The City of Arroyo Grande, California has a problem administering the

regulations of five Planned Developments in the City. This problem arises

from these regulations being included in a 167-page appendix at the back of

the City’s Development Code. This appendix includes the original approvals

for the Developments. It also includes amendments to those approvals.

These amendments are only added to the appendix. Therefore, changes to

the regulations governing the Planned Developments are not tracked. It

takes City staff considerable amounts of time to research answers when

members of the public have questions regarding development in one of these

This study examines how a shuttle system can meet transportation needs in Pittsburg. A circulator shuttle connecting major commercial nodes, public facilities, and residential locations, can increase travel options and improve accessibility to key locations. This research observes how public space planning can improve slum upgrading projects, focusing on two case study slums in Ahmedabad, India.

The inclusion of formal public space planning into slum upgrading schemes can act as a catalyst for dweller-initiated housing improvements. While municipalities that choose to upgrade their slums are primarily concerned with supplying bare necessity infrastructure—such as water, sewage, and paving—most upgrading schemes ignore the reality that slum communities are complex, integral components of the urbanization process. These settlements deserve and necessitate comprehensive design and planning services which will integrate the community into the larger urban fabric.
