ชุมชนอ่อนนุช 14 ไร่ ได้รับยกย่องและได้รับรางวัล 'ชุมชนซาเล้งต้นแบบดีเด่น' ในอดีตเคยเป็นชุมชนบุกรุกอยู่อาศัยใต้สะพานมาก่อน ซึ่งมีสภาพที่อยู่อาศัยไม่มั่นคงและไม่ถูกสุขลักษณะ ปี พ.ศ.2536 คณะรัฐมนตรีมีมติแก้ไขปัญหาที่อยู่อาศัยของชุมชนใต้สะพาน มีการเคหะแห่งชาติและกรุงเทพมหานครดำเนินโครงการร่วมกับมูลนิธิพัฒนาที่อยู่อาศัย พัฒนาชุมชนโดยใช้แนวคิดการรื้อย้ายและพัฒนาชุมชนใหม่ (Relocation and Reconstruction) สู่พื้นที่ดิน 3 แห่ง และหนึ่งในนั้น คือ ชุมชนอ่อนนุช 14 ไร่ การเคหะแห่งชาติได้จัดสาธารณูปโภคพื้นฐานให้ชาวชุมชนสร้างบ้านด้วยตนเองบนแปลงที่ดินตามความสามารถทางเศรษฐกิจของแต่ละครัวเรือน ซึ่งช่วงย้ายมาใหม่มีบ้านทั้งหมด 95 หลัง ปัจจุบันชุมชนอ่อนนุช 14 ไร่ หลังจากได้รับการพัฒนาแบบมีส่วนร่วมในครั้งนั้นมา 22 ปีแล้ว ได้มีการพัฒนาขึ้นจนได้รับรางวัล การศึกษาการเปลี่ยนแปลงสภาพที่อยู่อาศัยจึงเป็นเรื่องสำคัญที่ควรทำการศึกษา โดยมีวัตถุประสงค์เพื่อศึกษาการเปลี่ยนแปลงสภาพที่อยู่อาศัยจากชุมชนใต้สะพานมาสู่ชุมชนอ่อนนุช 14 ไร่ ในปัจจุบัน และปัจจัยที่ทำให้เกิดการเปลี่ยนแปลง วิเคราะห์การเปลี่ยนแปลงสภาพที่อยู่อาศัยดีขึ้น และปัญหาสภาพที่อยู่อาศัยในปัจจุบัน งานวิจัยนี้เป็นวิจัยเชิงคุณภาพ เก็บข้อมูลกรณีศึกษา บ้าน 24 หลัง โดยสำรวจกายภาพบ้านและสัมภาษณ์เชิงลึก โดยแบ่งการเปลี่ยนแปลงสภาพที่อยู่อาศัยจากชุมชนใต้สะพานสู่ชุมชนอ่อนนุช 14 ไร่ ในปัจจุบัน เป็น 2 ช่วงเวลา คือ ช่วงที่ 1 จากชุมชนใต้สะพานมาสู่ชุมชนอ่อนนุช 14 ไร่ ย้ายมาใหม่ (พ.ศ.2544) และช่วงที่ 2 จากชุมชนอ่อนนุช 14 ไร่ ย้ายมาใหม่ มาสู่ปัจจุบัน (พ.ศ.2544-2566) ผลการศึกษาพบว่า (1) การเปลี่ยนแปลงสภาพที่อยู่อาศัย ช่วงที่ 1 พบว่า ที่อยู่อาศัยเปลี่ยนแปลงสภาพดีขึ้นมาก จากห้องใต้สะพานเป็นบ้านทั้งหลังที่มีองค์ประกอบครบถ้วน และมีความมั่นคงในการถือครองที่อยู่อาศัย และช่วงที่ 2 พบว่า ที่อยู่อาศัยเปลี่ยนแปลงดีขึ้น 18 หลัง คิดเป็น 75% ของกรณีศึกษา และไม่ดีขึ้น 6 หลัง คิดเป็น 25% (2) ปัจจัยที่ทำให้เกิดการเปลี่ยนแปลงสภาพที่อยู่อาศัย ช่วงที่ 1 ปัจจัยสำคัญคือ การสนับสนุนภายนอก …

ศูนย์พักพิงชั่วคราว สำหรับผู้ประสบภัยในสถานการณ์ภัยพิบัติ, โศจิรัตน์ วรพันธุ์

