Comparing Redistricting Outcomes Across States: A Comparison Of Commission, Court, And Legislative Plans, Jonathan Winburn

Commonwealth Review of Political Science

The question of redistricting reform has become an important topic in many states throughout the country. At the heart of the matter is how to effectively deal with the perceived detrimental effects of allowing legislators control over selecting their own constituencies. The most common prescription is to remove legislative influence by handing over control to nonpolitical or bipartisan commissions. However, little empirical evidence exists comparing the outcomes of commission plans versus legislative plans. In this paper, I address this question by examining the role of commissions throughout the states. I argue an important aspect to limiting the problems of redistricting …

This paper looks critically at several of the principal arguments employed for and against the continued use of the Electoral College, as opposed to a system of direct popular vote. The Electoral College does not merely diverge from our common American practices of direct popular vote, but it does so in ways that primarily benefit some states at the expense of others. While federalism clearly has desirable features for the United States, and a two­ party system may be desirable, neither is threatened by the removal of the Electoral College. This article examines a series of four direct elections and their impact in a poorly governed Chinese village near Beijing. Based on the problems exposed in the elections and governance, it identifies the main contradiction in the village to be that of economic justice between villagers on one side, and the old and elected officials, and village toughs and predatory entrepreneurs, on the other. Ted Hughes served as English Poet Laureate from 1984 until his death in 1998. In an insightful interview in 1970, Hughes said he connected ‘inwardly’¹ to William Blake and Ludwig van Beethoven and that if he ‘could dig to the bottom’ of his ‘strata, maybe their names and works would be the deepest traces’.² Blake and Beethoven lived and worked at a pivotal moment in history as the Romantic Movement emerged in the late 18th century. Beginning with the United Nations Convention on the Prevention and Punishment of the Crimes of Genocide in 1948, the author will highlight the lives of Raphael Lemkin and Senator William Proxmire in their personal crusades for U.S. ratification of the genocide ban. Culminating in a case study of the genocide in Sudan, the U.S. foreign policy towards genocide will be evaluated and charted through its evolution since 1948, through to ratification, and then at its applications in Cambodia, Iraq, Bosnia, Rwanda, and Sudan. In 1961, Walnut Grove manor, an Upcountry South Carolina plantation house built around 1765, was donated to the Spartanburg County Historical Association (SCHA) for preservation and rehabilitation as a museum. James E. 'Buck' Buchanan worked as the plantation's director from 1961 until his death in 1974. Buchanan, with a background as an artist, curated Walnut Grove in a way that reflected his experience as a painter and store-front exhibit designer as well as his interest in the story of early Upcountry South Carolina settlers. Both E. coli ClpA and E. coli ClpB belong to the Clp/Hsp100 chaperone family. They share many common features, such as the same conserved motifs (Walker A, Walker B, Arginine finger, Pore loop, etc.), hexameric ring-shaped structure, and double nucleotide binding domains. ClpA and ClpB are closely related to each other. However, they participate in different protein quality control pathways. ClpA regulates cellular functions by either associating with ClpP to form the ClpAP complex (an ATP-dependant protease) to degrade unwanted polypeptides or remodeling inactive proteins to their biological active forms. Opportunistic fungus Aspergillus fumigatus can cause a wide range of disorders depending on the immunological state of the host. In individuals lacking a robust innate immune response, invasive aspergillosis (IA) within the lungs can occur. In contrast, patients with a hyperreactive immune response can develop an allergic disorder called Allergic Bronchopulmonary Aspergillosis (ABPA). Using mouse models, we investigated contributing factors of host defense in IA and fungal asthma induced by Aspergillus fumigatus. The connection between fungi and the development of allergic disease has long been of interest. Previously, we have shown that beta-glucan receptor, dectin-1, is required for clearance during …

"Scientificity" and appeals to political independence are invaluable tools when institutions such as the American School of Classical Studies at Athens attempt to maintain professional autonomy. Nonetheless, the cooperation of scientists and scholars with the Office of Strategic Services (OSS), among them archaeologists affiliated with the American School, suggests a constitutive affinity between political and cultural leadership. This relationship is here mapped in historical terms, while, at the same time, sociological categorizations of knowledge and its employment are used in order to situate archaeologists in their broader social and political context and to evaluate their work not merely as agents …

