The 1919 Treaty of Versailles is one of the most impactful documents in world history. The treaty effectively ended World War I, decimated Germany, and laid the foundation for World War II. In his analysis The Economic Consequences of the Peace, John Maynard Keynes gives a first-hand account of the influence of world leaders President Woodrow Wilson, English Prime Minister David Lloyd George, and French Prime Minister Georges Clemenceau and the roles they played during the Paris Peace Conference. Keynes explains the treaty from a geopolitical lens, argues against the treaty’s reparations clause, and advocates for alternative solutions. Almost …

To celebrate the 200th anniversary of the Mayflower Pilgrims’ Landing at Plymouth Rock, Daniel Webster (1782–1852), former congressman and future senator and secretary of state, delivered this long discourse to the assembled members of the Pilgrim Society. Always the consummate New Englander, Webster sketched 200 years of American history, surveyed the present era, and projected grand future prospects for a nation barely 40 years old, but with deep roots in Reformed Protestant values and English constitutionalism. Publications and Research

This article examines debates over fugitives from slavery during Virginia’s secession movement. By considering these debates in the context of Virginia’s history of freedom seekers, the constitutional politics of fugitive slave rendition, and white fears of politically informed slave resistance, this article clarifies how proslavery Virginians understood the threat posed by interstate slave flight in 1861. In the wake of Abraham Lincoln's election, proslavery Virginians on both sides of the secession conflict agreed that runaways posed a grave danger to the future of slavery in the state. This dissertation examines the political conflict over fugitive slave rendition from the era of the American Revolution through the passage of the 1850 Fugitive Slave Law. It pays particular attention to the struggle over the legal rights due to African Americans accused of being fugitive slaves. Slaveholders claimed an absolute property right over accused fugitive slaves and argued that any recognition of legal remedies for accused runaways threatened that right. Free African Americans and their allies in the abolitionist movement asserted that Black people accused of having escaped slavery were due a legal process. This was a vital protection against …

Puritans had goals of reforming the Church of England but had difficulty maintaining a consistent vision of that. As Puritans tried to secure their place in the New World, England was going through one of its most significant transitions of power. These events are known as the Restoration, and the political turmoil in its wake resulted in the Glorious Revolution, a time of intense political transition resulting in the overthrow of James II, the last of the Stuart monarchs. When a Texas statute denied a free public education to those who were not citizens or legal residents of the United States, four Mexican-American families challenged the constitutionality of that statute. The Supreme Court ruled in their favor, confirming that the Equal Protection Clause protects everyone regardless of immigration status.

During WWII the US government housed German POWs at a camp in Denson, Arkansas that it had previously used to incarcerate Japanese Americans. This thesis compares how US authorities treated the camp’s two different inmate populations—one composed of enemy soldiers and the other US residents, about 70 percent of whom were citizens—to analyze larger questions surrounding how the US government interpreted race, citizenship, gender, and nationhood during the war. Federal authorities regulated and surveilled Japanese Americans at Jerome concentration camp with more vigor and energy than they did German prisoners of war at Dermott POW camp. Hostages of the Crisis: Iranian Students and Jimmy Carter discusses President Carter’s decision in 1979 to order the Immigration and Naturalization Service to assess the approximately 56,000 Iranian students in the United States for deportation after the seizure of the American embassy in Tehran, Iran. This works begins with a discussion of the development of the nation’s immigration system, examining how it was born as a result of anti-Chinese xenophobia in the late nineteenth century and how it matured with nativistic immigration laws in the first half of the twentieth century. The memory of Andrew Johnson in Greeneville has progressed through three phases. The first phase began during Johnson’s post-presidential career when he sought national office to demonstrate his vindication. After Johnson died the first phase continued through the efforts of his daughters and local Unionists who sought to strengthen the myth of monolithic Unionism and use Johnson to promote reconciliation and to shield the region from federal intervention in the racial hierarchy. This thesis advances scholars’ understanding of how newspaper editors framed and presented news during the secession crisis of 1860-1861. Methodologically, it draws on the publications of seven Unionist editors from Tennessee who initially resisted secession but later pursued different courses during the Civil War. Through this period, editors balanced their roles as journalists and political actors working to advance an ideological cause. Guided by existing practices and their unique journalistic styles, these editors presented a near unified message—influenced by Whig political culture—that framed their response to outside events. Barton Greenwood of the United States (US) Bureau of Indian Affairs to US Senator William Langer, acknowledges Langer's July 22th letter on behalf of Commissioner Glenn Emmons. Greenwood informs Langer that tribal members from the Three Affiliated Tribes recently visited to discuss the recommendation of Frank Gordon for superintendent of the Fort Berthold Indian Agency. Greenwood says that they were informed that Gordon would be given every consideration.

The archives of the Peace Center were donated to the State Historical Society of Missouri by former member, secretary, and board director Yvonne Logan. This thesis centers policing ideology in higher education and the way it is constructed and fortified through criminal justice programs. In 1968, the Law Enforcement Education Program (LEEP) made funds available to police officers to attend college and awarded grants to universities to create criminal justice programs. The program effectively funneled federal money into the project of professionalizing the police and developed criminal justice as a field devoted to conducting crime research, as defined by the federal government. Immigration removal proceedings suffer from a lack of procedural due process protections for non-citizens facing deportation charges. This research examines constitutional due process framework, what it entails, and how it is to be fairly applied to non-citizens in the United States. Special attention is paid to ways the immigration court system is subject to unjust and biased procedures that make it difficult for immigrants to succeed in their removal cases. Drone swarms, which can be used at sea, on land, in the air, and even in space, are fundamentally information-dependent weapons. No study to date has examined drone swarms in the context of information warfare writ large. This article explores the dependence of these swarms on information and the resultant connections with areas of information warfare—electronic, cyber, space, and psychological—drawing on open-source research and qualitative reasoning. Overall, the article offers insights into how this important emerging technology fits into the broader defense ecosystem and outlines practical approaches to strengthening related information warfare capabilities.

This article describes faits accomplis—how states attempt to seize disputed territory using military force, hoping to avoid war in the process—and offers suggestions for how to deter them. Since 1945, faits accomplis have become the most common means by which states attempt to take over territory, even though they frequently result in armed conflict. US deterrent efforts, however, often focus on stopping invasions, not limited land grabs.
