This article provides background and context for regional trends and historic agreements focused on the Nile River Basin, offers a comprehensive assessment of security challenges, and presents focus areas for future investment and cooperation. The policy recommendations will serve American interests better and improve agricultural practices in the region. Without a marked alteration of existing aid from Western countries, the water scarcity situation will continue without significantly producing the required infrastructure improvements.

The US Army War College Quarterly: Parameters
This Canadian contribution to Parameters’ Strategic Lieutenant series shows how domestic context creates the conditions for professional military education reform to a greater extent than the global strategic context. The article assesses the junior officer education delivered by Canada’s military colleges and analyzes interviews with key stakeholders responsible for the formulation and implementation of reform at the military colleges.

The US Army War College Quarterly: Parameters
While propaganda and disinformation have been used to destabilize opposing forces throughout history, the US military remains unprepared for the way these methods have been adapted to the Internet era. This article explores the modern history of disinformation campaigns and the current state of US military readiness in the face of campaigns from near-peer competitors and proposes education as the best way to prepare US servicemembers to defend against such campaigns.

This essay aims to debate the evidence of an ethical-reparative function for literature and literary studies today. Therefore, it is divided into two fundamental moments, two argumentative channels that, without a totalizing intention, point out the general perspective of the current, changing, stuation. On the one hand, the literature of the 20th century is presented through the image of a supposed negativity or radical intransitivity, capable of “undoing the work” in its “aesthetics of suppression.” On the other hand, from an introductory debate around some of the places of transitivity envisioned for literature at the beginning of the 21th century, …

In Germany, multiculturalism and “leading culture” (Leitkultur) are a pair of closely connected but opposite concepts. Multiculturalism has been accused of being the main reason why culture loses its core cohesion. Despite the persistence of calls for a leading culture in Germany in recent years, many scholars argue that the concept is also problematic. A monopolistic leading culture may be hard to realize in an already pluralistic Europe. I argue that the choice between the two reflects the dilemma of the establishment of German cultural identity. This article compares the ways in which two scholars, the anthropologist Kate Crehan and the philosopher Diego Fusaro, analyze Gramsci’s thought, verifying its current relevance and effectiveness in interpreting populism. In Crehan’s recent Gramscian studies the categories of senso comune and buon senso become crucial. Crehan utilizes categories such as “culture” and senso comune to explain both the Tea Party experience and Donald Trump’s election. Fusaro, on the contrary, is an Italian public intellectual who declares himself a sovereignist and who often includes, among the theoretical references of Italian contemporary sovereignism, the author of Quaderni del carcere. This paper explores the emergence of and policies and practices underpinning ‘social enterprise’ in Britain: that is, the concept that businesses could provide social services and benefits while returning profits to those who have invested in them. This paper argues that, in Britain, the concept was massaged into existence and adopted as a business and policy model at a particular historical juncture, in the later 1990s and early 2000s. The process involved a careful interweaving of linguistic maneuvers with financial calculations both at the level of specific businesses and at that of political regimes. This article presents the Small Glossary of Anti-intellectualism, where the most common rhetorical strategies and themes of contemporary academic anti-intellectualism are commented on. Anti-intellectualism is as old as intellectual life itself. However, its contemporary version is historically and sociologically rooted in the very structure of modern culture industry. It is a manifestation of a now universal pseudo-culture (Halbbildung) which, according to Adorno, has become the “dominant form of contemporary consciousness.” Arthur Schlesinger said that anti-intellectualism has long been the anti-Semitism of the businessman; today, anti-intellectualism is certainly the antisemitism of several social and political groups, including academia …

This essay examines variants of what I refer to as “visual diaries” – or thinking through images and written or oral language – as important “worldmaking” exercises, essential for students of color, women, sexual minorities, or other marginalized subjects. I provide my reflections on assigning this dynamic and student-centered, practice-based assignment in my contemporary art courses at a Hispanic-serving institution (HSI) of higher education and a summer art residency program unaffiliated with a university. This essay considers the social justice benefits of adopting OERs in an introductory art history survey course. Following the events of the COVID-19 pandemic, instructors have needed to reevaluate pedagogical approaches and teaching materials. Coupled with this present need to foster accessible and flexible courses, for decades art historians have observed the overrepresentation of white Western art and subsequent marginalization of global art in survey textbooks. Centering the need for a social justice-oriented pedagogy that recognizes global contributions to art history, I first reflect on the potential to adapt open educational resources (OERs) to disrupt status quo narratives that privilege …
