Who Benefits From State And Local Economic Development Policies?, Timothy J. Bartik

Upjohn Press

Bartik reviews evidence on whether state and local policies affect job growth. He then presents empirical data supporting the intentions of such programs, showing that job growth may lead to a number of positive long-term effects including: lower unemployment, higher labor force participation, higher real estate values, and better occupational opportunities. He also shows that the earnings gains to disadvantaged groups outweigh the resulting increased real estate values for property owners, and concludes by saying that regional competition for jobs may actually be a benefit for the nation as a whole.

Sinclair Community College, like all institutions of higher education, has tremendous need for accurate enrollment forecasts. Until recently, using a combination of forecasting tools, the forecasts generated by the Office of Institutional Planning and Research (IPR) have been quite adequate. Recently, however, the accuracy of the enrollment predictions has waned considerably. In an effort to reverse this trend, it was decided to add another, previously untried, forecasting method to the IPR arsenal: Autoregressive Integrated Moving Averages, or ARIMA.

The majority of literature dealing with the adult learner concept revolves around teaching methodologies or learning capabilities. While there is some literature on motivation in adult learners, the general assumption is that all those over the age of 25 are similarly motivated and share common perceptions.

To determine whether student perceptions, motivations and needs could be distinguished by age categories, survey results of 936 students at Sinclair Community College were categorized within 4 age cohorts. The development and implementation of a mail questionnaire proved to satisfy the goal of the Dayton Area Chamber of Commerce to promote export activity in the region. The results of the survey indicate that over one third of the respondents to the survey are actively engaged in exporting. This thesis examines the automation of the Directorate of Research and Development Contracting at Wright-Patterson Air Force Base. Background information on the Directorate is given along with the previous methods of producing contractual documents. The central problem of the thesis is to determine if the benefits of automating the Directorate outweigh the costs. A cost benefit analysis was used to make this determination. Hirsch develops a model of union rent-seeking in which the unions capture a share of quasi-rents that make up the normal ROI in long-lived capital and R&D. He finds that in response, firms adjust their investments in vulnerable tangible and intangible capital. Hirsch also attempts to explain the connection between the contraction of the size of unions which occurred in the 1970s and firms' lower profitability, diminished market value, and lower investment levels.
