The research examines the effectiveness of monetary policy in improving standards of living at the local level in the Organization of Eastern Caribbean States. The study postulates that monetary policy should not be viewed strictly as the responsibility of the national government, instead, under specific conditions it can be viewed as a local economic development strategy. A combination of interviews and econometric techniques are applied to determine whether monetary policy is as useful as other more widely discussed variables in urban planning and policy making. The findings support monetary policy as a local economic development strategy in situations where certain …

The concept of sustainability has developed over the past 40 years and continues to advance as organizations implement sustainable practices, quantify sustainability results, and communicate their accomplishments to key stakeholders. Despite these advances, sustainability remains an emerging field in need of clear definitions and goals; development of best practices; and effective tools for measuring, reporting, and benchmarking results. Article 8 of the Texas Constitution requires property taxation to be "equal and uniform," and state law requires nearly all real property to be assessed at 100% of market value. Despite these requirements, evidence exists that the appraisals of some high-value commercial properties, specifically downtown class A office buildings, vary widely from market value. According to the state Comptroller's Property Value Studies, residential property tends to be fully valued for tax purposes. An equity issue arises from the apparent undervaluation of high-value commercial properties, which typically are owned by wealthy individuals and institutional investors.While residential property tends to be homogeneous …

The issue of available and affordable housing in Sub-Saharan Africa poses an overwhelming problem, and yet receives weak policy responses. Since independence, housing policies have shifted from ambitious schemes of state intervention to increasing emphasis on the private market. This shift coincided with the global economic trend that advocated for escalating privatization. The 1993 World Bank's housing "Enablement" policy became the blueprint for planning in developing countries. Despite decades of policy shift, housing outcomes foreshadow derelict housing structures, poorly structured mortgages and increased unaffordability for the urban poor. Pre-crash, New Urbanist Communities became more popular to build, yet sprawl development remains the norm. This report provides a framework for the research and analysis that will assist in understanding the issues leading to the decline of once successful shopping centers into greyfields. Inner-ring suburbs in the Dallas - Fort Worth metroplex deal with this issue which is caused by aging centers and infrastructure coupled with increased competition from newer, faster growing suburbs offering increased financial incentives and newer shopping centers. The city of Celina is a small city located within Collin County in the northern part of the North Central Texas Metroplex. The city was a rural based community with a large percentage of agricultural land. However, over the past decade, Celina's population tripled from around 1800 to over 5200 people. Currently, the city is in a transition phase and is anticipated to grow and develop rapidly in the future. For more than three decades, the 'global city thesis' or the 'world city thesis' has attracted scholarly contributions from urban planners, geographers, sociologists and urban political economists interested in socioeconomic and spatial polarization in mega cities. Although with limited empirical evidence, these scholars in general are in agreement that globalization is an underlying factor of growing income inequalities and socio-spatial polarization found in these urban areas. The failure of international negotiations toward a successor agreement to the Kyoto Protocol to limit global greenhouse gas emissions has highlighted not only the problematic associated with a global agreement on such a scientifically and politically complex issue, but also the importance of sub-national action in lieu of such an agreement. This is especially true in the United States where any national climate protection framework seems unlikely in the foreseeable future. Many states and local governments have begun to use the Public-Private Partnership (PPP) vehicle as a policy tool in the area of highway transportation infrastructure development. A particular type of PPP, sometimes referred to as a "concession," can involve a state or local government's grant of concession rights, which typically includes the right to collect toll revenues on a roadway, to a private entity in exchange for the private entity's development and management of the roadway. This thesis examines how smaller communities, which often lack the financial resources and the so-called "high culture" or marketable culture found in larger cities, can overcome challenges and develop cultural and historic preservation programs that perform the social function of unifying a community while also providing economic development opportunities that are connected to the community. The paper discusses "authenticity," and how this stated goal of city planners is actually a complex and contested concept rather than an objective standard that can be used to evaluate cultural planning programs. Transportation planning has been shown to strongly impact public health yet collaboration and data or information sharing between the two communities is lacking. The Eco-Logical approach is a potential solution designed to advance transportation planning through an integrated planning process that includes other stakeholders. However, since the Eco-Logical approach provides no guidance on forming collaborations, network theory will be used to fill this hole. Immediately adjacent to the larger city of Paris, Reno, Texas has good highway access, with State Highway 82 bisecting the principal portion of the City. Reno is also served by a General Aviation Airport, Cox Field, located south of the City within Paris. Officials from the City of Reno approached the Institute of Urban Studies (IUS) at The University of Texas at Arlington with a request to undertake an economic assessment for the city. The HOPE VI program enacted in 1992 represented a shift in public housing by addressing resident's needs through physical design improvements, self-sufficiency programs, and the deconcentration of poverty. Funding through HOPE VI allowed local housing authorities to demolish deteriorated public housing units and replace them with new income-inclusive housing units. The "hope" would be that low income residents would interact with middle income residents to access resources that are normally beyond the reach of low income individuals. The HEARTH Act of 2009 expands care to people experiencing homelessness by giving communities more freedom in allocation of their resources based on their ability to produce measurable results. Although regulations have not been released on this legislation, communities, called Continuums of Care, can prepare for program changes by monitoring current data for areas in need of growth within the system. One of the goals included in the statute is to move a homeless family from an emergency shelter to permanent supportive housing within 30 days. Recent planning thought has focused on how to configure the city to reduce dependence on private automobiles. One important strain of this thinking is how to promote a city where daily needs can be satisfied on foot. Using the tools of Central Place Theory and Demand Threshold analysis, this work studies the required population density to bring grocery shopping within pedestrian range of the population.