ภัยพิบัติ สามารถสร้างความเสียหายในชีวิตและทรัพย์สิน โดยมีภาวะโลกร้อนเป็นตัวกระตุ้นให้อัตราการเกิดภัยพิบัติเพิ่มขึ้น 5 เท่าและสร้างความเสียหายมากขึ้น 7 เท่า วิจัยเล่มนี้จึงดำเนินการศึกษาตามวัตถุประสงค์ ดังนี้ 1) เพื่อศึกษาการรับมือในสถานการณ์ภัยพิบัติ และการจัดศูนย์พักพิงชั่วคราว 2) วิเคราะห์ปัจจัยที่เกี่ยวข้อง ในการดำรงชีวิตในศูนย์พักพิงชั่วคราวของผู้ประสบภัย 3) เสนอแนะแนวทางการจัดศูนย์พักพิงชั่วคราว สำหรับผู้ประสบภัยในสถานการณ์ภัยพิบัติอย่างเหมาะสม เพื่อศึกษาการเตรียมรับมือ การตอบสนองความต้องการพื้นฐานด้านที่อยู่ และผลกระทบด้านร่างกาย จิตใจและสังคม ศึกษากรณีศึกษา 3 แห่ง จากสถิติการเกิดภัยพิบัติและความช่วยเหลือด้านที่พัก โดยการสัมภาษณ์ผู้เชี่ยวชาญและผู้ประสบภัย ในความดูแลของศูนย์ปภ.เขต 12 สงขลา, ศูนย์ปภ.เขต 13 อุบลราชธานี และศูนย์ปภ.เขต 18 ภูเก็ต จำนวน 30 คน พร้อมลงพื้นที่สำรวจศูนย์พักพิงชั่วคราว ประเทศไทย มีความได้เปรียบด้านที่ตั้ง จากความอุดมสมบูรณ์และมีฝนตกตามฤดูกาล มีโอกาสเกิดภัยพิบัติน้อย พบเพียงวาตภัย อุทกภัย อัคคีภัยและแผ่นดินไหว เพื่อลดผลกระทบจากภัยพิบัติขึ้นอยู่กับความพร้อม ประสบการณ์และการประสานงานระหว่างหน่วยงาน ดังนั้นประเทศที่ประสบภัยพิบัติบ่อยครั้ง มักมีการเตรียมแผนรับมือสถานการณ์ และกำหนดอาคารศูนย์พักพิงชั่วคราวไว้ล่วงหน้า โดยศูนย์พักพิงชั่วคราวที่พบแบ่งได้ 2 ประเภท คือ 1) ศูนย์พักพิงชั่วคราวนอกระบบ 2) ศูนย์พักพิงชั่วคราวในระบบ ได้แก่ เต็นท์, บ้านน็อคดาวน์, อาคารถาวรที่มีอยู่เดิม และอาคารถาวรที่สร้างขึ้นใหม่เพื่อรองรับการอพยพโดยเฉพาะ จากการศึกษาพบว่า ความสูญเสียที่เกิดขึ้นส่วนหนึ่ง เพราะ ขาดการซักซ้อม และผู้ประสบภัยบางส่วนไม่ยอมอพยพ เนื่องจากความกังวลเกี่ยวกับศูนย์พักพิงชั่วคราว, บ้านและทรัพย์สินในพื้นที่ประสบภัย และศูนย์พักพิงชั่วคราวไม่เป็นมิตรกับผู้พักพิงกลุ่มเปราะบางที่มีข้อจำกัดด้านร่างกาย แม้ว่าศูนย์พักพิงชั่วคราวอาจไม่ใช่การแก้ปัญหาที่ดีที่สุด แต่ศูนย์พักพิงฯ ที่มีความเหมาะสม อาจเป็นการแก้ปัญหาที่มีประสิทธิภาพได้เช่นกัน ดังนั้นที่ตั้งศูนย์พักพิงฯ ควรมีความปลอดภัย ลดความเปราะบาง สนับสนุนการสร้างปฏิสัมพันธ์ และอยู่ในสภาพแวดล้อมที่ดี

ช่วงวิกฤตโควิด-19 ส่งผลกระทบต่อภาคเศรษฐกิจและสังคมอย่างมากโดยเฉพาะธุรกิจภาคอสังหาริมทรัพย์ เกิดการเปลี่ยนแปลงไปอย่างสิ้นเชิงและมีแนวโน้มไม่กลับมาเหมือนเดิม ทั้งปัจจัยในการตัดสินใจเลือกซื้อที่อยู่อาศัยและกลุ่มผู้บริโภคที่ซื้อที่อยู่อาศัย ซึ่งกลุ่มเจนเนอร์เรชั่นวายกลายเป็นกลุ่มที่มีความต้องการซื้อที่อยู่อาศัยและอาศัยอย่างแท้จริง (Real