For Us, By Us: A Digital Ethnographic Exploration Of Black Podcasts, Intimacy, & Sexual Pleasure, Dominique C. Dillard
For Us, By Us: A Digital Ethnographic Exploration Of Black Podcasts, Intimacy, & Sexual Pleasure, Dominique C. Dillard
LSU Doctoral Dissertations
Sociological literature written about Black folks interprets their sexual behavior as unhealthy, risky, and non-normative. Black people are seldom acknowledged as humans, so it is not surprising to discover a discourse that does not portray them as sexual subjects. Studies examining Black sexual subjectivity through white and colorblind ideologies dominate the discussion, reproducing racist discourse historically ascribed to Black bodies. Guided by Audre Lorde’s concept of erotic as power, I document an alternative epistemology about Black sexuality. I argue the construction of Black sexuality must focus on sexual selfhood to grasp how this population conceptualizes and makes sense of their …
Let Us Break Bread Together: A Historical Analysis Of African American Chefs’ Influence On American Gastronomy, Danielle S. King
Let Us Break Bread Together: A Historical Analysis Of African American Chefs’ Influence On American Gastronomy, Danielle S. King
Capstone Collection
This Capstone project examines the historical impact of African American chefs on American gastronomy, highlighting their substantial contributions to the nation's culinary heritage from 1619 to 2024. By employing Jessica B. Harris's book High on the Hog as a foundation, the research identifies a critical gap in existing study abroad programs: the Black diaspora within the United States. The proposed four-week educational program aims to immerse participants in African American culinary heritage across four culturally rich cities: Charleston, South Carolina; New Orleans, Louisiana; Chicago, Illinois, and Oakland, California. With a community cultural wealth framework, the program integrates historical research, hands-on …
Review Of Averting The Digital Dark Age: The Future Of Digital Literary Heritage, Rebecca L. Hastings
Review Of Averting The Digital Dark Age: The Future Of Digital Literary Heritage, Rebecca L. Hastings
Journal of Contemporary Archival Studies
In Averting the Digital Dark Age: How Archivists, Librarians, and Technologists Built the Web a Memory, Ian Milligan explores the efforts of technologists and information professionals to develop means of preserving information shared on the World Wide Web. The web lacks a built-in archiving function, raising fears of a “digital dark age,” an unprecedented gap in the historical record as information sharing via the web increases. Milligan tracks the development of web preservation debates and activities from the anxiety and turmoil of the early to mid-1990s to the coming of age of web preservation in the wake of the …
Everyday Life In The U.S.: An Intersectional Approach To A North Korean Refugee Woman’S Identities, And Experiences, Lyounghee Kim
Everyday Life In The U.S.: An Intersectional Approach To A North Korean Refugee Woman’S Identities, And Experiences, Lyounghee Kim
Communication ETDs
This dissertation examines everyday experiences of a North Korean refugee woman in the U.S., centering her narratives as sites of critique, resistance, and meaning-making. Grounded in Critical Refugee Studies, Asian American Studies, and Critical Intercultural Communication and framed by intersectionality, it explores how interlocking structures of power shape and are shaped by her life. Rather than focusing solely on trauma or assimilation, this study highlights her digital storytelling, faith, and mutual aid practices as acts of survival, dignity, and moral agency. Using a qualitative, narrative inquiry approach grounded in critical reflexivity, it thematically analyzes her stories to reveal how she …
Ethnicizing Europe: Hate And Violence After Versailles, Éva Kovács, Raul Cârstocea, Gábor Egry
Ethnicizing Europe: Hate And Violence After Versailles, Éva Kovács, Raul Cârstocea, Gábor Egry
Central European Studies
