For years, scholars have viewed the career of William Tecumseh Sherman in light of an antiquated destroyer myth and neglected his memoirs, which were written as a military textbook. This essay reviews Sherman’s legacy and literature, both of which contributed to the advancement of modern military thought. His experiences may serve as a prescriptive text to servicemembers, providing critical lessons on military warfare and philosophy still relevant today.

Statistical evidence suggests Army battalion commanders are significant determinants of the retention of their lieutenants—especially high-potential lieutenants. Further, this so-called Battalion Commander Effect should be included in brigadier general promotion board assessments and used to inform officer professional military education curricula.

Using US military aid as a lever to achieve human rights reforms has proven only marginally effective. This article examines the approaches employed by the Obama and Trump administrations to US military aid to Egypt and proposes practical steps that can be taken by policymakers and the military personnel on the ground to advance US human rights values.

The concept of hybrid war has evolved from operational-level use of military means and methods in war toward strategic-level use of nonmilitary means in a gray zone below the threshold of war. This article considers this evolution and its implications for strategy and the military profession by contrasting past and current use of the hybrid war concept and raising critical questions for policy and military practitioners.

Global health engagement, an underutilized strategy rooted in the strengths of soft power persuasion, can lead to more military-to-military cooperation training, help establish relationships that can be relied on when crises develop, stabilize fragile states, and deny violent extremist organizations space for recruiting and operations. Examining Chinese efforts worldwide to curry favor and influence and the challenges posed by the COVID-19 pandemic, this article shows health as a medium is a very compelling and advantageous whole-of-government approach to national security policy concerns.

Drawing on Samuel P. Huntington’s three phases of self-regulation used to determine if an occupation qualifies as a profession, this article focuses on the third phase of policing and removing those who fail to uphold the standards set forth in the first two phases. It reviews how the US Army implemented this phase following the Civil War through the post–Vietnam War years and the implications for the officer corps.

The Cultural Transmission Of Trust Norms: Evidence From A Lab In The Field On A Natural Experiment, Elira Karaja, Jared Rubin

We conduct trust games in three villages in a northeastern Romanian commune. From 1775–1919, these villages were arbitrarily assigned to opposite sides of the Austrian and Ottoman/Russian border despite being located seven kilometers apart. This plausibly exogenous border assignment affected local institutions and late-18th century migration in a manner that likely also affected trust. Conditional on trust norms being affected by these centuries-old historical circumstances, our experimental design tests the degree to which such norms are transmitted intergenerationally. Consistent with theoretical predictions, we find that participants on the Austrian side that also have family roots in the village are indeed …

This paper provides a historical analysis of the genealogy of American policing and attempts to explain the return of state power to individual bodies. It argues that this return was informed by French counterinsurgency strategies in Algeria. Through engagement with Foucault's analysis of power and surveillance practices, it aims to shed light on and help us better understand and combat police brutality today.

James D. “Jim” Johnson was an Arkansas politician best known for his racism, commitment to segregation, and failed gubernatorial campaigns. Johnson makes appearances in some of Arkansas’ most notorious political moments in the 20th century. He campaigned for the Dixiecrats in 1948, led the state’s first major protest against integration in 1955, pushed Governor Orval Faubus to become a segregationist in 1956, and lost multiple elections in the 1960s. Although not victorious at the polls, Johnson had a tremendous influence on Arkansas politics in the middle of the 20th century. He made integration a viable political issue in the state …

Shortly after America’s entry into World War I, President Woodrow Wilson created the Committee on Public Information to garner public support for the War. This committee was created not only to drum up support for the war, but to ease a public frustrated by an isolationist president’s entry into such a conflict. Notable reporter and writer George Creel served as its chairman, and together with countless others created a massive propaganda campaign. "Life is Beautiful illustrates a popular misconception about Italy's role in the Holocaust. The film features the good Italian and the warped view that Italy treated Jews kindly in the late 1930s and during World War II. Historians have proven this claim to be grossly exaggerated, arguing that Italians persecuted Jews vigorously. Yet popular representations of the past-films, novels, museum exhibits, and websites-continue to give credence to the notion that Italians were overwhelmingly good to Jews. This paper is in no way an apology for the institution of slavery in any form. In fact, it is a reiteration of Biblical doctrine and natural rights philosophy that posit all humans are created equal. The institution of slavery knew few bounds throughout recorded history and was as ubiquitous and durable as the activities of marriage or warfare, practiced by every culture and religion (Drescher 2009, 7-8, 12-39). The purpose of this research is to examine the political, social, and economic factors which have led to inhumane conditions in Mississippi’s correctional facilities. Several methods were employed, including a comparison of the historical and current methods of funding, staffing, and rehabilitating prisoners based on literature reviews. State-sponsored reports from various departments and the legislature were analyzed to provide insight into budgetary restrictions and political will to allocate funds. Statistical surveys and data were reviewed to determine how overcrowding and understaffing negatively affect administrative capacity and prisoners’ mental and physical well-being. South Carolina, like many southern states, spent fifteen years avoiding complete compliance with the 1954 Brown v. Board of Education of Topeka ruling to desegregate schools. Despite the statewide attempts to keep schools segregated, some South Carolina school districts slowly made strides to integrate with little resistance. By the mid 1960s, the Clover School District, even with trepidation, began to integrate its schools. These efforts to give African American students equal access often came at a cost. The process of integration often involved diminishing the value and very presence of traditionally all-black public schools.

Although discourse over Hawaiian statehood has increasingly been described by scholars as a racial conflict between Japanese Americans and Native Hawaiians, there existed a broad spectrum of interactions between the two groups. Both communities were forced to confront the prejudices they had against each other while recognizing their shared experiences with discrimination, creating a paradoxical political culture of competition and solidarity up until the conclusion of World War Two.
