This dissertation discusses the mobility politics of container shipping and argues that technological development, political-economic order, and social infrastructure co-produce one another. Containerization, the use of standardized containers to carry cargo across modes of transportation that is said to have revolutionized and globalized international trade since the late 1950s, has served to expand and extend the power of international coalitions of states and corporations to control the movements of commodities (shipments) and labor (seafarers). El Güique and Estaca are twin communities just north of the confluence of the Río Grande and the Río Chama. Like other Spanish colonial settlements in the historic Río Arriba, acequia-based agriculture was essential for food production in this high desert region of the northern Río Grande. Along with the construction of acequias, molinos (grist mills) were built to grind wheat into flour as part of the subsistence farming economy of the times. He served in the U.S. Navy during World War II and subsequently pursued his education, earning a Bachelor of Science in Liberal Arts from Howard University in 1951 and a Doctor of Dental Surgery (DDS) from the same institution in 1955. In my observations, I have learned some spaces are more conducive to the staff and resident experiences than others. This project will be addressing how transitional housing for women and children can be designed to support the healing of trauma caused by domestic violence.

It uses interviews with 22 participants to understand how poor housing and limited access to public facilities impact these young migrants' education and personal growth. พื้นที่สีเขียวมีความสำคัญอย่างมากต่อสุขภาพและคุณภาพชีวิตของคนในเมือง โดยกฎหมายในประเทศไทย กำหนดให้โครงการอาคารชุดต้องมีพื้นที่สีเขียว 1 ตารางเมตรต่อจำนวนผู้พักอาศัย 1 คน แต่ด้วยโครงการอาคารชุดส่วนใหญ่มีพื้นที่จำกัด ผู้พัฒนาโครงการจึงจำเป็นต้องสร้างพื้นที่สีเขียวทั้งบนดินและบนอาคารเรียกว่า สวนหลังคา (Roof Garden) ที่มีพื้นที่สีเขียวบนอาคาร (Green Roof) เพื่อให้ปริมาณพื้นที่สีเขียวตรงตามกฎหมาย ซึ่งสวนหลังคามีลักษณะพิเศษแตกต่างจากพื้นที่สีเขียวบนดินทั้งการออกแบบ การก่อสร้าง และการดูแลรักษา งานวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาและหาแนวทางการพัฒนาสวนหลังคาในโครงการอาคารชุดพักอาศัย สำหรับผู้เกี่ยวข้อง และนักพัฒนาอสังหาริมทรัพย์ โดยมีโครงการกรณีศึกษาทั้งหมด 3 โครงการ ใช้วิธีเก็บข้อมูลด้วยการสำรวจจากสถานที่จริง การสัมภาษณ์ผู้ออกแบบ ผู้รับเหมาสวนหลังคา ผู้เกี่ยวข้องกับงานดูแลรักษา และผู้เชี่ยวชาญ เพื่อวิเคราะห์หาข้อดี ข้อสังเกต และแนวทางแก้ไขปัญหาที่เกิดขึ้น จากการศึกษา สามารถสรุปแนวทางการพัฒนาสวนหลังคาในโครงการอาคารชุดพักอาศัยได้ดังนี้ (1) นักพัฒนาอสังหาริมทรัพย์ควรส่งเสริมให้ สถาปนิก และภูมิสถาปนิก ทำงานร่วมกันในการกำหนดตำแหน่งพื้นที่สีเขียว ในการก่อสร้างควรมีการวางแผนร่วมกันและอำนวยความสะดวกให้ผู้รับเหมา รวมถึงกำหนดงบประมาณที่เหมาะสมให้กับสวนหลังคาซึ่งมักมีแนวโน้มราคาสูงกว่าพื้นที่สีเขียวบนดิน การดูแลรักษาควรคำนึงถึงงบประมาณ และปริมาณคนดูแลประจำที่เหมาะสมกับปริมาณพื้นที่สีเขียว (2) ไม้ยืนต้น ในสวนหลังคาควรพิจารณาให้มีไม้ยืนต้นเท่าที่จำเป็น หากมีควรเลือก ไม้ยืนต้นขนาดเล็ก ชนิดที่ไม่ผลัดใบ ทนต่อแรงลมบนอาคาร และใบร่วงต่ำ (3) ไม้พุ่มและไม้คลุมดิน ไม่ควรมีชนิดพันธุ์ที่หลากหลาย ทนต่อแรงลมบนอาคาร ต้องการการดูแลรักษาต่ำ และขยายพันธุ์ได้ง่ายด้วยการปักชำ (4) สนามหญ้า ควรปลูกในตำแหน่งที่ได้รับแสงมากกว่า 6 ชั่วโมงต่อวันตามทฤษฎี และควรพิจารณาใช้เท่าที่จำเป็น และ (5) องค์ประกอบอื่นที่สำคัญได้แก่ ระบบระบายน้ำเป็นส่วนที่ควรตรวจสอบอย่างน้อย 3 เดือนต่อครั้ง และหากมีระบบรดน้ำต้นไม้อัตโนมัติ ควรมีการเผื่องบประมาณสำหรับซ่อมแซมเมื่อเกิดความชำรุดเสียหาย

ในปัจจุบันปัญหาการเปลี่ยนแปลงสภาพภูมิอากาศและผลกระทบทางสิ่งแวดล้อมที่เกิดขึ้น รวมถึงความตระหนักที่เพิ่มขึ้นต่อประเด็นทางสังคมและบรรษัทภิบาล ได้กระตุ้นให้ภาคธุรกิจอสังหาริมทรัพย์ดำเนินธุรกิจโดยยึดแนวคิดความยั่งยืนมากขึ้น งานวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาการรายงานเพื่อความยั่งยืนในช่วงระหว่างการก่อสร้างของบริษัทพัฒนาอสังหาริมทรัพย์ที่จดทะเบียนในตลาดหลักทรัพย์แห่งประเทศไทย โดยการรวบรวมข้อมูลจากรายงาน 56-1 One Report และรายงานความยั่งยืนประจำปี 