This article proposes a reflection on the importance of spelling for the speaker in his own native language and in learning a foreign language by a non-native speaker. First, from a cognitive perspective, the difficulties encountered by a foreign learner in the processing of spelling in both the following ways: phonological and orthographic are examined. Further, it is studied how the literal orthography and the phraseology affect the meaning of the text. Likewise, the relevance that these mistakes bring in the sociocultural field is analyzed. Richard McGuire’s groundbreaking short comic “Here” (1989) revolutionized storytelling possibilities in comics. It may be used within a short story unit to demonstrate familiar elements of fiction, including setting, plot, and character. Moreover, its inventive use of panels within panels to juxtapose past, present, and future can serve as a model for students’ visual rendering of multiple points in time within a single location.

The installation stillNoticing contains ceramic still lifes and drawings that illustrate and bring permanence to ephemeral and fleeting moments. The work is an attempt to share my experience of being captivated by the phenomenon of light affecting the perception of objects and spaces. These moments are often found in familiar spaces, with familiar objects. Each work addresses a particular type of looking: one in which the act of noticing an object transforming from one moment to the next becomes a silent, almost meditative experience.

This study focuses on Charlemagne’s conquest of Saxony in the late eighth and early ninth centuries and the policies of forced conversion he espoused in his attempts to bring the peoples of these territories to the Christian religion. Often remarked upon is the Carolingian king’s prescription of the death penalty for failure to be baptized, but this development was a logical consequence of contemporary ideology with regard to missionizing. I employ the letters of contemporaries, historical annals, and hagiographical sources to examine how the use of force in missionizing was viewed in this period, and I argue that with regard …

This thesis discusses the inspiration, creation and performance of Jenny Ballard’s one-woman show, Behind the Vote, which was the other half of the thesis requirement in order to complete the Master of Fine Arts program in Theatre Performance. Behind the Vote examines the importance and meaning of voting, both during the women’s suffrage movement and in the present, as seen through the eyes of three contemporary women, Susan B. The Kemp’s ridley (Lepidochelys kempii) sea turtle neared extinction during the mid-1980s, but due to intense conservation efforts its population is now gradually recovering. Hatchling sex ratios and natural predation on nests and hatchlings have been monitored at Rancho Nuevo, Mexico to optimize this species’ recovery. Sand and nest temperatures were evaluated for the 2009 - 2012 nesting seasons in the egg corrals and on the nesting beach. Temperatures were cool during the start of the nesting seasons (i.e. below pivotal temperature), and gradually rose and were at or above pivotal temperatures by mid–May. Temperatures remained warm for the remainder …

SA is a vital signaling molecule responsible for activation of plant defenses against various pathogen infections. Pathogen detection activates salicylic acid (SA) biosynthesis which is paramount to local and systemic acquired resistance in addition to pathogenesis-related (PR) protein accumulation. Recently, NPR1, NPR3 and NPR4 were identified as SA binding proteins and signal transducers; however, conflicting results have been obtained concerning the nature of NPR1 as a SA receptor. These, and other, SA signaling pathways are often heavily influenced by phytohormone crosstalk, whether by inhibiting or potentiating effects. Forestry management activities can influence hydrologic regimes of intermittent streams which can influence the macroinvertebrate community of these streams. To test the effects of various harvesting and intercropping techniques, five small watersheds (0.08-0.25 km2) in Greene County, AL have been monitored before and after various treatments. Modified rapid bioassesment protocols were used to sample each stream every two weeks prior to treatments and once a month following treatments. In an effort to capture the full seasonality of these intermittent streams, samples were collected for a full year following the first sampling date. Asset-based citizen development provides a comprehensive theoretical framework for the development of individual assets through a methodological process that incorporates asset-based community development theory, organizational knowledge management practices, and human resource accounting principles.