Demand) ทั้งโครงการคอนโดมิเนียมและทาวน์เฮาส์ อีกทั้งเป็นเป้าหมายหลักที่บริษัทพัฒนาธุรกิจอสังหาฯ ส่วนใหญ่ให้ความสนใจทั้งในช่วงวิกฤตโควิด-19 และช่วงหลังวิกฤตโควิด-19 ผู้วิจัยมีความสนใจศึกษาปัจจัยในการตัดสินใจซื้อคอนโดมิเนียมและทาวน์เฮาส์ของกลุ่มเจนเนอร์เรชั่นวาย ในช่วงวิกฤตโควิด-19 โดยมีปัจจัยที่ควบคุม คือ อยู่ในพื้นที่ใกล้เคียงกัน ราคาใกล้เคียงกัน และ บริษัทเดียวกัน เพื่อเปรียบเทียบปัจจัยในการตัดสินใจซื้อที่อยู่อาศัยของกลุ่มเจนเนอร์เรชั่นวาย ผลการศึกษา พบว่า กลุ่มตัวอย่างที่ซื้อคอนโดมิเนียมที่ได้จากการสุ่ม มีช่วงอายุ 29-35 ปี (Y2) มากที่สุด มีปัจจัยที่ส่งผลต่อการตัดสินใจซื้อสามอันดับแรก ได้แก่ ปัจจัยส่วนประสมทางการตลาด ปัจจัยโควิด-19 และปัจจัยทำเลที่ตั้ง ส่วนกลุ่มตัวอย่างที่ซื้อทาวน์เฮาส์ที่ได้จากการสุ่ม มีช่วงอายุ 22-28 ปี (Y1) มากที่สุด มีปัจจัยที่ส่งผลต่อการตัดสินใจซื้อสามอันดับแรก ได้แก่ ปัจจัยโควิด-19 ปัจจัยส่วนประสมทางการตลาด ปัจจัยลักษณะบ้าน ซึ่งปัจจัยโควิด-19 และปัจจัยส่วนประสมทางการตลาด เป็นปัจจัยที่ส่งผลต่อการตัดสินใจซื้อที่อยู่อาศัยมากที่สุด โดยปัจจัยโควิด-19 ไม่ได้ทำให้ความสามารถในการซื้อของผู้บริโภคลดลง ปัจจัยส่วนประสมทางการตลาดในด้านของราคาและโปรโมชั่น ช่วยให้ระยะเวลาในการตัดสินใจซื้อของผู้บริโภครวดเร็วขึ้น ส่วนใหญ่มีระยะเวลาในการตัดสินใจหนึ่งเดือนหรือน้อยกว่า

ความสัมพันธ์ของการพัฒนาอสังหาริมทรัพย์ สาธารณูปโภค และ สาธารณูปการ ที่สอดคล้องกับผังเมืองรวม กรณีศึกษา ถนนราชพฤกษ์ และ ถนนกัลปพฤกษ์, ชยางกูร กิตติธีรธำรง

จากการพัฒนาโครงสร้างพื้นฐานของภาครัฐส่งผลทำให้เกิดการพัฒนาที่อยู่อาศัย แหล่งงาน และสาธารณูปการ เมื่อทำการศึกษาย้อนไปในอดีตช่วง 20 - 30 ปีก่อนหรือช่วงพ.ศ. 2542 - พ.ศ. 2564 พบว่า การเติบโตของโครงข่ายการคมนาคมมีผลต่อการพัฒนาพื้นที่ในฝั่งตะวันตกของกรุงเทพมหานคร ทั้งจากการสร้างถนนกาญจนาภิเษก ถนนบรมราชชนนี ถนนราชพฤกษ์ และถนนกัลปพฤกษ์ ผู้วิจัยจึงมีความสนใจที่จะศึกษารูปแบบการพัฒนาของที่อยู่อาศัย สาธารณูปโภค และสาธารณูปการ รวมถึงปัญหาที่เกิดขึ้นจากการพัฒนาเพื่อนำรูปแบบการพัฒนา และแผนการพัฒนาของภาครัฐมาพิจารณาถึงลำดับการพัฒนาที่อยู่อาศัย และการเกิดสาธารณูปการที่เชื่อมโยงอันจะเป็นประโยชน์ต่อภาครัฐในการกำหนดแผนงานในการพัฒนาการขยายตัวของพื้นที่เมืองต่อไป โดยใช้การเก็บข้อมูลด้วยวิธีการลงพื้นที่สำรวจภาคสนาม และการรวบรวมข้อมูลจากเว็ปไซต์ และเอกสารงานวิจัยที่เกี่ยวข้อง ผลการศึกษาพบว่าลำดับการเกิดที่อยู่อาศัย และสาธารณูปการแบ่งออกเป็น 3 ส่วนหลัก คือ 1) การเกาะกลุ่มของประเภทอสังหาริมทรัพย์ 3 ประเภทหลัก คือ ที่อยู่อาศัย พาณิชยกรรม และสาธารณูปการ โดยพบว่าที่อยู่อาศัยประเภทบ้านเดี่ยวจะมีการเกาะกลุ่มกันมากบริเวณถนนราชพฤกษ์เป็นหลัก ส่วนบ้านแถวและอาคารชุด พบการเกาะกลุ่มกันมากในบริเวณถนนกัลปพฤกษ์ ซึ่งสอดคล้องกับข้อกำหนดในผังเมืองรวมกรุงเทพมหานคร 2) การพัฒนาอสังหาริมทรัพย์ที่มีความหนาแน่นมากขึ้นจะสัมพันธ์กับการจราจรที่หนาแน่นตามมา ไม่ว่าจะเป็นในช่วงชั่วโมงเร่งด่วนช่วงเช้า และช่วงเย็น หรือ ช่วงระหว่างวันจะพบการจราจรหนาแน่นในโซนพาณิชยกรรม ทั้งนี้มีข้อสังเกตว่าแผนการคมนาคมตามผังเมืองรวมกรุงเทพมหานคร กับเส้นทางคมนาคมที่เกิดขึ้นในปัจจุบันไม่มีความสอดคล้องกัน 3) แผนที่ลำดับการพัฒนาตามรายปีได้แสดงให้เห็นว่า เมื่อถนนถูกพัฒนาใหม่ กลุ่มหมู่บ้านจัดสรรจะเกิดขึ้นก่อนเป็นลำดับแรก ต่อมาเมื่อมีความหนาแน่นของที่อยู่อาศัยเพิ่มขึ้นจะเริ่มพบเห็นพื้นที่พาณิชยกรรม และสาธารณูปการเกิดขึ้นตามมา โดยมีรูปแบบการพัฒนาไปตามแนวแกนถนน(Ribbon Development) ซึ่งพบว่าการใช้ประโยชน์ที่ดินมีความสอดคล้องกับผังเมืองรวมกรุงเทพมหานคร แต่ในส่วนสาธารณูปการที่เกิดขึ้น มีความครอบคลุมแต่ไม่ใช่ด้วยกลไกหรือการวางแผนของภาครัฐแต่เกิดจากการพัฒนาของภาคเอกชนเป็นหลัก จึงทำให้รูปแบบการพัฒนาขาดการดำเนินการอย่างดีพอจนไม่สอดคล้องกับการวางผังเมืองรวมของกรุงเทพมหานครในย่านนี้ จึงสรุปได้ว่าจากการพัฒนาที่เกิดขึ้นบนถนนราชพฤกษ์ และถนนกัลปพฤกษ์ พบว่า มีทั้งในประเด็นที่สอดคล้องและไม่สอดคล้องกับข้อกำหนดผังเมืองรวมกรุงเทพมหานคร ซึ่งในประเด็นที่ไม่สอดคล้องนำมาสู่ข้อเสนอ ในการส่งเสริมการพัฒนาถนนสายย่อย การศึกษาเส้นทางเดินรถสาธารณะ การนำเครื่องมือทางผังเมืองด้านอื่นๆมาใช้งาน เช่น การจัดรูปที่ดิน รวมไปถึงการบังคับใช้แผนให้มีประสิทธิภาพยิ่งขึ้น


กระบวนการจัดหาวัสดุก่อสร้างมือสองมาประยุกต์ใช้ในการต่อเติมที่อยู่อาศัยของผู้มีรายได้น้อย : กรณีศึกษามูลนิธิสวนแก้ว, ณัชชา โพธิ์อุลัย Jan 2022

กระบวนการจัดหาวัสดุก่อสร้างมือสองมาประยุกต์ใช้ในการต่อเติมที่อยู่อาศัยของผู้มีรายได้น้อย : กรณีศึกษามูลนิธิสวนแก้ว, ณัชชา โพธิ์อุลัย

