Conduct of monetary policy in emerging market economies is certainly no less challenging than it is in advance economies; it may be argued that it is, in fact, more challenging because of different nature of economic, socio-political and institutional structure of emerging market economies. However, the experience of advance economies in formulating and implementing monetary policy combined with the broad principles of economics and their own experiences provides a natural starting point for the central banks of emerging economies to actively search for improving their monetary regimes.

The present study is a microeconomic investigation, based on personal interviews with different microentrepreneurs and functionaries of credit institutions. It evaluates the impact of micro-credit, investigates the challenges the micro-credit programs have to confront, and suggests some potential improvements. In a qualitative analysis the following conclusions have been reached: the micro-credit is very limited in scope, it is not focused on really poor people, and neither has it been effective in helping the beneficiaries it has had to grow. Thus, while micro-credit has had many positive effects and has been useful to maintain and develop the microenterprise sector, it has …

When I addressed you for the first time on March 25, 2000, we were in a despondent and gloomy mood. The economy was stagnant, external debt payment difficulties were pervasive and the financial soundness indicators of the banking system in Pakistan were quite worrisome. Public sector owned and managed banks dominated the system with its peculiar bureaucratic culture, indifferent service standards, laid back and lethargic business practices and narrow product range. Looking Beyond The Shipyard: Economic Development Challenges Of Southern Maine And Seacoast New Hampshire, Charles S. Colgan

The threatened closure of the Portsmouth Naval Shipyard has spurred an intense examination of the future economic prospects for York County, Maine and Rockingham County, New Hampshire. This report provides the first integrated analysis of the shipyard’s effects on both the Maine and New Hampshire economies. The shipyard accounts for more than 10,000 direct and indirect jobs across the two-state region. Over 80% of these jobs are in York County, with an additional 10% in Rockingham County and the balance spread through the rest of Maine and New Hampshire. The total jobs associated with the shipyard account for 3.5% of …

Recent media reports, commentators and editorials have raised questions about the growing trade deficit faced by Pakistan in the current fiscal year, as well as, about the rise in the absolute level of External Debt. In raising these issues a serious concern has been expressed about Pakistan’s ability to pay its external obligations and the impact on foreign reserves in the future. Alternatively, it is argued, that these obligations can be paid only by incurring higher debt from abroad and thus increasing debt burden.

As rising health care expenditures focus government attention on slowing the growth, the pharmaceutical industry comes under increasing pressure to curb prices of ethical drugs. Pharmaceutical price regulations have been implemented in many countries to control pharmaceutical expenditures. Yet, creating innovative drugs requires enormous R&D costs, which in turn require adequate expected economic returns. Since price controls reduce profits and expected returns, as countries invoke stricter price regulations, firms will either move their R&D process into less regulated markets or move out of innovative R&D. Prices of interest rate derivative securities depend crucially on the mean reversion parameters of the underlying diffusions. These parameters are subject to estimation bias when standard methods are used. The estimation bias can be substantial even in very large samples and much more serious than the discretization bias, and it translates into a bias in pricing bond options and other derivative securities that is important in practical work. This article proposes a very general and computationally inexpensive method of bias reduction that is based on Quenouille's (1956; Biometrika, 43, 353-360) jackknife. Stormwater utilities are a concept whose time seems to have arrived. Established by relatively few communities in the 1970s as a method of funding flood control measures, stormwater utilities now exist in over 400 municipalities and counties throughout the United States. During the next 10 years, their numbers are expected to swell dramatically – by one estimate to over 2,000 by the year 2014.

The reasons for this growth are multifold. Federal stormwater regulations passed in the 1980s (Phase I of the National Pollutant Discharge Elimination System Program, or NPDES), motivated many larger communities to seek alternative funding sources and …