Ethnicizing Europe focuses on the dynamics of interethnic violence in Europe between the two world wars. The new international system that was enshrined by the Versailles peace treaties after World War I did not bring stability to East-Central Europe. Rather, it resulted in a host of conditions like self-determination, international oversight, revolutionary political ideas, and democratic processes, which eventually gave new meaning to already established conflicts, as well as igniting new conflicts in the region. This book opens with a discussion of the theoretical scholarship on ethnicity before proceeding to specific case studies investigating the different ways in which ethnicity …
Shoham: A Byzantine-Period Farmhouse (Monastery?) / שוהם: בית אחוזה (מנזר?) מן התקופה הביזנטית, Israel Kornfeld, Ayelet Dayan
Shoham: A Byzantine-Period Farmhouse (Monastery?) / שוהם: בית אחוזה (מנזר?) מן התקופה הביזנטית, Israel Kornfeld, Ayelet Dayan
Qadum: Journal of Excavation Reports from Israel
Two salvage excavation seasons conducted in the center of the Ḥamanyot neighborhood in Shoham uncovered the remains of a large building, adjacent tombs, a complex winepress and several additional agricultural installations, all dating to the Byzantine and Early Islamic periods (sixth–eighth centuries CE). The building can be identified as either a large farmhouse or a monastery. Its solid walls, agricultural installations and small finds—such as fragments of glass windows, a marble chancel-screen column and a marble table leg likely from an offering table—all indicate the presence of a church at the site, supporting the interpretation that the building functioned as …
Intelligence Reform At 20: How Joint Military Intelligence Lost Its Groove And How To Get It Back, Laura J. Coco-Hampton, Karalee G. Picard
Intelligence Reform At 20: How Joint Military Intelligence Lost Its Groove And How To Get It Back, Laura J. Coco-Hampton, Karalee G. Picard
Joint Force Quarterly
On the 20-year anniversary of the Intelligence Reform and Terrorist Prevention Act (IRTPA), two DIA officers examine the impact of analytic tradecraft reforms and the over-emphasis on intelligence analyst skills over intelligence product outputs, particularly to the Joint Force. As a result, a large number of intelligence analysts no longer speak the same language as the Joint Force, instead adhering exclusively to analytic tradecraft and processes developed independent from joint doctrine warfighter support requirements. This paper aims to identify and outline structural reasons behind key gaps in intelligence analytic support to the Joint Force and also to recommend changes to …
The Insurgent’S Dilemma: A Struggle To Prevail, David E. Spencer
The Insurgent’S Dilemma: A Struggle To Prevail, David E. Spencer
Joint Force Quarterly
David E. Spencer’s review of The Insurgent’s Dilemma highlights David Ucko’s nuanced analysis of the strategic challenges insurgent movements face in balancing military efficacy with political legitimacy. Drawing on his expertise in Latin American insurgency, particularly the FARC, Spencer uses Ucko’s framework to explain why some insurgent groups, like the FARC, failed to adapt to post-Cold War conditions, while others, like the Zapatistas, successfully evolved ideologically, locally, and institutionally. Ucko argues that modern insurgencies must navigate complex trade-offs between violence and popular support, especially as traditional strategies become obsolete. The book offers critical insights into how both insurgents and counterinsurgents …

Space Warfare: Strategy, Principles And Policy, 2nd Ed., Todd W. Pennington, Emmy Kanarowski
Joint Force Quarterly
The second edition of Space Warfare by John J. Klein offers a timely and comprehensive update to a foundational text in spacepower strategy. Reviewed by Pennington and Kanarowski, this expanded volume deepens Klein’s signature analogies between maritime and space domains while addressing the significant geopolitical, doctrinal, and legal changes that have reshaped military space operations since the book’s original release in 2006. Notable additions include new chapters on space-based offensive and defensive platforms, “Guardian Angels” and “Celestial Demons,” and a thought-provoking call for a future Space National Guard. While some proposals are forward-looking, Klein’s work remains grounded in strategic theory, …

Featuring insights from leading defense thinkers, including retired Lieutenant General Jack Shanahan and defense neuroscientist James Giordano, the volume delves into the ethical, operational, and strategic dimensions of …
The Long Pivot: The Development Of The Joint Warfighting Concept, Wilson C. Blythe Jr.
