Almost with the beginning of the fratricidal conflict of 1861-1865 far-seeing politicians and interested economic groups from the North began an economic invasion of the South. First, a Confiscation Act made all property used in support of the rebellion subject to seizure by the federal government. Later in 1861, despite Abraham Lincoln’s questioning of its constitutionality, Congress passed a second Confiscation Act which made the property of all Confederate officials subject to immediate confiscation by Union officials.

While the search for documentary evidence and the writing of articles and monographs on the history of Florida finds continued and increasing interest, the locations in Florida at which historic events occurred often lie neglected and all but forgotten. Such was the case of Fort Gadsden, a monument to the War of 1812 and to Andrew Jackson’s military forays into Spanish Florida. Recently, however, the United States Forest Service became interested in preserving and marking this structure as a historic site, and asked for the cooperation of the Florida Park Service in undertaking the background study necessary in such a …

Through the indefatigable efforts of Jose A. Huau and Alphonso Fritot, Jacksonville was an active center of filibustering to Cuba in the years 1895-98. Huau was important for his local influence, and his store on the corner of Bay and Main streets served as the clearing house for negotiations of the filibusterers. It seems now that it would have been all but impossible for the revolutionaries to be successful had they not had the aid of Fritot, for he was the joint agent of all the railroads running into Jacksonville. 1 He had the power of being able to secure …

Local histories are the foundation stones of State history. Florida, which is far behind its neighbors in the knowledge of its history, is beginning to catch up. A number of local and regional associations are organized, and some are collecting and preserving the historical material of their areas. Miami, Jacksonville, Pensacola, St. Petersburg, Palm Beach, the Manatee region, and others have collections. An important recent addition is the Tampa area with its Hillsborough County Historical Commission. As the plantation regime expanded in territorial Florida and the Negro population became more numerous it became necessary that the slave system should be supported by statutory law. The purpose of the law was primarily to control the slave through a strict regulation of the system, and only incidentally to give him protection from ill usage. In 1828 the Legislative Council laid the legal basis for future legislation concerning Negro slaves by the passage of an act which stated that “slaves shall be deemed, held, and taken as personal property for every purpose whatever." Probably there were none as surprised or as pleased as were Florida’s four delegates to the National Farmers’ Alliance Convention when it was decided that the 1890 meeting of the National Alliance Supreme Council would be held in Jacksonville. Politically a part of the “solid South”, and with a population of only a few thousand, it seemed scarcely possible that frontier Florida would be chosen, nor could it well play host to any national organization, even one as politically adolescent as was the National Farmers’ Alliance in 1889. In the early days of the territorial period, politics in Florida were largely of a personal nature as certain men of wealth and education became the natural leaders of the political life on the frontier. When Florida became a United States territory there was nominally only one political party, and political lines nationally were in a state of flux. Consequently, while the settlers of Florida usually came with definite political ideas, they were not tied to a party nor did they bring readymade ideas of party with them.

Second in the list of governors of Spanish Florida stands the name of one Hernando de Miranda. An almost unknown figure, he was for two years King Philip II’s adelantado, captain-general, and governor for the royal provinces of Florida. Following the rule of the first governor, the famous and able commander, Pedro Menendez de Aviles, Miranda’s brief administration (1575 to 1577) occurred at a time when Florida, having been made secure against the French, was settling down into the two centuries of the relatively obscure first Spanish colonial period. Negro slavery existed in Florida long before it became American territory and the Negro began to play his part in the drama of Florida history at a very early date. If we are to credit the narrative of Cabeca De-Vaca, as translated by Buckingham Smith, at least two Negroes accompanied the Narvaez expedition to Florida in 1528, though no mention is made as to whether they were slave or free. One of these Negroes was among the few survivors of this ill-fated expedition who finally reached Mexico. A few Negro slaves accompanied the great expedition of Hernando DeSoto when it …

The governments of many states provide homes for and give other aid to their State historical societies. At the annual meeting of the Society in 1947 the question of asking for space in some State owned building in Tallahassee was discussed and a resolution was adopted requesting the Society’s Legislative Committee to draft such a bill and endeavor to secure its passage, but no agreement was to be made that the Society would accept the space that might be offered.
