Much of the focus has been on the transportation sector, as it accounts for 28% of total U.S. energy consumption. This thesis examines compressed natural gas (CNG) as a possible alternative fuel for the U.S. transportation sector. Performance-Based Logistics (PBL) is the most preferred product support strategy in the Department of Defense. Using performance-based acquisition methods to the maximum extent practicable when acquiring services is mandated. The purpose of this research was to identify the effect of psychological empowerment (PE) on social network location and individual performance. This study sought to test three hypotheses, which were introduced through a comprehensive literature review, regarding the relationships between social network centrality and individual job performance. The Air Force's end strength has drawn down from 530,000 to just over 332,000 in the past 20 years. All indications are that resources will continue to become more restricted in the future, including manpower. Meanwhile, studies indicate that the Air Force will likely continue to withdraw permanently stationed forces overseas and rely increasingly on the Air Expeditionary Force (AEF) construct for rapid mobility and force projection. This study assesses the turnover behavior of Air Force Company Grade Officers (CGO) over a 17-month period. The study separated passive job search --behaviors that demonstrate a search for information to form an employment goal -- and active job search -- behaviors that demonstrate a commitment to pursuing an employment goal. The group of officers just beginning the job search process explain the least amount of variance in intent to turnover, yet explain the greatest amount of variance in actual turnover. This thesis analyzes the cost associated with the Minuteman III (MM III) weapon system. The research develops three models for determining MM III costs per alert hour (CPAH). The first model is based on the Air Force Cost Analysis Improvement Group cost per flying hour model. The model is modified to include depot level reparables, consumables, and personnel costs. This research develops a flexible agent-based modeling and simulation (ABMS) framework for supply chain risk management with significant enhancements to standard ABMS methods and supply chain risk modeling. Our framework starts with the use of software agents to gather and process input data for use in our simulation model. For our simulation model, we extend an existing mathematical framework for discrete event simulation (DES) to ABMS and then implement the concepts of variable resolution modeling from the DES domain to ABMS and provide further guidelines for aggregation and disaggregation of supply chain models. This research focuses on the smoking rates among the Active Duty Air Force (ADAF) personnel and the association of smoking and cost of hospitalization because of diseases related to smoking. Three types of analyses were used in this research. The Contingency Analysis was based on the data taken from the Air Force Web HA questionnaire. The Pivot Table Analysis and the Regression Analysis were based on a second data set associated with the cost of hospitalization. Studies have explored the antecedents to turnover in the military; however, results vary. This research used a meta-analytic method to evaluate reported correlations between antecedents of turnover intent and turnover in an effort to understand the true relationship between them and offer insight to leaders as to where they can affect turnover within their organizations. Included studies reported a military sample and were published between 1973 and 2009. The meta-analysis revealed no correlation between OPTEMPO and turnover intent. Not enough studies were included to evaluate the relationship between OPTEMPO and turnover. Varying definitions and measurements of OPTEMPO raised concern. Additional …

The criticality of the United States Air Force nuclear enterprise demands that commanders have the best possible understanding of system performance, both in the aggregate and at the drill-down levels sufficient to make timely corrective actions when warranted. We model a strategy-linked measurement system for nuclear enterprise sustainment. The United States Air Forces generates various waste during the repair and overhaul activities. These wastes can involve hazardous material. Depending on the material, technologies exist or could be readily developed to convert wastes into feed-stock for other processes. The old concept of managing material from cradle-to-grave now has evolved into cradle-to-cradle. This concept goes beyond the disposal of waste and can be even more cost-effective than recycling. While feedback is an essential element of performance, there is little theory explaining the effects of negative feedback. Disagreement exists as to whether negative feedback is good or bad and this impacts its use. Fortunately, control theory provides scholars with an opportunity to better understand negative feedback and the conditions necessary to support its intended function. Despite the recognized importance of cross-functional integration in support of supply chain management by scholars and practitioners, integration remains an elusive goal in today's competitive market. Specifically, scholars have identified three environmental factors as potential barriers to interdepartmental integration. A review of the literature indicates that very little research has examined potential environmental barriers to the integration between logistics and other functions. This paper is an exploratory study that seeks to fill this gap by using secondary data collected from over 1,500 mid-level managers and a structural equations model to test which environmental factors could be potential barriers.

The primary purpose of this research effort was to discover the efficiency and effectiveness of the historical hub-to-hub R&R airlift network. This study analyzed the hub-to-hub aircraft efficiency rates and introduced capacity changes in the airlift network with the use of Arena simulation to improve network performance. Furthermore, this study created simple heuristic options for the future airlift framework required to meet USCENTCOM's forecasted R&R transportation demand under the premise of a CY11 country 1 drawdown and an upscale of combat and support forces within country 2. Government contractors report earned value (EV) information to government agencies in monthly Contract Performance Reports (CPR). Though major differences may exist in the data between subsequent CPRs, we know of no government effort to detect these occurrences. The identification of major changes may locate and isolate problems and thus prevent million and billion dollar cost and schedule overruns. In this study, we develop an approach to identify changes in the Cost Performance Index (CPI) and the Schedule Performance Index (SPI) that may indicate problems with contract performance. An increased demand for use of Unmanned Aircraft Systems (UASs) without commensurate increases in pilot manpower has prompted proposals for simultaneous control of multiple aircraft by a single pilot or Multi-Aircraft Control (MAC). To understand the potential effects of MAC, an IMPRINT Pro, Multi-Resource Theory, pilot workload model was developed from pedigreed system architecture. Feedback from active UAS pilots was used to validate the model and establish a workload saturation threshold value of 60, above which pilots may experience performance degradation over extended periods of time. Cost growth is a problem in U.S. Department of Defense (DoD) acquisitions. A particular component of cost growth is a cost overrun or Over Target Baseline (OTB). In 2009, Trahan found that the Gompertz growth curve better predicted program Estimates at Completion (EAC) for OTB contracts. In 2010, Thickstun studied “the relationships between overruns and a variety of factors,” but found OTB occurrences “random” and questioned the benefit of the OTB process (Thickstun, 2010). This research extends the Strategic Information Systems Plan (SISP) and Strategic Business Plan (SBP) alignment model construct by adding the Information Security Plan (ISP) as an additional component considered essential to the success of network centric organizations. Six hypotheses were considered to measure the two-way alignment among three components of the proposed model. The research was adapted for a public sector organization and analyzed using the Kruskal-Wallis non-parametric test.
