Making Patriots Of Pupils: Colonial Education In Micronesia From 1944-1980, Julia Taylor

The Forum: Journal of History

This article explores American colonial education in Micronesia from the final months of World War Two to the late 1970s. The primary research question concerns American usage of education to pursue political and military goals, and how this affected multiple dimensions of Indigenous life. Although the dominant narrative at the time blamed Indigenous people for difficulties in implementing American education, the Western values permeating the American consciousness significantly inhibited the possibility of success as Americans defined it. This article details American motivations and efforts to implement an educational system as part of a larger goal of “economic development” and analyzes …

This is not a traditional thesis of the Pomona College History Department. Spanning over a century from start to finish, this work tracks the history of Guam’s political status from 1898 to 2021. To support such a lengthy timeline, snapshots of key events and trends are recounted each chapter. Chapter 1 focuses on the Spanish-American War and the local struggle for acting governorship. Chapter 2 documents the impact of World War II, the Organic Act of Guam, modernization and early Chamorro activism on island. Mormons, or members of The Church of Jesus Christ of Latter-day Saints, have a distinguished history of service in the U.S. government. During a forty-year period following World War II, Mormon politicians played vital roles in transitioning several islands in the Trust Territory of the Pacific Islands from a quasi-colonial status into the self-governing Federated States of Micronesia. This article briefly traces the complicated transition through the public service of four key Mormon administrators: Elbert D. Thomas, John A. Carver Jr., Stewart L. Udall, and Morris K. Udall. Guam is an island in the Marianas that, over time, has experienced a rich cultural history brought about by its exposure to colonization, natural disasters, warfare and the continual influx of people and culture. Therefore, the architecture that exists on the island is one that divides itself into four distinct styles with each as a response to external forces that affected the island. This is a preliminary exploration of the concept of sustainability and its potential usefulness to anthropologists. “Sustainable” is distinguished from “stable” and “viable” in terms of its implications of directionality of time, pointing both backward and forward. Given the time implications, the contexts of “sustainable Xs” (technology, activity, development, etc.) are crucial to explaining what happened to X in the past and prognosticating its future. The argument is illustrated by analyzing data on obsolete fishing practices on Kapingamarangi Atoll (Federated States of Micronesia), focusing on the contexts of change in political /religious organization in the twentieth century. Artisanal Coral Reef Fisheries And Sustainable Development: The Arno Atoll Fisheries Association, Jim Hess

The concept of sustainable development is inexact, requiring additional specification in application. How the subject of analysis is bounded will have consequences for understanding what is being sustained as well as for determining whether something is sustained. Here I examine a fisheries development project in the Marshall Islands. Shifting boundaries, I create three accounts of the project. In the first account, which focuses on resources and monetary cost and benefits, the project is clearly unsustainable. In the second account, focusing on international relations, the project sustains the relations of power and dependency. In the third account, I suggest that evaluation …

Gani Revisited: A Historical Overview Of The Mariana Archipelago’S Northern Islands, Scott Russell

Pacific Studies

The small volcanic islands composing the northern half of the Mariana Archipelago have received little scholarly attention, a situation resulting from their difficult access and small size. Limited archaeological research suggests that these islands, now commonly referred to as the “Northern Islands,” were settled by at least a.d. 1300, and at the time of initial European contact in the early 1500s, all but two had sizable resident populations. During the early mission period, the Northern Islands were the last strongholds of traditional Chamorro culture until their residents were forcibly resettled into church villages on Saipan and Guam in the late …

Working Wrongly And Seeking The Straight: Remedial Remedies On Enewetak Atoll, Laurence Marshall Carucci

Pacific Studies

Classical approaches to righting wrongs among Pacific societies have been couched in terms of normative models of authority, and particularly in relation to societies with positions of ascribed authority, chiefs, and those with acquired authority like Melanesian center persons (“big-men”). In this article, I contend that typological approaches to the analysis of perceived wrongdoing are of limited utility in the assessment of how wrongdoing is culturally fashioned and socially redressed. Instead, I suggest that constructions of wrongdoing are culturally relative. Moreover, ideas and feelings about just and unjust action within the community are also relative and depend upon varied logical …
