We decided to tell this story of the English-Speaking Librarians' Club in this article with the hope that English-speaking librarians living and visiting elsewhere in the former Soviet Union will look for similar opportunities. To our knowledge, none of the library associations in the other countries of the Commonwealth of Independent States have yet established such a professional unit. For readers in the U.S., we add a word about the name of the group. The word "club" is commonly used in Ukraine for groups that come together around a common agenda but it does not carry the connotations associated with …

This study provides a sketch of Slovak standard language development during the pre-codification period (15th-18th centuries) within a diglossia framework.  The focus is on the earlier periods of the 15th and 16th centuries – the earliest time from which there is significant direct documentation of patterns of indigenous language use in Slovakia in the form of a larger corpus of texts written in a Slavic language (be it Czech or mixed Czech-Slovak).  The investigation indicates a 15th-16th century situation of Czech-Slovak diglossia that is gradually resolved in the course of the 17th-18th centuries through increasing development and use of a …

The collapse of the Soviet Union gave the unexpected gift of independence in 1991 to five new states in Central Asia-Uzbekistan, Kazakhstan, Kyrgyz Republic, Tajikistan, and Turkmenistan. In common with other post-socialist countries, these states are currently going through a transition period characterized by serious and worsening social and economic problems. The 55 million people who live in the region are facing problems of overpopulation, a chronic decline in living standards, and ecological crisis. This article focuses on the differences between Slavic LCTL and Russian "language teaching situations" in the specific areas of student constituency and basic program structure, and the importance of considering these differences in developing teacher training programs that include teachers of Slavic LCTLs. Emphasis is placed on how the realities of the typical Slavic LCTL program point to the need to train graduate student-teachers in the specific skills of course/program design and development in order to prepare them more adequately for their teaching tasks. Since the collapse of communism in Eastern Europe, there have been several waves of interest in establishing more contemporary relations with Russia, punctuated by failure and frustration. Many who would deal with the Russians have little factual information concerning Russian history, and are guided largely by some combination of good will, self interest, and outmoded structural assumptions concerning Russia and the Russian experience (Wedel 1998). This ignorance, in turn, contributes to negative perceptual and behavioral responses on the part of the Russians to these overtures, and any that may follow. It is generally accepted that the present-day Slovak standard language was codified in its basic form in the mid 19th century by the Slovak scholar Ľudovít Štúr. A similar, but unsuccessful, attempt to create a standard Slovak language was made by Anton Bernolák in the late 18th century. There is not general agreement, however, on the degree or type of standardization, or better, normalization, exhibited by Slovak texts in the pre-codification period (15th-18th centuries). The pervading theme of Dostoevsky's novels is humanity's need to discover meaning in the natural world and in human experience. For generations, the Russian peasantry created myths and folk tales in order to understand the workings of Damp Mother Earth and to endow the earth and their lives with meaning. By the nineteenth century, however, the principles of Western materialism, which Dostoevsky likened to "intelligent bacteria," began to drift across the border and infect the Russian intelligentsia.
