A Protectorate Divided: The Otjimbingue Petition And Settler Contestations Of Railway Construction In German Southwest Africa, 1897–1902, Marta Millar

Publications and Research

Supporters of the State Railway in German Southwest Africa heralded its construction as ‘the dawn of a new era for the protectorate’ (Windhoeker Anzeiger, 27 October 1898). While railways did enable the expansion of colonial communities, not all settlers wrote as optimistically about this change as did the Anzeiger’s editor. Between 1897 and 1902, familial correspondence and debates in the protectorate’s first newspaper, the Windhoeker Anzeiger, reveal how various settlers negotiated the railroad’s transformative impact on colonial society and their everyday lives. Opposition voices argued that the railroad would harm the fragile colonial economy, serving only …

The current study investigates the relationship between noun classes and plant folk taxonomy in Chasu (G 22). The study focuses on two objectives: the first objective is to describe the plant folk taxonomy in Chasu and the second objective is to determine the relationship between noun classes and plant folk taxonomy in Chasu. Data were collected from rural villages in Same and Mwanga districts by using free listing, field interviews (jungle-walk-and-identify), and written texts containing Chasu plant names. The findings reveal that Chasu folk taxonomy reflects different ethnobotanical categories; including a unique beginner which is mmea/mimea ‘plant(s)’, and three life …

Rwanda’s foreign policy is still greatly influenced by the 1994 Genocide against the Tutsi, commonly referred to as the Rwanda Genocide. Despite the genocidal massacres ending over thirty years ago, the Rwandan government still perceives its continued threat. Despite tangible threats to the state, such as the Democratic Forces for the Liberation of Rwanda (FDLR) decline, the concern of the genocide’s lasting ideology and denial still concerns Rwandan policymakers responsible for the nation’s foreign policy and remembrance. This research relies on in-depth fieldwork with various Rwandan government agencies responsible for crafting state security, foreign policy, and anti-genocide policies. It examines …

This project aims to compare the ideological and structural colonial legacies that created the tensions for genocide to occur in Timor-Leste and Rwanda. It also aims to understand how these colonial legacies inhibited the international community's response and exacerbated the genocides. The genocide in Timor-Leste occurred from 1975 to 2002 and was perpetrated by the Indonesian government against the native Timorese population. The genocide in Rwanda occurred from April to July of 1994 and was perpetrated by the Hutu majority against the Tutsi minority. This research seeks to analyze and understand the approach and treatment of victims of sexual assaults stories and accounts using case studies of the Holocaust and the Rwandan genocide. Research was conducted by collecting and reading first-hand accounts of survivors and their experiences of sexual assault, then analyzing the historical response following the events. The two case studies are synthesized and compared in this project to understand which attributes of political and social policy effected the reception of stories of victims and witnesses of rape and assault. The recent and ongoing genocidal war in Tigray, Ethiopia, has witnessed the destruction and looting of countless historical religious sites, ancient manuscripts, and artifacts, leaving Tigray’s remaining cultural heritage extremely vulnerable. Such cultural loss erases a shared understanding across generations, robbing them of their history and identity. My work contributes to the safeguarding of Tigray’s cultural heritage and collective memory, informed by literature on cultural preservation efforts in post-war societies, and a series of interviews with Tigrayans in the diaspora and in Ethiopia.

The Rwandan Genocide represents a glaring failure of the global community to provide humanitarian protection to targets of ethnic violence and slaughter. The complete indifference displayed by the United Nations provided extremist Hutu leaders with an environment for killing without a threat of foreign intervention. Calls by the leader of the United Nations Assistance Mission for Rwanda (UNAMIR), Roméo Dallaire to reinforce the mission both before and during the slaughter fell upon deaf ears as UN leaders attempted to justify their inaction. On August 13th 2004, 166 people were killed and 106 were wounded at the UN’s Gatumba refugee camp in Burundi. Nearly all the victims were members of the Banyamulenge community, a Congolese Tutsi ethnic group who were deliberately targeted in the attack. The massacre was carried out by the Forces Nationales pour la Liberation (FNL), a Hutu supremacist rebel group fighting in Burundi’s civil war. Understanding the Gatumba Massacre requires understanding what forced those Banyamulenge refugees to flee their homes in the Democratic Republic of the Congo (DRC), and why the FNL targeted them. The genocide of the Herero tribe in German Southwest Africa illuminates the horrors of colonialism broadly and of German settler colonialism more specifically. I contend that the perpetrators of this event can be separated into two broad subgroups, the Old Africans and the Metropole Soldiers, distinguished by their intentions, exploitative and exterminatory respectively, concerning the indigenous tribes. Those intentions were formed over varying lengths of time but are the result of either firsthand experience with the racial hierarchy in the colony or relying on information and misinformation relayed to the metropole. During Burundi's 1993-2005 civil war, students at Buta Minor Seminary were ordered at gunpoint to separate by ethnicity—Hutus over here, Tutsis over there! They chose instead to join hands and affirm their common identity as children of God. The forty students killed were quickly proclaimed martyrs of fraternity. Their costly solidarity defused the cry for reprisals and continues to inspire Burundians and others on the path of reconciliation.
