be collected and put to good use, perhaps on improving public transport.

This study examined the current cultural awareness of contracting officers and the effectiveness of cross-cultural training provided to contracting officers through the Defense Acquisition University (DAU), and their monthly training at the base level. Current training in culture is fairly limited - only 2 days of the 9 day course in contingency contracting is dedicated to cultural training. Nevertheless, a comparison of means of 38 students before and after the DAU CON 234 course showed a statistically significant increase in Cultural Intelligence (CQ) on the cognitive and behavioral dimensions, but not on the motivational dimension. The purpose of this research was to examine whether it would be in the best interest of the Department of Defense to consider using currency hedging as a way to protect its budget from negative currency fluctuations in the US Dollar. Specifically, the use of futures and options contracts was examined. Overseas expenditure data was collected on the YEN and the EURO for Fiscal Years 2001 to 2007 and cross-referenced with the contract prices for the aforementioned hedges during the same period of time. Knowledge has been viewed as a critical component for organizations. Consequently, organizations implement Knowledge Management Systems (KMSs) to seek competitive advantages, but they may encounter mixed results. This research draws on previous information system and knowledge management system success-related literature and selects eight factors that are believed to be critical for the successful implementation of a KMS. Risk Propensity And Knowledge Sharing Intentions Of Individuals In A Downsized Organization, Ward G. Willis

Downsizing can be a traumatic event for any organization. Using Affective Events Theory (AET), this study examined how the emotional reactions of employees to downsizing can impact organizational outcomes. It concludes that the use of downsizing activities decreases organizational commitment while increasing perceived psychological contract violation. Further, it shows that these constructs have a respective positive and negative relationship with knowledge sharing behavior. It also concludes that these relationships hold true not only for individuals most vulnerable to downsizing, but also for those who the organization would consider immune to such actions. Women’S Careers Internationally: A Qualitative Study Of Female Western Knowledge Professionals Living In The South Of France, Marian Crowley-Henry

This paper is founded on a qualitative PhD study researching the careers of individuals who live outside their home country on a potentially permanent basis in the South of France. It interprets the careers of the females in the sample, and the findings highlight both the personal nature of careers and the permeable career/life boundary with the females ‘morphing’ their careers over time, as circumstances dictate and opportunities facilitate. The phenomenon of ‘morphing careers’ is identified in the literature as the protean career. Specific elements from the work/life trajectory influence women’s career choices at varying points in their life and …

Over the past fifteen years, the Department of Defense has experienced an increasing trend in the outsourcing and privatization of military operations. Key factors contributing to the growth include declines in military budgets, reductions in active duty end-strength, increases in operational deployments, advancements in weapon system technology, and evolutions in the nature of warfare. The Omaha area is in a period of sustained expansion. Population, employment, housing stock, and commercial and industrial space are growing together both in the City of Omaha and in surrounding communities and counties. This pattern of growth is likely to continue over the next few decades, but the pace and nature of growth is in question. In particular, it is unclear whether growth in the Omaha area will accelerate from its current pace, or moderate. The purpose of this research is to analyze competencies needed for successful program management of Research and Development (R&D) programs -- also known as Science and Technology (S&T) programs -- within the Department of Defense (DoD). Current competency models are in development for the DoD Acquisition, Technology, and Logistics (AT&L) functional areas. Using an interim competency model developed for the Program Manager career field comprised of 36 technical competencies and 27 professional competencies, the research compares competencies' criticality scores rated by traditional acquisition program managers (PMs) with those rated by S&T program managers. Task/Technology Fit (TTF) posits that as the intersection of the task domain and the capabilities of an information system (IS) increases in magnitude, the performance gains experienced by user through use of the IS will be positively impacted. While rooted in the traditional IS literature, this research proposes that TTF be extended to incorporate additional factors unique to the context of Knowledge Management (KM). The purpose of this study is to establish a model of transshipment port competition in order to understand container carriers' transshipment port selection. Accompanied by the enlargement of containership, the hub-and-spoke network is developed due to the economic consideration of containership routes. In between the feeder port and hub port, the production and attraction relationship can be existed. For pursing the maximum benefit, the carriers will choose the better hub port for their container transshipment base. Internal solitary wave propagation over a submarine ridge causes energy dispersion. Under this condition, the hydrodynamic interaction between the wave and ridge affects the oceanographic and marine environment. This study investigates how ridge height and potential energy affect wave-ridge interaction using a cumulative regression model. Three probability functions 1 pˆ , 2 pˆ and 3 pˆ , are utilized to investigate weighted influence of elements on wave reflection. Deviance and Pearson tests are employed to assess the goodness-of-fit of the proposed model and to improve the overdispersion problem. Much has been written regarding project success, and one of the factors contributing to project success is the role of the project manager. Furthermore, project success can be enhanced by selecting the best project manager, and by assigning project managers whose attributes best align with project type. We investigated the role of the project manager's personality on project success using the "Big Five" personality model. We surveyed United States Department of Defense project managers to determine specific "Big Five" personality traits which were more likely to positively predict project manager success. Hackers frequently use social engineering attacks to gain a foothold into a target network. This type of attack is a tremendous challenge to defend against, as the weakness lies in the human users, not in the technology. Can Leadership Development Be Taught? Not Really, Says Banyan Treechairman Ho Kwon Ping, Knowledge@Smu

Formal education may be a good vehicle for imparting specialised knowledge or domain expertise. What it does less well is to teach leadership development, hence the moral vacuum sometimes evident at the upper levels of society from business to politics. This dilemma was the focus of a recent talk by Banyan Tree Holding’s executive chairman, Ho Kwon Ping, as part of the CEO Talks series organised by the Wee Kim Wee Centre of Singapore Management University (SMU). Ho, who is also chairman of SMU’s Board of Trustees, won the CEO of the Year 2007 award in Singapore.
