Richard Tarrence was born in Cleveland, Ohio, in 1945, the second-oldest of seven siblings. His parents moved to Ohio from the South in the 1930s; his maternal grandfather was a bishop in the AME church, and his paternal grandfather was a sharecropper. He was drafted in 1965 and spent four years in the Air Force, including time in Vietnam. He married his ex-wife, Loretta Wilson, who was from Maine, and they moved to Portland in 1975. He completed a degree in Criminal Justice at USM in 1979, and spent twenty-two years working for Allstate Insurance. …

The present-day MEGA, which began in the early 1970's, was a second attempt at a complete edition. The first one, in the Soviet Union in the 1920's and 1930's, did not get very far primarily because many collaborators fell victim to repression by Stalin. The article describes art as a tool for activism rather than simply a form of expression. The article argues that art can be used against corporization and terrorism. The author discusses the ethical use of hacking (hacktivism) to shake up established belief structures, further preparing society for future structures and their imprint on daily life. The similarities and differences between art, activism, vandalism, & terrorism are discussed with the examples of the Seattle Protests; specifically the rhizomatic strategies described by Deleuze & Guttari and utilized by the ‘Black Bloc’ protestors. After graduating from the University of Pennsylvania in 1954, Ted went on to receive his Ph.D. at Bryn Mawr in 1962. He then taught at Phillips Academy, the University of Delaware, St. Stephen's School in Rome (where the library is named in his honor), the Johns Hopkins University, and Catholic University, Dr. Carter's life came full circle when he returned to Philadelphia in 1980. There he became the Librarian of the American Philosophical Society and began teaching at Penn.