มูลนิธิสวนแก้ว เป็นองค์กรที่มีนโยบายเปิดรับบริจาควัสดุก่อสร้างมือสอง หรือสิ่งของเหลือใช้ ที่เจ้าของไม่ต้องการใช้แล้ว และพบว่าวัสดุก่อสร้างมือสองเป็นอีกช่องทางหนึ่งที่ผู้มีรายได้น้อย สามารถนำวัสดุไปใช้ในการก่อสร้าง ต่อเติม หรือซ่อมแซม ที่อยู่อาศัยของตนเองได้ในราคาย่อมเยา ผู้วิจัยจึงมีความสนใจที่จะศึกษากระบวนการคัดแยกประเภทวัสดุก่อสร้างในมูลนิธิสวนแก้ว รวมถึงติดตามวัสดุมือสองเหล่านั้น ซึ่งผู้วิจัยได้ศึกษากลุ่มตัวอย่างจำนวน 12 หลัง โดยเก็บข้อมูลจากการสำรวจ และการสัมภาษณ์ผู้อยู่อาศัยร่วมกับแรงงานก่อสร้าง เพื่อให้เห็นวิธีการนำวัสดุก่อสร้างมือสองมาประยุกต์ใช้ รวมถึงปัญหาและวิธีการแก้ปัญหาที่เกิดขึ้น ผลการศึกษา พบว่ามูลนิธิสวนแก้ว แบ่งวัสดุก่อสร้างมือสองออกเป็น 5 ประเภท ได้แก่ ไม้ชนิดต่างๆ วัสดุปูพื้นและหลังคา วัสดุช่องเปิดประตูหน้าต่าง วัสดุสุขภัณฑ์ และวัสดุเบ็ดเตล็ด ส่วนในการนำวัสดุมือสองไปประยุกต์ใช้กับบ้านทั้ง 12 หลัง พบว่ามีปัญหาจากการใช้งานที่แตกต่างกัน โดยแบ่งปัญหาที่เกิดขึ้นเป็น 2 ประเภท คือ การใช้วัสดุตรงตามประเภทการใช้งานแล้วเกิดปัญหา สาเหตุจากการที่เจ้าของบ้าน หรือแรงงานก่อสร้าง ขาดความเข้าใจในวิธีการใช้งานของวัสดุมือสองและวิธีการก่อสร้าง และการใช้วัสดุไม่ตรงตามประเภทการใช้งานแล้วเกิดปัญหา สาเหตุจากเจ้าของบ้านไม่ได้วัสดุตามที่ต้องการ เนื่องจากวัสดุที่ถูกนำมาวางขายในมูลนิธิสวนแก้ว มีรูปแบบไม่ซ้ำเดิมในแต่ละวัน เพราะเป็นของที่ได้จากการรับบริจาค รวมถึงเจ้าของบ้านต้องการประหยัดค่าใช้จ่าย หรืองบประมาณไม่เพียงพอ จึงต้องเลือกวัสดุอื่นมาประยุกต์ใช้แทน และจากคำแนะนำของผู้เชี่ยวชาญสามารถแบ่งวิธีการแก้ปัญหาเป็น 2 รูปแบบ คือการแก้ปัญหาแบบชั่วคราวด้วยการใช้วัสดุเดิมที่เจ้าของบ้านเลือกใช้ ที่กระทบต่อค่าใช้จ่ายน้อยที่สุด และการแก้ปัญหาแบบยั่งยืน ด้วยการเปลี่ยนวัสดุหรือวิธีก่อสร้างใหม่ ซึ่งรูปแบบนี้จะเหมาะกับผู้ที่มีความพร้อมในการจ่ายที่มากกว่า ดังนั้น แม้ว่าการนำวัสดุมือสองมาใช้ในการก่อสร้างหรือต่อเติมที่อยู่อาศัย จะสามารถตอบโจทย์ให้ผู้มีรายได้น้อยได้ในระดับหนึ่ง แต่หากไม่เข้าใจในคุณสมบัติของวัสดุ และไม่เข้าใจในวิธีก่อสร้าง ก็จะพบปัญหาจากการใช้วัสดุเหล่านี้ ซึ่งในการแก้ปัญหาเบื้องต้นสำหรับผู้มีรายได้น้อย ในการนำวัสดุมือสองไปใช้งาน พบว่า 1. ควรเลือกวัสดุมือสองให้ตรงตามประเภทการใช้งาน 2. ควรเลือกวัสดุมือสองที่ยังอยู่ในสภาพที่สามารถใช้งานได้ และ 3. ควรเตรียมความพร้อมของวัสดุมือสองก่อนนำไปใช้งาน ซึ่งถ้าหากผู้มีรายได้น้อยสามารถนำวัสดุมือสองไปใช้ในการก่อสร้างได้อย่างถูกวิธีก็จะส่งผลต่อการลดปัญหาจากการใช้วัสดุได้อีกทางหนึ่ง

