The prohibition act, which was set into motion by the enactment of the Volstead Law to enforce the Eighteenth Amendment of the Constitution, is a form of legislation which attempts to direct the morals of the people. In this it is unique, for it either imposes restrictions upon unwilling minorities by a majority or vice versa.
