In today's Air Force, we are constantly faced with meeting the mission under limited budget and equipment constraints. Any tools that make completing the mission easier are highly sought after, and rightfully so. The Air Mobility Planner's Calculator (AMPCALC) is one such tool. It gives the mobility planner flexibility in planning by allowing several different situations to be modeled. This paper recommends improvements to the model and provides the verification and validation of the model in an attempt to prove that the model is a useful tool for Air Mobility Command and the United States Air Force.

HQ AFMC has consistently experienced problems with the Second Destination Transportation budget being under funded. This under funding causes the command to implement control actions on how funds are allocated to ensure that enough funds are available. This research effort was intended to show the relationship between spending restrictions and how vehicles move between theaters. By identifying whether or not and how the control actions on Second Destination Transportation funding affects inter-theater vehicle movement capabilities, this research seeks to assist those decision makers in making fully informed decisions when allocating scare fiscal resources. This research is a follow-on effort to Capt Pete Lasch's thesis, which examined the Air Force training needs of contingency contracting officers (CCOs). Through this study, Lasch (2002) identified a list of critical training tasks for CCO training. This study investigates how units currently conduct training and to what extent the recommended tasks are being addressed in training. Interviews, surveys, and archival training logs were used to capture data for the study. CCO demographic information and recommendations were collected through these interviews and surveys. When firms choose to acquire others, those acquisitions can either be considered diversifying or non-diversifying. Whether the firm diversifies or not has been shown to affect the post-acquisition performance of that firm. The Department of Defense is increasingly relying on computer-mediated communications to conduct business. This reliance introduces an amplified vulnerability to strategic information manipulation, or deception. This research draws on communication and deception literature to develop a conceptual model proposing relationships between deception detection abilities in a computer-mediated environment, gender, trust, and training. An experiment was conducted with 119 communications personnel to test the proposed hypotheses. No relationship between gender or trust and deception detection accuracy was found. Partial support was found showing that training improves deception detection accuracy. The most significant finding was that individual’s deception detection abilities deteriorate in …

The United States Air Force (USAF) currently employs the use of computer-based training (CET) across a host of requirements. One such requirement is in the Information Assurance (IA) arena and involves the training/licensing of over one-million computer network end-users. USAF use of CETs has been shown to possess a potential for substantial fiscal savings. However, studies investigating the learning outcomes of learning effectiveness (initial learning) and knowledge retention (sustained learning) associated with USAF CETs are lacking.

The role of enlisted Air Force Information Management professionals has been expanded beyond traditional boundaries to include a new area of responsibility called workgroup management. Workgroup management duties include front-line support for the life-cycle management of information, maintenance of desktop computers and networks, development and management of web pages, performance of initial system diagnostics, and management of client workstation configuration and software. Selecting and managing development project portfolios is a critical function within the Air Force’s weapon systems development process. Recently, organizations have been modifying performance appraisal systems to collect data from multiple sources to guide the development of supervisors. Upward feedback programs focus on development rather than appraisal by supplementing traditional downward feedback with subordinate feedback. The upward feedback instrument developed in this study was designed to measure effective leadership behaviors utilizing an existing five-dimension leadership taxonomy and a new dimension that represents creating a fun workplace. The 43rd Airlift Wing at Pope AFB, NC, possesses 33 E-model C-130 aircraft. The airplanes range in age from 30-36 years old. Current plans call for replacing Pope's aging fleet of tactical airlifters with new C-130J model planes in FY11. There are two replacement alternatives proposed in this research. The first is to calls for replacing the C-130Es with C-130Js now. The second option is upgrade the C-130Es to C-130Xs and replace them in 10 years with the C-130J. The results indicate that the least cost solution is to upgrade Pope's fleet of C-130Es to C-130Xs now. However, after conducting …

E-Learning Technology is being used to train and educate a myriad of personnel. Evidence shows, however, that completion rates among e-learners are lower than that of traditional learners. Motivational theory is applied to this problem to explain why e-learners initiate, sustain and terminate behavior. In particular, an integrative motivational model, that highlights distal and proximal processes, is introduced to identify and measure those factors most likely to influence e-learning completion rates. Findings offer recommendations that may be useful to e-learning instructors, administrators, and designers. Norden (1970) uses the Rayleigh, which is a degenerative of the Weibull, to model manpower on research and development (R&D) programs. Several research efforts extend his work including Lee, Hogue, and Gallagher (1997) who build R&D program budgets based on Rayleigh expenditures. We demonstrate the theoretical limitations to the Rayleigh model and present the Weibull model, which mitigates those limitations. Using 102 completed R&D defense programs, we develop regression models to predict the requisite shape and scale parameters to forecast Weibull-based budgets. The DSS focuses on the skill level inventories of the contracting enlisted force. This research examined the effects of deployment predictability and family support on Air Force personnel's intent to leave the Air Force using measures of work interference with family, family interference with work, job and life satisfaction, and affective organizational commitment. Based upon current theory found in the literature, a model was developed linking these variables. A web-based survey was sent out via email and obtained 1,234 responses (25.5%) from Air Force personnel regarding their perceptions of aforementioned variables. Using Structural Equation Modeling, support was found via several indirect paths that predictability has a negative effect on airmen's intent to quit. …

Information systems are often inundated with thousands of attack alerts to distinguish novice hacker probes from genuine threats. Pattern classification can help filter relatively benign attacks from alerts generated by anomaly detectors, limited the numbers of alerts to requiring attention. This research investigates the feasibility of using pattern classification algorithms on network packed header information to classify network attacks. Both liner discrimination and radial basis function algorithms are trained using flood and scan attacks. The classifiers are then tested with unknown floods and scans to determine how well they categorize previously unseen attacks.