The Long Pivot: The Development Of The Joint Warfighting Concept, Wilson C. Blythe Jr.
Joint Force Quarterly
Military strategy evolves in response to global threats and technological advancements. This article examines the development of the Joint Warfighting Concept, a pivotal shift in U.S. military thinking towards confronting peer adversaries. The concept emerged from a process of reorienting the Department of Defense away from counterinsurgency operations and towards potential conflicts with modernized Russian and Chinese forces. Initially hindered by a lack of urgency, efforts to address this strategic shift gained momentum through initiatives like the Third Offset Strategy and subsequent national security documents. The Joint Warfighting Concept provides a unified vision for future warfare, guiding force modernization and …

A Conditions-Based Look At A Cyber Force, Shiraz Khan
Joint Force Quarterly
As global competition in the cybersphere increases, questions about the United States’ capability in the cybersphere also increase. This paper examines the current conditions surrounding the discussion of U.S. cyber capability and determines if the conditions surrounding the discussion that led to the creation of The United States Air Force and The United States Space Force exist for the cyber conditions today.
Using the process model used in Bruno Dyck and Frederick Starke’s “The Formation of Breakaway Organizations: Observations and a Process Model” this paper analyzes the stages and triggers that led to new organizations breaking away from their parent …
Revive: Getting Medical Supplies And Expertise Right In Distributed Maritime Operations, Seth Reini, Jonathan J. Haase
Revive: Getting Medical Supplies And Expertise Right In Distributed Maritime Operations, Seth Reini, Jonathan J. Haase
Joint Force Quarterly
In recent conflicts, military medical providers have set impressive records for battlefield care, setting a “golden hour” precedent. In a conflict with the People's Republic of China, however, the “golden hour” aspiration will be severely challenged if not untenable. Here, the paradigm will be Distributed Maritime Operations, air superiority will be challenged, and vast distances exist between treatment locations. With patients potentially being held for hours or days, updated medical treatment strategies, logistics methodologies, and transport capabilities will be necessary. This paper focuses on leveraging Military Sealift Command platforms for multi-mission usage by transporting medical supplies to Navy ships in …
Increasing Operational Access: A Strategy For The Western Pacific, Shaun F. Callahan
Increasing Operational Access: A Strategy For The Western Pacific, Shaun F. Callahan
Joint Force Quarterly
This article presents a comprehensive argument for why the United States must enhance its military and strategic mobility in the Western Pacific to counter the People’s Republic of China’s (PRC) growing regional assertiveness. The article contends that maintaining a Free and Open Indo-Pacific requires a whole-of-government approach to operational access, blending diplomatic outreach, economic engagement, strategic communication, and military posture. Current U.S. basing and access agreements, rooted in Cold War dynamics, no longer suffice for effective power projection in today’s contested environment. To enable integrated deterrence and flexible crisis response, the United States must expand distributed access points, deepen partnerships, …

Joint Force Quarterly
This article explores a first-of-its-kind tabletop exercise designed to expose U.S. military and national security professionals to the real-world challenges of using AI tools like deepfake detectors in high-stakes decisionmaking. Set in a fictional scenario involving a flawed AI system, participants confronted algorithmic bias, technical uncertainty, and ethical dilemmas, revealing how AI limitations can erode trust in intelligence products. Drawing from student and faculty reflections, the article highlights the importance of preparing future leaders to scrutinize and manage AI performance failures not only as technical bugs but as complex, systemic issues with social and operational consequences. The exercise underscored the …
The Philosophical Foundations Of The Civil-Military Relationship, John Mark Mattox
The Philosophical Foundations Of The Civil-Military Relationship, John Mark Mattox
Joint Force Quarterly
