The City of McFarland, CA is in the process of updating its General Plan and identified updating the land use element as the first step in this process. This land use element consists of a land use diagram, land use standards, and goals, policies, and programs. These components of the document are based upon community feedback as well as upon analysis of case studies and state and regional guidelines. The final plan accommodates for increased residential densities, a mixture of adjacent land uses, a greenbelt, and large areas of land adjacent to Highway 99 for commercial and industrial use.

This professional project estimates the upfront costs and utility savings expected from greening an approximately 1,100 square foot home built in the 1950s in the San Francisco Bay Area. Two sets of upgrades (alternative and original) were compared for costs and benefits. The alternative set (which included ceiling insulation and omitted upgrading to dual-pane windows) clearly out performed the original set. The alternative set would be expected to reduce resident utility bills by 28% annually, and to prevent approximately 2,700 lbs of carbon dioxide emissions annually. The United States Green Building Council (USGBC) has developed a rating system that examines the sustainability of neighborhoods. They have specifically stated that that LEED-ND certified neighborhoods will protect and enhance residents’ overall health, the natural environment, and quality of life. This study uses relevant quality of life indicators that are commonly identified by social scientists as accurate interpreters of the various quality of life domains to determine if there is, in fact, a relationship between LEED-ND and quality of life. The Piedras Blancas Motel is a 1950’s era roadside motel comprised of 11 lodging units, plus a cafe, laundry room, manager’s apartment, and adjacent storage area. It is located seven miles north of San Simeon and nine miles south of the San Luis Obispo/Monterey County line. In 2005, the property was purchased using State, Federal, and private funds, and then transferred to the California Department of Parks and Recreation (State Parks). The passage of AB 32 in 2006 initiated the need for city planners in California to consider the quantification of greenhouse gas emissions at the community level in order to develop policies and programs to reduce emissions in the future. Although local jurisdictions are not required to quantify and report emissions at this time, the AB 32 Climate Change Scoping Plan recommended a reduction goal for local governments of 15 percent below today’s levels by 2020 to ensure consistent reduction goals at the state and local levels.

The study looks at the applicability of integrating a Bus Only Shoulder (BOS) into the intermittently congested segment of US 101 in southern San Luis Obispo County. Policy, infrastructure and implementing criteria derived from case studies in Minnesota, Florida and California (San Diego) and the 2007 California Decision Document on BOS are applied to conditions in the region. One measure of performance, time savings, is projected to 2025 to determine the value of integrating the program by that horizon year. This study examines the benefits and costs associated with the outright purchase of properties for hazard mitigation (“property acquisition mitigation”) in Santa Barbara, California which reduced four properties’ exposure to multiple hazards. The results indicate that the estimated overall benefit-cost ratio for property acquisition mitigation projects is 1.75:1 when the exposed properties meet a threshold of eminent threat for total loss. This study further suggests that when property acquisitions are performed in an area threatened by multiple hazards the mitigation becomes two to three times more beneficial …
