From Talons To Tweets: Analyzing The Influence Of Information And Communication Technology On Diplomacy, Austin F. Hayes
Tenor of Our Times
As countries embrace innovative technologies, thus increasing the speed of interstate communication, the overall nature of interactions between states is changing. Consequently, core diplomatic structures are shifting from the private realm to the public sphere. I argue that Information Communication Technology (ICT) is the major agent of this shift. Less distance between electorates and diplomatic agents due to ICT allows the public to more directly influence international diplomacy. By studying the impact of the telegraph, telephone, Internet, etc., this study examines ICT’s influence on diplomacy, contending that the trend toward an increased dependence on technology will mark another pivotal moment …

Oil Wealth And Gender In Political And National Belonging, Caroline M. Bosworth

Oil-based economies drive a connection between national identity and support for patriarchal belonging. Oil wealthy nations ensure that both men and women are excluded from political participation, and thus have a weak civil society. Through entrenching the population in the benefits of the oil economy, rentier states affirm that there is a high level of national identity. A weak civil society and the patriarchal nature of the oil wealth disenfranchises men and women, thus increasing women’s belief in the effectiveness of a male leader.

The making of Euro-Australia occurred against the backdrop of two dimensions of its historical constitution. First, it occurred on the back of Britain’s entry into the Oceanian world and its intercivilizational encounters with Pacific cultures. The second dimension was the appropriation of the land of a complex and internally diverse Aboriginal civilization and suppression of its social world view. This was vital to a lasting sense of ambivalence in Australian identity and in the relations of the Commonwealth of Australia with island states in the Pacific. This paper explores the underlying, foundational politico-social theories and themes that relate closely to radicalization, terrorism, democracy and the rule of law. It examines factors (touchstones) critical to these areas (political violence, terrorism, rule of law and democracy, along with democratic institutions). Some of these touchstones include the ‘lenses’ of identities, tribalism, and contrasts between identities, including cultural, linguistic, socialization and civilizational aspects.

This paper discusses the possibility that Confucianism will be put into political practice in present-day China. Although New Confucians in mainland China often call for the revival of Confucianism for the cure of many current social problems, there are some unconquerable obstacles, among which political construction is the most crucial. What is more noteworthy is that Confucianism itself has some doctrinal defects provoking those practical obstacles. Therefore, this paper argues that Confucianism, advocating a moral government of benevolence, is a doctrine of idealized political order, but it lacks the practical elements needed for realistic political operation.

¿Cuáles son los factores que explican la inclusión de las mujeres en puestos políticos subnacionales? La literatura convencional ha examinado las designaciones de mujeres en gabinetes nacionales, pero escasa atención se ha prestado a los gobiernos provinciales. Para abordar este vacío, adoptamos el enfoque de oferta y demanda. De este modo, utilizando una base de datos sobre las 24 jurisdicciones subnacionales argentinas desde 1992 a 2016, encontramos que los factores del lado de la demanda son más relevantes. The Complicated Cases Of Soghomon Tehlirian And Sholem Schwartzbard And Their Influences On Raphaël Lemkin's Thinking About Genocide, Steven Leonard Jacobs
Genocide Studies and Prevention: An International Journal
The article is an examination of the persons and trials of Soghomon Tehlirian and Sholem Schwartzbard, their political assassinations as acts of vengeance for genocide and pogroms, their trials and subsequent acquittals. It is also an examination of the influences of these two events on the evolved thinking of Raphael Lemkin on his conceptualization of the needs for an international law contra genocide. Finally, it also elaborates on what information is now available on both men and their associations, and what was known and unknown to Lemkin and whether or not these two cases remained centrally important to his understandings.

This article explores the political uses of the anti-genocide norm by black freedom activists in the United States between 1951, when the Civil Rights Congress petitioned the United Nations with evidence of genocide against black Americans, and 1967, when the topic of genocide returned to mainstream public debate with the beginning of William Proxmire’s campaign for US ratification of the Convention. Using public speeches and pamphlets of the US black freedom movement, and private documentation by movement activists, this paper demonstrates how black activists used the nascent anti-genocide norm to (1) critique the relationship between the US government’s role in …

Between Hagiography And Wounded Attachment: Raphaël Lemkin And The Study Of Genocide, Benjamin Meiches, Jeff Benvenuto
Genocide Studies and Prevention: An International Journal
In this article, we outline the significance of the special issue on the scholarship of Raphaël Lemkin. We argue that genocide scholars tend to identify with one of three different types of Lemkin scholarship. Each of the articles for the special issue challenges these genres in an effort to extend the study of genocide in new directions. Moreover, we contend that this work suggests that genocide scholars should endeavor to extend the study of genocide beyond Lemkin's vision and writings.

This paper aims to analyze how governments of the modern era can better engage with contemporary terrorist organizations. It argues that nations and governments must alter their strategy on terrorism in light of its increasing prevalence and lethality in the modern era. Proclamations of non-negotiation, made with false perceptions that terrorists are simply irrational radical actors, are no longer viable if governments truly seek to reduce terrorist violence. Aim: To examine how do humanitarian organizations apply, or fail to apply, the humanitarian principles through humanitarian negotiations in modern conflict settings.
Methods: A literature review identified relevant peer-reviewed and grey literature on international humanitarian norms and law, the landscape of modern conflict, and existing guidelines on humanitarian negotiations. Five semi-structured interviews were conducted with experts in humanitarian negotiations chosen on the basis of their relevant background. A coded analysis of these interviews was conducted to identify major themes and subthemes in responses.

SPA 2201HS Spanish for Heritage Speakers is an intermediate course intended for students who were immersed in or exposed to the language while growing up, but who have received little or no formal instruction in Spanish. Strengthens students’ competence in the oral and written standard varieties of Spanish by building on their previous knowledge to expand their vocabulary, strengthen their command of grammar, and achieve more confidence and fluency in speaking and writing while learning about the diversity of the Hispanic cultures. The skills acquired in this course will help reinforce students’ bilingual abilities and cultural competence.

In her paper, “Suicide and Neoliberalism: An Imminent Critique of Cognitive-Behavioral Therapy,” Noël Ingram, following the tradition of scholars such as Philip Cushman and Mark E. Button, challenges the dominant discursive framework of suicide through an examination of one of the dominant psychological therapeutic frameworks used to understand and treat suicidal ideation, Cognitive Behavioral Therapy. Ingram argues that CBT assumes the site of disorder is situated in the atomized neoliberal subject whose failure to think and behave rationally has led to their suicide attempt. Friendship played an outsized role in ancient political thought in comparison to medieval and modern political philosophies. Most modern scholarship has paid relatively little attention to the role of friendship in ancient political philosophy. Recently, however, scholars are increasingly beginning to investigate classical conceptions of friendship. My dissertation joins this growing interest by examining the importance of friendship in the political thought of Socrates and Aristotle. Specifically, I analyze the divergent approaches that Socrates and Aristotle take to politics and trace these distinct approaches to their differing conceptions of friendship. I will examine the tension created by the Buddhist view of political life as instrumental and secondary to man's being as a function of the transition of the Buddhist world into the sphere of Western political life, which views the role of politics as primary to man's nature.