2566 ของบริษัทพัฒนาอสังหาริมทรัพย์ 12 แห่งที่อยู่ในบัญชีรายชื่อหุ้นยั่งยืน (THSI) ของตลาดหลักทรัพย์แห่งประเทศไทย ปี 2566 พร้อมทั้งสัมภาษณ์เชิงลึกบุคลากรจากบริษัทกรณีศึกษา 2 แห่ง ได้แก่ บริษัท ศุภาลัย จำกัด (มหาชน) และ บริษัท เฟรเซอร์ส พร็อพเพอร์ตี้ (ประเทศไทย) จำกัด (มหาชน) เพื่อวิเคราะห์ถึงการกำหนดแนวคิดและเป้าหมายสำหรับการดำเนินงานระหว่างการก่อสร้างเพื่อความยั่งยืน แนวทางการดำเนินงานในช่วงดังกล่าว ผลการดำเนินงานที่เกิดขึ้น ตลอดจนวิเคราะห์ตัวชี้วัดของเกณฑ์และคู่มือการเข้าร่วมการประเมินความยั่งยืนของบริษัทจดทะเบียนประจำปี 2566 โดยตลาดหลักทรัพย์แห่งประเทศไทย กับการรายงานความยั่งยืนในช่วงระหว่างการก่อสร้าง ผลการศึกษาพบว่า 1) บริษัทพัฒนาอสังหาริมทรัพย์ 12 แห่ง มีการกำหนดแนวคิดและเป้าหมายการดำเนินงานก่อสร้างเพื่อความยั่งยืนครอบคลุมทั้ง 3 มิติ ได้แก่ สิ่งแวดล้อม สังคม และบรรษัทภิบาล (ESG) 2) ในด้านการรายงานความยั่งยืนช่วงการก่อสร้าง พบว่า บริษัททั้ง 12 แห่ง มีการนำแนวคิดและเป้าหมายด้านความยั่งยืนมาปรับใช้ในการดำเนินงานช่วงระหว่างการก่อสร้าง โดยมิติสิ่งแวดล้อมเน้นการรายงานถึงมาตรการจัดการน้ำเสียและมลพิษทางเสียงที่เป็นระบบ การจัดการขยะและของเสีย การบริหารจัดการทรัพยากรไฟฟ้าและน้ำ การควบคุมมลพิษทางอากาศ การออกแบบอาคารที่เป็นมิตรต่อสิ่งแวดล้อม การเลือกใช้วัสดุที่ยั่งยืน และการวางแผนบริหารจัดการด้านความหลากหลายทางชีวภาพในทางปฏิบัติ มิติสังคมเน้นเรื่องการบริหารจัดการความปลอดภัยและอาชีวอนามัย การมีส่วนร่วมกับชุมชนและสังคม การจูงใจและรักษาพนักงาน การมีส่วนร่วมของผู้มีส่วนได้เสีย การเคารพสิทธิมนุษยชน และการพัฒนาศักยภาพแก่พนักงานผ่านกิจกรรมและนโยบายที่ชัดเจน และมิติบรรษัทภิบาลเน้นการบริหารจัดการห่วงโซ่อุปทานอย่างครอบคลุม และการนำนวัตกรรมทางธุรกิจเพื่อสังคมและสิ่งแวดล้อมมาประยุกต์ใช้ในเชิงบริหารงานก่อสร้างและเชิงวัสดุก่อสร้างอย่างเป็นรูปธรรม โดยทั้ง 3 มิติ มีการรายงานการดำเนินงานครอบคลุมขั้นตอนการวางแผน การดำเนินงาน และการติดตามประเมินผล อย่างเป็นระบบ กรณีศึกษาของศุภาลัยและเฟรเซอร์ส พร็อพเพอร์ตี้ (ประเทศไทย) แสดงให้เห็นถึงความสำคัญในการออกแบบโครงการ การจัดซื้อจัดจ้าง แผนการดำเนินงาน และการบริหารจัดการทรัพยากรที่มุ่งเน้นความยั่งยืน และ 3) ตัวชี้วัดของตลาดหลักทรัพย์ฯ ประจำปี 2566 มีความสอดคล้องกับแนวปฏิบัติการบริหารโครงการช่วงก่อสร้างในหลายด้าน อาทิ การบริหารการสื่อสาร การบริหารทรัพยากรบุคคล วัสดุ และการบริหารผู้มีส่วนได้เสีย ซึ่งเป็นองค์ประกอบสำคัญที่ส่งเสริมความยั่งยืนในการบริหารโครงการก่อสร้าง …

