Sovereignty Versus Sectarianism: Contested Norms And The Logic Of Regional Conflict In The Greater Levant, Steven Heydemann, Emelie Chace-Danahue

The Middle East is experiencing an extended period of turmoil and violent conflict. Two main explanations exist to account for heightened levels of conflict and competition. The first attributes current conditions to the intensification of sectarian polarization in the Arab east; regional dynamics are best explained by identity politics, which serve as instruments of sectarian regimes. The second attributes current conditions to state weakness; states in the Arab east are fragile, lacking effective institutions and suffering from a deficit of legitimacy, allowing state elites to govern in ways that exacerbate social cleavages. Higher education in Tajikistan has undergone substantial changes over the past 25 years as a result of both its internal crises and those social and economic transition challenges seen throughout the Newly Independent States (NIS). HEIs in the country have also shown eagerness to change and grow as they move toward world education space. In this chapter, we examine the evolution of the Tajik system of higher education from the Soviet time through independence (1991–2015) in terms of growth, emerging landscape and diversification, and key policy developments and issues. The Islamic State of Iraq and Syria (ISIS) garnered global news media attention in Summer 2014 when it seized a significant section of land in Iraq and Syria. The group then mishandled and executed its captives. There is a lack of consensus among the international community, led by Russia and the United States, on how best to address the threat posed by ISIS. An understanding of the function of Russian and U.S. news media coverage of the ISIS threat is an appropriate research topic. The thesis of this paper is that cross-cultural writing can be done with the right methods of communication, such as engaging narrator and education—or simply sensitive, imaginative writing. Herman Melville and Joseph Conrad’s five books set in the Polynesian and Malay Archipelagos—Typee and Omoo and the Malay Trilogy (Almayer’s Folly, An Outcast of the Islands, and The Rescue)— are used as master models of how to write indigenous characters with rich characterization in pivotal roles, even circa 1846 and 1896. This thesis is an exploration of hospitality, sharing and acclimation within a studio art practice as a means of fostering consideration of others. I employ a practice whereby I disrupt the typical gallery context, and through the production and dissemination of consumable items from the Middle East, I examine how resources can be used, valued, and shared to accommodate various and unspecified others and provide opportunities for crossing thresholds of guest and host relationships.
