Aboriginal people are increasingly seeking forms of post-secondary education that meet their cultural, political, social and spiritual needs. Universities and colleges have a responsibility to become involved in the decolonization process by taking a proactive stance in relation to the changes which are required to meet these needs. The research described in this dissertation is a bicultural, participatory action project which sought to document the experiences and needs of Aboriginal students at a university and community college in North Bay, Ontario in order to lay the groundwork for new programs and services which might be developed. Public health research in American Indian communities involves many complex issues that may both help and hinder the development of an effective research methodology and the collection, analysis, and utilization of data. These issues include: 1) the unique strengths and diversity of Indian cultures; 2) the complicated relationships that exist between federal, state, and tribal agencies; 3) the vast distances between communities and services that exist in rural areas; 4) extremely limited human and financial resources; 5) overlapping and often conflicting legal and jurisdictional authorities; and 6) an array of social issues including poverty, substance abuse, modernization, and assimilation. By the spring of 1994. the Outreach Programs of the UW Department of Chemistry resembled the proverbial elephant as described by three blind people. The National Science Foundation funded a program to train middle school scienceteachers of Native American students. The Fund for the Improvement of Post Secondary Education funded a linked program to train high school teachers and preservice teachers. Native American Agencies For Native American Children: Fulfilling The Promise Of The Indian Child Welfare Act, Anthony Mcmahon, Ernest N. Gullerud

The Journal of Sociology & Social Welfare

The Indian Child Welfare Act seeks to protect Indian children from family and cultural disruption. The Act mandates minimum standards for the removal of Indian children and for their placement in foster care. However, a recent national survey suggests that requirements for Indian foster homes are not being met in public agency substitute care programs. At the same time, Native American child welfare agencies have developed a range of services for Native American children. The authors show that the intent of the Act will be better served if the case management of Native American children in public agency care is …

This court case, decided on June 8, 1994, was the result of an appeal of an earlier decision made on September 28, 1992. This suit was initially filed by Duncan Energy (and others) who were operating oil and gas wells in the northeast quadrant of the Fort Berthold Reservation. They contended that the northeast quadrant of land was not part of the Reservation per the act of 1910 and as such they were not subject to taxation and employment ordinances set by the Three Affiliated Tribes. This United States (US) House report from the Committee on Natural Resources, dated April 19, 1994, was written to accompany US Senate Bill 1654 which proposed technical corrections to existing Indian laws. This report provides a background on US Senate Bill 1654 and proposes amendments. Among other corrections, the bill proposes to amend the White Earth Reservation Land Settlement Act of 1985 and to extend the allotted time for land transfers as written in the Three Affiliated Tribes and the Standing Rock Sioux Tribe Equitable Compensation Act. US Senate Bill 1654 became US Public Law 103-263 on May 31, 1994.

This study addresses the nature of human interaction with the riparian environment in the Santa Clara Valley over time. This is not a new anthropological theme. Literature dates to 1863 The Earth as Modified by Human Action, by George P. Marsh); cultural ecologist Betty J Meggars stated: "The relationship- of culture to environment is one of the oldest problems in the science of anthropology ... "(Meggars, 1968:19); and, anthropologist Alfred Kroeber said: "no culture is wholly intelligible without reference to the nonculture, or so-called environmental factors with which it is in relation and which condition it "(Kroeber 1906:297).

This report from the United States (US) Senate Committee on Indian Affairs dated November 19, 1993, was written to accompany US Senate Bill 1654 which proposes technical corrections to Indian laws. The report specifies that US Senate Bill 1654 proposes to extend the deadline for the sale of lands to their former owners (per the specifications of US Public Law 102-575 which contains the “Three Affiliated Tribes and Standing Rock Sioux Tribe Equitable Compensation Act”). US Senate Bill 1654 became US Public Law 103-263 on May 31, 1994.

In 1890 the Ponca Reservation in Knox and Boyd county was parcelled up and each individual Ponca received a plot of land as his or her own. The remaining 72,000 acres were opened for settlement under the Homestead Act. During the next few decades, most of the remaining Ponca lands held by individuals were sold to non-Indians. When the Ponca were allowed to acquire some tribal lands under the 1934 Indian Reorganization Act, the land base had already disintegrated. One effect of this disintegrating land base was the increased out-migration of tribal members which eventually led to termination of the …

In Native communities across North America, there are initiatives currently being taken by Native people to develop culturally relevant child welfare programs to deal with the problems of child maltreatment. One example of such a program is Cherish the Children, a training program developed by the Minnesota Indian Women’s Resource Centre to teach “parenting skills to Indian mothers with young children” (Minnesota Indian Women’s Resource Center, 1988). It was developed by Anishnabe (Ojibway) people and encourages Anishnabe parents to return to “the old ways” of parenting.