การพัฒนาแหล่งท่องเที่ยวโฮมสเตย์เพื่อส่งเสริมชุมชนท่องเที่ยวเชิงนิเวศวัฒนธรรมที่ยั่งยืน ในจังหวัดสมุทรสงคราม กรณีศึกษา ชุมชนบ้านริมคลองและชุมชนบางสะแก, วิภาดา รักษาศิลป์

การพัฒนาเชิงนิเวศวัฒนธรรมเป็นเป้าหมายการพัฒนาของจังหวัดสมุทรสงคราม เนื่องจากวิถีชีวิตเกษตรกรรมที่สอดคล้องกับระบบนิเวศวัฒนธรรมไทยดั้งเดิม โดยเฉพาะชุมชนบ้านริมคลองและชุมชนบางสะแกซึ่งมี ทรัพยากรธรรมชาติ วัฒนธรรม และจำนวนโฮมสเตย์ที่ผ่านเกณฑ์มาตรฐาน งานวิจัยนี้มีวัตถุประสงค์เพื่อศึกษากระบวนการพัฒนาในด้านกายภาพ การบริหารจัดการ และผลของการพัฒนาโดยใช้ทัศนคติของชุมชนต่อผลการดำเนินงาน ก่อนและหลังการพัฒนาโฮมสเตย์ กับ 3 เกณฑ์ ได้แก่ การพัฒนาโฮมสเตย์ การพัฒนาแหล่งท่องเที่ยวเชิงนิเวศวัฒนธรรม และการพัฒนาชุมชนยั่งยืน โดยเกณฑ์ย่อย 93 หลักเกณฑ์ ด้วยวิธีการ สำรวจ สัมภาษณ์แบบมีโครงสร้าง วิเคราะห์ข้อมูลเชิงปริมาณหาค่าเฉลี่ยและมาตราวัดลิเคิร์ต จากการวิเคราะห์พบว่ากระบวนการการเริ่มพัฒนาของสองชุมชนต่างกัน โดยที่ชุมชนบ้านริมคลองเริ่มพัฒนาโฮมสเตย์ ก่อนการพัฒนาชุมชนในปี พ.ศ. 2542 (ระยะเวลาการพัฒนา 26 ปี ) และชุมชนบางสะแกเริ่มด้วยการพัฒนาชุมชนก่อนตั้งแต่ปี พ.ศ. 2538 แล้วจึงเริ่มพัฒนาโฮมสเตย์ในปี พ.ศ. 2558 (ระยะเวลาพัฒนาโฮมสเตย์ 10 ปี และระยะเวลาพัฒนาชุมชนรวม 30 ปี) ทั้งสองชุมชนมีการพัฒนาโฮมสเตย์มาอย่างยาวนานโดยมีผู้นำชุมชนที่เข้มแข็งตั้งแต่เริ่มมาถึงปัจจุบัน ผู้นำชุมชนมีความเข้าใจ และเห็นความสำคัญที่จะต้องอนุรักษ์ระบบนิเวศวัฒนธรรมชาวสวนและระบบนิเวศสามน้ำไว้ และได้ใช้การพัฒนาแบบมีส่วนร่วมเพื่อความยั่งยืน ในปัจจุบันพบว่าชุมชนบ้านริมคลองมีโฮมสเตย์ 3 หลัง คิดเป็น 15% จากจำนวนบ้านในกลุ่มชุมชน และชุมชนบางสะแกมีโฮมสเตย์ 4 หลัง คิดเป็น 13.33% ของบ้านในชุมชน และเป็นการลงทุนของเจ้าของบ้านเองโดยมีการสนับสนุนจากภายนอกเพียงเล็กน้อยผลจากการพัฒนาตามเกณฑ์วิเคราะห์ จากทัศนคติของชาวชุมชนพบว่าทั้งสองชุมชนได้คะแนนเฉลี่ยรวม 3 เกณฑ์ ค่อนข้างสูงจาก 5.00 คะแนน โดยมีคะแนนเฉลี่รวมที่ใกล้เคียงกัน ชุมชนบ้านริมคลอง 3.68 ชุมชนบางสะแก 3.57 