This article reexamines civil-military relations through a philosophical lens, arguing that they are far more complex than simple military subordination to civilian authority. Drawing on foundational models from Hobbes, Plato, medieval Christendom, and Clausewitz, it reveals a recurring tripartite structure of society: rulers, warriors, and citizens bound together by mutual responsibility and moral obligation. From Plato’s emphasis on virtue and justice to Clausewitz’s "paradoxical trinity" of people, military, and government, the article shows that the strength of any state depends on trust and collaboration among all three. True civil-military relations, it concludes, must be understood as a dynamic moral partnership …
Building Strategic Lethality: Special Operations Models For Joint Force Learning And Leader Development, Spencer B. Meredith Iii
Building Strategic Lethality: Special Operations Models For Joint Force Learning And Leader Development, Spencer B. Meredith Iii
Joint Force Quarterly
This article examines how U.S. Joint Special Operations Forces (SOF), particularly through SAG-U and CJSOTF-10, have rapidly adapted to support Ukraine amid Russia’s full-scale invasion, offering a model for future joint force innovation. SAG-U emerged as a key logistics and coordination hub, integrating NATO and interagency partners to manage complex, high-stakes supply chains. Meanwhile, CJSOTF-10 and its subordinate SOTF-10.1 shifted from traditional training and advising roles to rapid tactical adaptation, virtual assistance, and technological integration to meet evolving battlefield demands. The creation of the Remote Advise and Assist Cell (RAAC) illustrates how remote support and real-time data can bridge operational …
From High Seas To Highlands: Framing U.S. Defense Strategy With Southeast Asia’S Geography, Caitlin P. Irby
From High Seas To Highlands: Framing U.S. Defense Strategy With Southeast Asia’S Geography, Caitlin P. Irby
Joint Force Quarterly
The 2022 United States National Security Strategy prioritized competing with China and this focus seems likely to continue with the new administration.[i] Southeast Asia’s growing economic relevance and proximity to China mean that the US can secure significant gains on numerous goals by focusing on this region. To support developing an appropriate strategy, this paper identifies what features make Southeast Asia relevant to the US, potential flashpoints for conflict, and outlines the characteristics of a potential conflict. With this information the author then proposes specific steps to ensure that the United States military maintains the capability to protect US …
Rightsizing The Pla Air Force: Revisiting An Analytic Framework, Lauren Edson, Phillip C. Saunders
Rightsizing The Pla Air Force: Revisiting An Analytic Framework, Lauren Edson, Phillip C. Saunders
Joint Force Quarterly
This article evaluates the modernization of the People’s Liberation Army Air Force (PLAAF) from 2007 to 2025 using the Saunders-Quam framework, which identifies four core trade-offs: changes in roles and missions, domestic versus foreign procurement, high-tech versus low-tech systems, and combat versus support aircraft. While the framework remains a useful analytical tool, it underestimated the Chinese Communist Party’s willingness to fund expensive modernization efforts and the rapid advancements in China’s defense industrial base. The article identifies key factors missing from the original framework such as doctrinal shifts, increased emphasis on counterintervention, maritime expansion, and the rise of unmanned systems. It …
Is Mobilization A Major Question?, Evan J. Ward
Is Mobilization A Major Question?, Evan J. Ward
Joint Force Quarterly
The combination of the Supreme Court’s new Major Questions doctrine and its decision in Loper Bright v. Raimondo threatens to hobble the Executive Branch’s ability to effect a major mobilization under the Defense Production Act. The Defense Production Act followed the War Powers Acts of WWII to consolidate and update the presidential powers that were so famously marshaled to mobilize the arsenal of democracy. The Department of Defense has long planned to rely on Defense Production Act authority to mobilize should the need arise, but the risk of litigation brought about by new legal developments means that the authorities the …

“Plus Ça Change, Plus C’Est La Même Chose”: The Ongoing Decolonisation’S Mechanic Inside The Franc Zone, Gerard Emmanuel Kamdem Kamga
Journal of African Policy Studies
This paper examines the persistent neocolonial dynamics within the Franc Zone, encapsulated by the adage “plus ça change, plus c’est la même chose” (the more things change, the more they stay the same). Despite nominal independence in the 1960s achieved by countries colonized by France, the analysis reveals how France maintains significant control through the Franc Zone and the “Françafrique” system. The Franc Zone, encompassing fifteen African states using the CFA Franc and Comoros Franc, functions under principles ensuring French dominance and the enslavement of these countries: fixed exchange rates pegged to the Euro, mandatory centralization of a large portion …

