Election Monitoring In Oromia: What Are The Conditions For Democracy?, Frederick C. Gamst
New England Journal of Public Policy
Professor Gamst, a member of the Joint International Observer group (JIOG), reports the problems he monitored during the 1992 electoral campaign and voting activities in the strife-ridden region of Oromia in Ethiopia. His analyses illuminate the background institutional barriers and the politically competitive reasons for the failure of the elections. Gamst discusses the nature of the multitudinous Oromo people and the consequences of any election victory by them for the destiny of Ethiopia. Citizen Views Of Peace Building And Political Transition In Angola, 1997, Carrie Manning

In November 1994, Angola began what became an often circular struggle to implement the Lusaka Protocol, the second of two peace agreements meant to put an end to more than thirty years of civil strife. Four years later, the Lusaka peace process appears to have come unraveled. Just past midway between these two points, the National Democratic Institute carried out a series offocus groups in Angola that sought to gauge citizens' attitudes toward and understanding of key aspects of the war-to-peace transition and the new political system. Popular Culture And The Mass Media In The Service Of Politics: The Wounds Of Gender Representation, Ibpp Editor
International Bulletin of Political Psychology
This article identifies and analyzes the phenomenon of gender representation as it impacts on the political application of popular culture and the mass media. Political authorities' social control and political leaders' and candidates' attractiveness are of special concern. For explanatory support, the article employs a "star" of popular music--viz., rock n' roll music from the United States--from the interlude 1956-1957.

School Desegregation From Brown To Fordice, 1954-1992: A Case Study In American Individualism, Albert Leon Samuels

In United States v. Fordice (1992), the Supreme Court declared that racially nondiscriminatory admissions and hiring policies alone failed to satisfy the state of Mississippi's "affirmative duty" to dismantle a previously de jure system of segregated higher education. However, the justices declined to define precisely what the state must do to satisfy its constitutional obligations, leaving in its wake a host of unresolved questions. Of particular concern to many African Americans is the fact that the future status of public black universities was left in the balance.

The Embodiment Of Responsibility: “Confession” And “Compensation” In Mount Hagen, Papua New Guinea, Andrew Strathern, Pamela J. Stewart
Pacific Studies
We discuss two contexts of responsibility for action in Mount Hagen, confession and compensation. Verbal confessions of either wrongdoing or resentment against wrongdoing are important signs of the exercise of agency, but if they are not made, it is expected that sickness will result. “Substance” thus takes over where “agency” fails, and the two are intimately linked. Compensation payments can be seen as nonverbal equivalents of confession or the logical result of it, and if they are not paid, sickness or a failure of wounds to heal is thought to be likely as a result.