การท่องเที่ยวเชิงสุขภาพในประเทศไทย เป็นการท่องเที่ยวรูปแบบใหม่ที่นักท่องเที่ยวทั้งชาวไทยและชาวต่างชาติให้ความสนใจเดินทางมาใช้บริการภายในรีสอร์ทเพื่อสุขภาพของประเทศไทย โดยมีจุดประสงค์ที่แตกต่างกันในแต่ละบุคคล ในช่วงการแพร่ระบาดของเชื้อไวรัสโควิด-19 รีสอร์ทเพื่อสุขภาพได้รับผลกระทบเป็นอย่างมากและต้องปรับตัวเพื่อผ่านพ้นวิกฤตในครั้งนี้ บทความวิจัยนี้จึงมีวัตถุประสงค์เพื่อศึกษาแนวทางการปรับตัวของรีสอร์ทเพื่อสุขภาพในช่วงการแพร่ระบาดของโควิด-19 แนวทางการบริหารจัดการความเสี่ยง กลุ่มเป้าหมาย การตลาด การบริการ ลักษณะทางกายภาพ การบริหารจัดการภายในองค์กรและแนวทางการพัฒนารีสอร์ทเพื่อสุขภาพเมื่อเกิดสถานการณ์การแพร่ระบาดของโรคที่มีความคล้ายคลึงกันในอนาคตได้อย่างมีประสิทธิภาพ งานวิจัยนี้จึงมีกรณีศึกษา 3 แห่งและเป็นการวิจัยเชิงคุณภาพโดยการสัมภาษณ์เชิงลึกผู้ประกอบการหรือผู้บริหาร จำนวน 4 คน ผู้เชี่ยวชาญทางด้านการแพทย์ จำนวน 2 คน ผู้บริโภครีสอร์ทเพื่อสุขภาพ จำนวน 30 คน รวมเป็นจำนวน 36 คน และการวิจัยเชิงปฏิบัติการแบบมีส่วนร่วม ผลการศึกษาพบว่า 1) ด้านกลุ่มเป้าหมายรีสอร์ทเพื่อสุขภาพต้องพึ่งพานักท่องเที่ยวชาวไทยเป็นหลักในช่วงการแพร่ระบาดของโควิด-19 2) ด้านการตลาดรีสอร์ทเพื่อสุขภาพมีการปรับลดราคาและรูปแบบกิจกรรมให้เหมาะสมกับนักท่องเที่ยวชาวไทย 3) ผู้บริโภคส่วนใหญ่มีพฤติกรรมเดินทางท่องเที่ยวเพื่อสุขภาพมากขึ้น โดยมีปัจจัยที่ส่งผลต่อการตัดสินใจเดินทางไปยังรีสอร์ทเพื่อสุขภาพ คือ ปัจจัยทางด้านราคา รองลงมา คือ ปัจจัยด้านการบริการภายในรีสอร์ทเพื่อสุขภาพ 4) ผู้เชี่ยวชาญทางการแพทย์ลงความเห็นว่าการท่องเที่ยวเชิงสุขภาพและรีสอร์ทเพื่อสุขภาพในประเทศไทยมีแนวโน้มเติบโตภายหลังการแพร่ระบาดของโควิด-19 งานวิจัยนี้แสดงให้เห็นแนวทางในการปรับตัวของรีสอร์ทเพื่อสุขภาพในช่วงการแพร่ระบาดของโควิด-19 อย่างไรก็ตามภาครัฐควรมีนโยบายช่วยเหลือผู้ประกอบการเพิ่มเติม ในรูปแบบระยะสั้น ระยะกลางและระยะยาว เพื่อเป็นการช่วยเหลือภาคการท่องเที่ยวของประเทศไทยในยามวิกฤต

