Before leaving Afghanistan, Emal was kidnapped by Daesh, beaten, thrown into a pile of bodies, and left for dead. The political dynamics that have characterized post-Mubarak Egypt have often been understood to be a battle between "religious" forces, represented by the Muslim Brotherhood and its supporters, and "secularist" forces, represented by a diverse group of civil society actors. Opposition of this latter group to the "religious" politics of the Muslim Brotherhood is therefore understood to be the primary cause of the events that led to the July 3, 2013 military coup that overthrew Egypt's only freely elected President, Mohammed Morsi. This article analyses the evolution of Ayatollah Ruhollah Khomeini’s political theory over four major periods – Qom, Najaf, Paris and Tehran – demonstrating how his thought shifted from a semi‑democratic constitutional vision to the doctrine of al‑wilayat al‑mutlaqah lil‑faqih (the absolute guardianship of the jurist). In the Qom period, Khomeini endorsed a constitutional government supervised by jurists, distancing himself from the notion of direct clerical rule. His Najaf period marked a decisive turn toward a theocratic model, asserting that jurists possessed authority equivalent to that of the Prophet and Shi’ite Imams in public affairs. Attention has focused on the activities of high courts, parliaments, and the administrative apparatus of official justice systems, while largely neglecting to acknowledge the importance of non-state institutions and systems of normative rules that operate in the shadow of modern bureaucratic governments. In this report, the authors documents how persecution of and violence against the Rohingya in Burma has spread to other Muslim communities throughout the country. Physicians for Human Rights conducted eight separate investigations in Burma and the surrounding region between 2004 and 2013. PHR’s most recent field research in early 2013 indicates a need for renewed attention to violence against minorities and impunity for such crimes. The findings presented in this report are based on investigations conducted in Burma over two separate visits for a combined 21-day period between March and May 2013.
