This item is part of the Transactions of the ADA, a serial publication of the annual activities of the ADA House of Delegates (HOD)/Board of Trustees (BOT). It is from the Transactions section, one of three subtitles that make up the full publication. Generally, the ADA Transactions are published in multiple volumes throughout the year. ACKNOWLEDGING the fact of last month's outer-space rendezvous of Gemini 6 and 7 is one thing; realization of its meaning and ultimate significance is quite another. To groundlings in Southeast Kansas, the whole magnificent but virtually incredible achievement is too far out rationally as well as spatially. Moreover, there seems to us to be a more than ample supply of earthbound (even earthy) problems which cry for attention, questions which require fuller discussion, matters more immediate than moon-shots. The unity of Western Europe has not yet approached the political, economic and religious entity realized under the Roman Empire. Nor is it likely to duplicate such a centralized and authoritative basis of organization. It is the purpose of this paper to explore European economic association on the basis of co-operation rather than dominance. For this purpose historical cornerstones of economic co-operation and commercial endeavor will be discussed.
