Patronage And Bureaucracy In The Hawaiian Kingdom, 1840–1893, Colin Newbury

The government of the Hawaiian monarchy operated as a patrimonial system until constitutional change in 1887 restricted the power of the king to control executive, legislative, and judicial institutions. Ministers, governors, senior offi- cials, legislators, and judges owed their positions to royal favor and influence, thus continuing for Hawaiian and foreign “service gentry” the practices of the pre-1840 kingdom by valuing loyalty higher than efficiency or selection by com- petition. At a second level, patronage by governors and senior officials expanded the ranks of those executives who ran public finance, land administration, in- ternal trade, education, police, and the judiciary. …

This article explores the now-problematic concept of “culture” and related terms in the context of a diffuse transnational Rotuman population, more than three- fourths of whom live abroad in Fiji, Australia, New Zealand, Canada, the United States, and Europe. We begin by reflecting on prevailing criticisms of the culture concept, then present data in historical perspective on Rotuman communities in five different locations: Rotuma, Fiji, Australia, New Zealand, and Hawai‘i. Pacific Islander Pastors And Missionaries: Some Historiographical And Analytical Issues, Doug Munro, Andrew Thornley

In global terms, the deployment of indigenous pastors and their equivalents in the dissemination of Christianity was unusual. A notable exception was in the Pacific Islands, where the widespread use of native teachers and preachers was a feature of the missionization process. Their role was not adequately reflected in the historiography of the region until the publication of Ron and Marjorie Crocombes’ seminal book The Works of Ta‘unga in 1968. The Crocombes inspired an outpouring of research on pastors and teachers, which this article describes, categorizes, and assesses. The article concludes with suggestions for further research.

By the late twentieth century, small island states in the Pacific faced severe problems resulting from the ways in which they had become integrated into the world capitalist economy since the early nineteenth century. Generic environmental, economic, and social problems follow from dependence on the production of a relatively small number of crops for sale in the world economy, out-migration and remittances, and foreign aid. Most states have sought to reduce their dependence and to move toward greater degrees of economic self-sufficiency. Westminster Democracy: A Comparison Of Small Island States Varieties In The Pacific And The Caribbean, Dag Anckar

The validity of the suggestion by Arend Lijphart that the structure of consensus democracy may spring from a general cultural inclination toward consensus is investigated by comparing a set of small Pacific and Caribbean island states. All have colonial histories that involve a strong British legacy, and all have been submitted to attempts by the metropolitan power to influence the preparing of the independence constitution. The results indicate that the Pacific islands with long-standing indigenous and consensual cultures and traditions have indeed introduced into their political systems more consensus-based applications of Westminster rule. Poverty Among Pacific Islanders In The United States: Incidence, Change, And Correlates, Dennis A. Ahlburg

Although poverty in the United States increased over the 1980s, it decreased for Pacific Islanders. But the incidence and severity of Pacific Islander poverty remained greater than that of other Americans. Poverty among Pacific Islanders declined because their attachment to the labor market increased, as did average education and work experience. The article shows that remittances may increase the poverty of some sending households and plunge other households into poverty. Also, the poverty of elderly and single-female-headed Pacific Islander households is so severe that increased welfare and Social Security payments do not lift them out of poverty. Raised are a …
