The purpose of this study was to develop Budget At Completion BAC adjustment factors BAFs which, when used in conjunction with existing Estimate At Completion EAC techniques improve the success of existing EAC techniques. These factors attempted to account for changing contract requirements which are certain to occur on DoD contracts. These changing requirements often result in a need to add scope and budget to a contract or can cause contract cost overruns requiring additional budget. In 1988, the Department of Defense DOD began a massive series of military base closures. Communities affected by these closures must contend with regulations of numerous agencies which impact the closure process. Since 1961, DODs Office of Economic Adjustment OEA has assisted communities in their attempts to recover from effects of base closures. In the 1980s and 1990s, the governments level of involvement increased it added the Air Force Base Conversion Agency AFBCA and the Base Transition Office BTO to assist communities recovery efforts. Logistics test and evaluation, performed during the developmental test and evaluation effort, is an integral part of the aircraft acquisition process. However, there has been no standard approach to conducting logistics test and evaluation. This study researched past and present approaches to aircraft logistics test and evaluation to determine the most effective method for future programs. We conducted this study using the Delphi method. We solicited the expert opinions of 32 individuals from the logistics test and evaluation field using two rounds of questions. This project determined the impact of stationary but non-continuous demand levied in a multi-echelon system. Specifically discussed is how this lumpy demand affected the Defense Logistics Agency, Defense Electronics Supply Center in its computed inventory levels and total variable costs. To determine the impact of lumpy demand, data was extracted from the Defense Logistics Agency, Defense Electronics Supply Center Dayton, Ohio. This study compares the educational effectiveness of two different methods of teaching three senior-level management courses at the United States Air Force Academy. The first method, known as relational instruction, combined Management Information Systems MIS, Marketing, and Strategic Management into one three hour course worth nine credits. The team of instructors used a variety of delivery methods to present material. The second method of instruction employed single topic courses covering the same three topics as the relational course, taught by single instructors in one hour blocks using mostly lecture to deliver material. Defective pricing occurs when contractors fail to disclose current, accurate, and complete cost or pricing data in their proposals. Failure to submit valid data entitles the government to a refund in the amount of overpayment. With the current backlog of overage defective pricing cases and the continuing decline in sustention rates, a better understanding of the factors affecting timely and successful recoupment of defective pricing funds is needed. This study used the benchmarking process incorporated in a case study approach to determine what the Air Force could learn from the commercial air cargo carriers in regard to customer service practices. The air cargo industry leaders were determined through a previous study to be United Parcel Service, Federal Express, Emery Air Freight, Airborne Freight, DHL Airways, and Burlington Air Express. Current research into the effect of downsizing, restructuring, and force reduction on employees has approached the issue many possible vantage points it has focused on the victims, the survivors, and sometimes both. Researchers in management science and psychology explain responses we can expect from survivors of such a corporate upheaval. In 1988, the General Accounting Office released the report Water Pollution: Stronger Enforcement Needed to Improve Compliance at Federal Facilities. The report claimed Federal Facilities were in noncompliance of environmental statutes at twice the rate of nonfederal facilities. The Air Force chain of command, from Chief of Staff to Commander and Chief, emphasize environmental compliance is expected at all Air Force Facilities. Current Foreign Military Sales FMS models provide stock levels that result in a very low system availability or a funding requirement that exceeds the overall budget. The purpose of this research was to determine if an inventory model exists that can be used in FMS reparable sparing to provide a more efficient and economical inventory purchase. The Aircraft Sustainability Model ASM is such a model, providing the most aircraft availability possible from a given inventory investment by computing the optimal number of spare parts to buy for each item. This research proposes an analytical approach for assessing efficiency and effectiveness of the Army’s Enlistment Incentive Review and Allocation Process. In this research, the author applies multiple regression- techniques to observations of monthly enlistment contracts for the time period covering October 1987 through July 1993. Bonus contracts, ACF contracts and total contracts were regressed against level of enlistment bonus, availability of the Army College Fund, unemployment rate, and state of U.S. involvement in overseas conflict. This research investigated a heuristic approach to schedule aircraft for the channel cargo system of the Unit States Air Forces Air Mobility Command AMC. Given cargo frequency of visit requirements, a fleet of aircraft, and possible routes, the objective of this research was to develop, implement, and test an iterative procedure to efficiently schedule and load aircraft in order to maximize the flow of cargo through the channel cargo system. Simply stated, the problem addresses how to schedule a finite number of customers in a finite number of equal length time slots, where each customers service time comes from a specified probability distribution. The purpose of this study was to determine how much time Air Force acquisition engineers spend in performing management functions, how those engineers spend in performing management functions, how those engineers perceive their management training, and which types of training contribute the most to managerial competency. The results from surveys of 215 acquisition engineers assigned to ASCEN, Wright-Patterson AFB, OH and their supervisors revealed that engineers do indeed spend substantial amounts of time performing management functions. Slightly more than half the engineers reported spending at least 50 of an average workday performing management functions. Over 53 of engineers responding to …

In March 1993, the JLSC selected the Navys Statistical Demand Forecasting System as the standard DOD forecasting system. The purpose of this study was to evaluate and compare the performance and accuracy of the Navy Statistical Demand Forecasting system, relative to the Air Force Requirements Data Bank forecasting system in an Air Force environment. To compare the performance of each forecasting system, the research used three different approaches. Program managers are advocates by necessity, When taken to the extreme, program advocacy can result in the suppression of adverse information about the status of a program gram. Such was the case in the Navy's A-12 Program. In A-12 Administrative inquiry, Beach (1990) speculates that such abiding cultural problems were not unique to the Navy. To test that assertion, this paper examines cost overrun data on 64 completed acquisition contracts extracted from the Defense Acquisition Executive Summary database. This study analyzed the process currently endemic to the activity of producing written TDY orders. Business Process Improvement BPI methodology using IDEF ICAM Integrated Computer Aided Manufacturing Definition and Activity Based Costing methods were used for this study. The objectives of the written TDY order activity were determined as identifying the travelers and verifying authenticity of the travel requirement and subsequent entitlements. This thesis investigated whether a difference in data display, modes or a difference in data trends affected mid-level Air Force managers trend impressions, risk assessments. and loan decisions. By presenting data in four different modes, and by three data trends, a 4 x 3 factorial design experiment was prepared 180 subjects were tested, 15 in each of the twelve treatment cells. This study demonstrated two approaches to improve current software support effort estimation models for aircraft software. Both approaches involved a functional orientation not used by existing models. The first approach demonstrated how to orient a model to reflect the block change cycle modification process and how to represent support effort changes over time in order to improve effort estimation accuracy. Current software models do not reflect the support environment or the temporal characteristics of aircraft software support. This study provides a preliminary view of the level of familiarity enlisted information managers have of changing roles, responsibilities, and initiatives within the Information Management career field. Using a three-phase investigative methodology that combined e-mail, interviews, and mail surveys, the authors addressed the changing roles and responsibilities of enlisted information managers and their familiarity with these changes. This study found that although individuals agree that the role is changing and expanding, many are performing the traditional administrative taskings. Retention has become a major issue facing all organizations, including the United States Air Force. Much effort has been expended trying to understand the reasons why employees voluntarily quit their jobs. In 1990 Barry Gerhart, of Cornell University, proposed a turnover model which included tenure, unemployment rates and cognitive ability as factors which influence the turnover decision.
