The National Defense Authorization Act of 2000 saw Congress require the Department of Defense (DOD) to prepare an annual report on Chinese military power. This report contains classified and unclassified editions. Documenting Chinese military developments, strategy, and trends are critical parts of these reports. Beijing’s military activities in the East China Sea (ECS) are important report components. This work explains the importance of these and other DOD reports for those studying ECS developments, examines how DOD has documented Beijing’s military activities within these publicly accessible reports, and describes how members of Congress have reacted to ECS developments during the Obama …

Despite statistics that illustrate how Mexican migration to the United States continues to decrease, politicians and voters continue to demand increased border enforcement, deportation of all undocumented migrants, and a wall to prevent Mexican migrants from entering the country without authorization. The disconnect between reality and rhetoric illustrates how Mexican migrants have become inextricably associated with illegality, crime and deportability although they have become central to how the U.S. economy operates. This paper shows that the explicit aims of the American educational standards for public schools, the Common Core State Standards to teach history to create “college and career ready” students, marks a shift from preparing students for political participation to preparing them for market participation. I trace the intellectual and pedagogical origins of the Common Core’s pretense of technocratic apolitical values back through the previous two major American curricular reform efforts. The 21st century has witnessed the unquestioned supremacy of late capitalism. It holds coercive power over nation states; it generates increased inequality within countries and around the globe. It can, today, exploit everywhere at once. The poorest countries in the world reside in the Global South. Of the twenty poorest countries in the world, seventeen are in Africa; the rest are elsewhere in the Global South. Of the hundred poorest countries in world, over 95 percent are in the Global South. Alongside the rise of the activist movements in the late 1960s, the German artist Joseph Beuys (1921–1986) proposed his concept of “social sculpture” — a method of fostering creativity, aimed at transforming society through interdisciplinary dialogue — as an alternative to the chaotic political, economic, and social life of postwar West Germany. He sought to heal society through a work of art with holistic and spiritual intentions, centered on the belief that art can include the entire process of living and therefore can be created by a wide range of people beyond artists. In Democracy in America, Alexis de Tocqueville (1805-1859), a French aristocrat, intellectual, and commentator on American society during the 1830’s, described the United States as a society marked by a general “equality of condition,” that is, by a lack of noticeable social and economic distinctions among the citizenry. For Tocqueville, this characteristic of democracy encouraged the formation of an informal political bloc he termed “the majority” - a group who would often elect demagogues to political offices, since the latter were best able to give voice to majority opinion. Has the success of corporate capitalism undermined the neoliberal ideas it presupposes, leading to the inevitable growth of socialism? While labor unions may lament the export of jobs, the real issue in today’s increasingly administered and mechanized economy is the global loss of jobs. James Ferguson has provided a strong argument that despite the triumphalist narratives of neoliberalism, capitalist development strategies particularly in South Africa have resulted in concentrated wealth, large unemployment, and the growth of transfer payments. The American Right features a well-developed—and well-heeled—infrastructure for promoting a conception of freedom as inextricable from capitalism. The American Left, by contrast, has seemed content to cede the territory, abandoning the ground of freedom for the terrain of “equality,” “justice,” “fairness,” and “prosperity.” This paper is an effort to address this asymmetry in the public discourse over the meaning of freedom. Its principal objective is to capture the vision of freedom embodied in the political and economic thought of Louis D. Brandeis, one of the American Left’s ablest expositors of freedom.

Thresholds Of Atrocity: Liberal Violence And The Politics Of Moral Vision, Kristofer J. Petersen-Overton

All political communities set normative limits to the acceptable use of force. A threshold of atrocity indicates the point at which acceptable violence meets the boundaries of the unacceptable. In liberal democratic states such norms are ostensibly set higher. Hence, there is a theoretical threshold to the modern state’s ability to act in ways that violate norms it claims to uphold. Paradoxically, thresholds of atrocity are almost never breached and unconscionable violence occurs regularly. How should a Christian political scientist think about power, liberalism, and political science? In answering this question, this article first defines power. Considered primarily in relation to the state, power is exercised in conflicts of interests: by officials, parties, or groups or elites getting others to do something the others would not otherwise do, or keeping one or more alternative from even being discussed, and perhaps obscuring what the real interests of others are. In Arkansas’s long path toward joining its neighbors in the South in the political realignment of the post-Civil Rights era, it can appear to the casual observer that the state was locked in a process in which its politics and its culture were engaged in a longstanding tug-of-war. This conflict could have explained why Arkansas was so late to embrace “New South Republicanism” in comparison to its neighbors. With the rise of the New Religious Right in American politics, same-sex marriage and abortion emerged as the seminal political issues in a burgeoning culture wars narrative. While previous literature in the sociology of religion and political science fields has examined conservative evangelical political mobilization around these issues, this literature has not adequately considered the primacy of theology in determining these critical political commitments of the evangelical right. Why have some economically-active militaries of autocratic regimes gained more autonomy vis-à -vis their civilian elite as a consequence of economic liberalization processes adopted in 80s and 90s, whereas others have remained subordinate to civilian control? This dissertation examines the impact of economic liberalization since 1980s on civil-military relations (CMR) in autocratic regimes. Prior to liberalization, the centrally- planned governments of Egypt, Iran, and China utilized their militaries to implement economic development projects. Post-liberalization, these militaries expanded into new economic sectors like finance, banking, and trade. The expansion impacted the balance of CMR differently in each case. Leonard was forced to join the military at the age of 17 in his home country of the Congo. A Catholic priest smuggled me out of the country and I lived in refugee camps in several different countries until 2004 when he came to the United States.

In 2005, a couple came to Leonard when he was homeless in the Provo library. They found out that he needed help and offered to let me live with them. They ended up paying my tuition for my education and I went to college for five years.

Este artículo explora cómo la incidencia de las pandillas en los barrios salvadoreños erosiona la confianza en el gobierno nacional. Los resultados muestran que los niveles de confianza en el gobierno nacional varían de un barrio a otro, dependiendo de la vulnerabilidad de sus habitantes a la inseguridad generada por las pandillas. Se demuestra que, en barrios asediados por las pandillas, víctimas y no víctimas del crimen muestran niveles similares y bajos de confianza en el gobierno nacional.

This work seeks to examine the role of the state in international relations. While international relations treat states as institutions endowed with agency, they lack any means of explaining how the state can gain agency, autonomy, and rationality.

My dissertation seeks to reorient the theoretical assumptions of international relations in two ways. I develop a theory of the of the state that seeks to explain the mechanisms by which individuals are able to form collective social institutions and to endow them with authority and agency. Sexuality In The Time Of War, Or, How Rape Became A Crime Against Humanity, Sharon Sliwinski

Working closely with women's testimonies from the genocides in the former Yugoslavia and Rwanda, this chapter aims to widen space in contemporary human rights discourse for discussion about sexuality--and in particular about the ways sexual violence functions as one of the forces of sovereign power. There is an intimate and largely non-visible strategy that sovereign power has at its disposal to cleave a subject from their capacity to live a human life, namely, by attacking the individual’s sense of sovereignty over her own body.