Unfinished Business: An Analysis Of The Permanent Forum On People Of African Descent, Satang Nabaneh
Journal of African Policy Studies
Communities of African descent worldwide experience persistent structural discrimination, manifested in poverty, underdevelopment, marginalization, social exclusion, and economic disparities. The historical crimes of enslavement, the transatlantic trade of enslaved Africans, apartheid, and colonialism, recognized as crimes against humanity and potentially constituting genocide, have left enduring trauma and systemic repercussions. These atrocities are demonstrably linked to current disparities in health, welfare, and the fulfillment of human rights for people of African descent. The International Decade for People of African Descent (2015 to 2024), proclaimed by the United Nations General Assembly in 2015 under the theme “People of African Descent: Recognition, Justice …

Earthjustice: The Role Of The African Regional Human Rights System In Containing Climate Change, Bright Nkrumah, Ebenezer Durojaye, Maria Usang Assim
Journal of African Policy Studies
At the turn of the millennium, the landscape of Africa has been punctuated by intense weather conditions. With a disproportionate percentage of the continent’s population bearing the brunt of climate-induced heatwaves, deluges, and drought, it is expected that this phenomenon will spur regional climate litigation. The essay argues that although there is an evolution of climate cases submitted at the national level, this development has not evolved to the African regional human rights system. The lack of cases at the regional level beckons one to explore why (potential)victims are unable or unwilling to explore these mechanisms given their role in …
The Intersection Between Child Marriage And Climate Change: An Example Of Malawi, Musu Bakoto Sawo
The Intersection Between Child Marriage And Climate Change: An Example Of Malawi, Musu Bakoto Sawo
Journal of African Policy Studies
Child marriage affects 39,000 girls daily, totaling 650 million women married before age eighteen globally. While driven by poverty, tradition, and limited education, climate change is emerging as a significant new factor, particularly in developing nations such as Malawi, where 42% of girls marry before age eighteen. An estimated 1.5 million girls in Malawi are at risk due to climate-exacerbated food insecurity and displacement. This paper, using feminist theories of intersectionality, postcolonial feminism, and feminist political ecology, examines the complex link between climate change and child marriage in Malawi. It critiques existing international, regional, and domestic policies, highlighting their inadequacy …
African Feminist Theories And The Gendered Dimensions Of Climate Change In Africa, Manase Kudzai Chiweshe
African Feminist Theories And The Gendered Dimensions Of Climate Change In Africa, Manase Kudzai Chiweshe
Journal of African Policy Studies
This paper analyzes how African feminist theories can provide nuanced insights into the gendered dimensions of climate change across the continent. African feminist theories provide essential insights into the everyday lived experiences of women within African spaces, allowing for a contextual analysis of the impacts of climate change. There has also been a growing recognition of the need to identify the gender-differentiated impacts of climate change. The main argument is not only that climate change will be experienced by men and women differently but also that the impacts will hurt women more severely. Yet this theorization must employ theoretical lenses …
Technology And The Sustainable Implementation Of The African Continental Free Trade Area (Afcfta) Through Women’S Integration, Philip Ademola Olayoku
Technology And The Sustainable Implementation Of The African Continental Free Trade Area (Afcfta) Through Women’S Integration, Philip Ademola Olayoku
Journal of African Policy Studies
The desire for economic prosperity on the African continent led to the African Continental Free Trade Area (AfCFTA), in line with the vision of the Organisation of African Unity (OAU), when it proposed the creation of an African Economic Community (AEC) by 2028. However, sustainable economic development will remain a mirage without inclusivity where no one is left behind, in line with the African Union’s Agenda 2063. This study explores the challenge of restricting women to economic margins in trade agreements under the AfCFTA and how this would undermine its implementation. It subsequently contends that women are integral to Africa’s …