แสดงว่าทั้งสองชุมชนประสบความสำเร็จในการพัฒนาทั้งในมิติแหล่งที่พักนักท่องเที่ยว มิตินิเวศวัฒนธรรม และมิติความยั่งยืนปัจจัยสำคัญที่ทำให้เกิดความสำเร็จ คือ การมีผู้นำที่มีความเข้มแข็ง ทำงานต่อเนื่องอย่างยาวนาน จึงสามารถพัฒนาชุมชนเพื่อรักษาระบบนิเวศสามน้ำนี้ไว้ได้ โดยได้รับการสนับสนุนจากหน่วยงานที่เกี่ยวข้องในลักษณะเป็นโครงการย่อยจึงนำมาสู่ข้อเสนอแนะต่อชุมชนโดยให้ชุมชนพิจารณาปรับปรุงข้อจำกัดร่วมตามเกณฑ์ย่อยที่ได้คะแนนน้อย คือ ด้านการประชาสัมพันธ์และด้านความปลอดภัย โดยหน่วยงานที่เกี่ยวข้องควรร่วมกันวางแผนระยะยาวสนับสนุนการพัฒนาชุมชน

งานวิจัยฉบับนี้มุ่งศึกษาความคิดเห็นของผู้มีส่วนได้ส่วนเสียต่อการพัฒนามาตรการบริหารจัดการผลกระทบจากการจัดเทศกาลในบริบทของพื้นที่มรดกวัฒนธรรมมีชีวิต รวมถึงวิเคราะห์ข้อจำกัด และเสนอแนวทางความร่วมมือต่อการพัฒนามาตรการดังกล่าว โดยมีกระบวนการวิจัยด้วยเทคนิคเดลฟายและการสัมภาษณ์กึ่งโครงสร้าง ผลการศึกษาสะท้อนว่า ผู้คนยังคงให้ความสำคัญกับการรักษามรดกวัฒนธรรม ส่งเสริมการดำรงอยู่ของคนในพื้นที่ และการพัฒนาเศรษฐกิจผ่านการจัดเทศกาล ซึ่งผลกระทบของการจัดเทศกาลเหล่านี้ ผู้คนมองว่า ได้ช่วยส่งเสริมประเพณี รับรู้อัตลักษณ์ สร้างความภาคภูมิใจ สร้างมูลค่าการท่องเที่ยว นำมาสู่การสร้างงาน และกระจายรายได้แก่คนในท้องถิ่น แต่ประเด็นเร่งด่วนที่ต้องคำนึงคือ เรื่องการสร้างมลพิษทางอากาศ เสียงรบกวน ของเสีย และความปลอดภัยสาธารณะ ตลอดจนมีความกังวลว่าเทศกาลอาจสูญเสียอัตลักษณ์ทางวัฒนธรรมไป หากมีทิศทางที่เน้นเพื่อการท่องเที่ยวมากจนเกินไป รวมถึงปัจจัยที่ทำให้เกิดผลกระทบ โดยผู้คนมองว่า การอนุรักษ์มรดกวัฒนธรรมเกิดจากการใช้งานวัฒนธรรมอย่างต่อเนื่องทั้งในเชิงพื้นที่ และกิจกรรม ได้สะท้อนภาพลักษณ์และความแท้จริง เมื่อคำนึงถึงปัจจัยที่ทำให้เกิดผลกระทบเชิงลบในข้างต้น พร้อมกระจายผลประโยชน์สู่ผู้ประกอบการรายย่อย นอกจากนี้ ผู้คนยังสนับสนุนมาตรการส่งเสริม ทั้งการลงทุนโครงสร้างพื้นฐาน ได้แก่ พื้นที่สาธารณะ ระบบบำบัดและกำจัดของเสีย และระบบคมนาคม ตลอดจนการส่งเสริมด้านวัฒนธรรม ข้อจำกัดที่พบคือ นอกจากจะต้องการบุคลากรที่มีความรู้ความสามารถในท้องถิ่น ยังต้องเกิดการกระจายอำนาจ กระจายการมีส่วนร่วม ความต่อเนื่องของแผน และความเชื่อมโยงระหว่างหน่วยงาน สำหรับแนวทางความร่วมมือคือ การจัดตั้งคณะกรรมการที่มีผู้มีส่วนได้เสียทุกฝ่ายเข้าร่วม โดยเน้นการดึงกลุ่มทางสังคมในท้องถิ่นเข้ามามีส่วนร่วมให้มากยิ่งขึ้น เพื่อนำไปสู่การพัฒนาท้องถิ่นที่ได้รับประโยชน์สูงสุด