This study investigates the challenges NGOs face in providing healthcare access to the urban poor during the COVID-19 pandemic, using cases of slum communities in Kampala, the capital city of Uganda. The Land and Buildings Tax Act, B.E. 2562 (A.D. 2019), was enacted in Thailand with the aim of wealth distribution, revenue increase, and discouraging unproductive land use. However, since its implementation in 2020, in Bangkok, a notable increase in land use and land cover (LULC) changes, specifically vacant lands being converted to agricultural lands, has been observed. These changes are hypothesized to be related to tax avoidance activities. This study investigates the relationship between job location and the willingness to relocate of informal settlement residents, using the Klong Toei community in Bangkok as a case study. Informal settlements have emerged due to urbanization and rapid economic growth, especially in developing countries. As the population continues to grow in China’s urban settings, the building sector contributes to increasing levels of greenhouse gas (GHG) emissions. Concrete and steel are the two most common construction materials used in China and account for 60% of the carbon emissions among all building components. This article compares research identifying the systemic barriers to disability access and inclusion in two regional Australian cities, and discusses some of the leadership and design challenges that will need to be addressed by government and industry to embed universal design principles within the planning, development, and redevelopment of urban infrastructure. In Geelong, Victoria, given the often-opaque decision-making dynamics at play in the urban planning and development of cities, the disability community sought a more holistic and consultative approach to addressing access and inclusion. The City of Philadelphia has addressed the need to utilize vacant lots in the city’s comprehensive planning document, Philadelphia2035 (PCPC, 2010). The document encourages designers to use sustainable practices to reincorporate these abandoned lots back into the fabric of the city. Through partnerships with local organizations in Philadelphia, guidelines and suggestions were created to guide Philadelphians while they revive abandoned lot spaces.