การศึกษานี้มีวัตถุประสงค์เพื่อวิเคราะห์ผลกระทบของสถานบริการที่พักระยะสั้นผ่านแพลตฟอร์มกระบวนการกลายเป็นย่านนักท่องเที่ยวในเมืองเชียงใหม่ โดยใช้วิธีการวิจัยแบบผสมและกรอบการวิเคราะห์เชิงพื้นที่หลายระดับ ผลการศึกษาพบว่าในช่วงทศวรรษที่ผ่านมา กระบวนการแพลตฟอร์มและการส่งเสริมของรัฐจากการผ่อนปรนเชิงนโยบายมีบทบาทสำคัญต่อกระบวนการกลายเป็นย่านนักท่องเที่ยวในพื้นที่ศูนย์กลางเมืองเชียงใหม่ แม้ว่าที่พักผ่ระยะสั้นผ่านแพลตฟอร์มจะกระจายไปยังพื้นที่ต่าง ๆ ของเมืองมากขึ้น แต่ก็ยังคงกระจุกตัวสูงอยู่ในพื้นที่ใจกลางเมืองอย่างชัดเจน สะท้อนจากช่องว่างค่าเช่าที่ยังคงเปิดมูลค่าอยู่ในระดับสูงในพื้นที่ศูนย์กลางเมือง โดยเฉพาะที่พักประเภทบ้านในย่านเมืองเก่าที่ถูกเปลี่ยนไปเป็นที่พักนักท่องเที่ยวและให้เช่าระยะสั้นผ่านแพลตฟอร์มมากขึ้น ผลดังกล่าวจะยิ่งทำให้ความเข้มข้นของการท่องเที่ยวเพิ่มขึ้นและค่อย ๆ เปลี่ยนพื้นที่ศูนย์กลางเมืองเก่าให้กลายเป็นย่านนักท่องเที่ยวไปพร้อม ๆ กับการแทนที่และย้ายออกไปของคนดั้งเดิมและเป็นสาเหตุสำคัญที่ก่อให้เกิดผลกระทบการพลัดถิ่นเชิงถิ่นที่ (place-based displacement) ของผู้อยู่อาศัยระยะยาวที่ได้รับผลกระทบจากการแทรกซึมของที่พักผ่านแพลตฟอร์มเข้าไปในพื้นที่อยู่อาศัยในลักษณะผุดขึ้นทั้งชั่วคราวและถาวรอย่างไม่เป็นแบบแผน (pop-up tourism) และส่งผลกระทบต่อความเป็นชุมชนและคุณภาพชีวิตของคนท้องถิ่น อย่างไรก็ดี การดำเนินธุรกิจที่พักระยะสั้นผ่านแพลตฟอร์มในปัจจุบันยังไม่มีการกำกับเชิงสถาบันและการติดตามผลกระทบอย่างเป็นทางการ ซึ่งอาจจะทำให้รัฐประเมินผลกระทบที่เกิดขึ้นในเมืองต่ำกว่าความเป็นจริง จะพบว่าที่พักผ่านระยะสั้นแพลตฟอร์มเป็นตัวเร่งกระบวนการกลายเป็นย่านนักท่องเที่ยวจากด้านล่าง (bottom-up touristification) ในพื้นที่ศูนย์กลางเมืองเชียงใหม่อย่างไม่เป็นระบบและไม่เป็นแบบแผน ซึ่งเป็นความท้าทายสำคัญต่อการวางแผนพัฒนาเมืองจากผลกระทบเกิดขึ้นแตกต่างกันในแต่ละพื้นที่ ดังนั้น การจัดทำนโยบายสาธารณะที่คำนึงถึงความสมดุลเชิงพื้นที่จึงสำคัญ รวมถึงการกำหนดมาตรการกระจายต้นทุนและผลประโยชน์โดยการกำกับผลกระทบจากธุรกิจที่พักระยะสั้นผ่านแพลตฟอร์ม เพื่อส่งเสริมให้เกิดการใช้พื้นที่เมืองแก่ผู้คนในสังคมอย่างเป็นธรรมและยั่งยืน
